Z\u00e1rove\u0148 N\u011bmecko ka\u017edoro\u010dn\u011b dov\u00e1\u017e\u00ed statis\u00edce imigrant\u016f \u2013 a p\u0159esto se rozd\u00edly v kvalifikaci neust\u00e1le zv\u011bt\u0161uj\u00ed. Co se tu d\u011bje \u0161patn\u011b? \u010c\u00edsla hovo\u0159\u00ed ponur\u00fdm jazykem: Zem\u011b ztr\u00e1c\u00ed nejen znalosti a prosperitu, ale i svou budoucnost!<\/span><\/strong><\/p>\n<p><span dir=\"auto\">N\u011bmecko \u010del\u00ed vzd\u011bl\u00e1vac\u00ed katastrof\u011b \u2013 a ta se neust\u00e1le zhor\u0161uje. Drsn\u00e1 \u010d\u00edsla Feder\u00e1ln\u00edho statistick\u00e9ho \u00fa\u0159adu jasn\u011b ilustruj\u00ed dilema, kter\u00e9 se v n\u011bmeck\u00fdch \u0161kol\u00e1ch odehr\u00e1v\u00e1.<\/span><\/p>\n<p><span dir=\"auto\">Ve \u0161koln\u00edm roce 2023\/24 opustilo \u0161kolu bez kvalifikace p\u0159ibli\u017en\u011b 62 000 mlad\u00fdch lid\u00ed. To je nejvy\u0161\u0161\u00ed po\u010det za posledn\u00edch deset let!<\/span><\/p>\n<p><span dir=\"auto\">M\u00edra p\u0159ed\u010dasn\u00e9ho ukon\u010den\u00ed \u0161koln\u00ed doch\u00e1zky se tak zvy\u0161uje na 7,8 % v\u0161ech absolvent\u016f \u0161kol. Ve \u0161koln\u00edm roce 2013\/14 st\u00e1le \u010dinila 5,5 %. P\u0159edt\u00edm se tato m\u00edra v roce 2022 vy\u0161plhala na 6,9 % a v roce 2023 na p\u0159ibli\u017en\u011b 7,2 %. Jedn\u00e1 se o znepokojiv\u00fd trend, kter\u00fd st\u00e1le roste.<\/span><\/p>\n<h3 id=\"h-steigende-bildungsarmut\" class=\"wp-block-heading\"><span dir=\"auto\">Rostouc\u00ed \u201evzd\u011blanostn\u00ed chudoba\u201c<\/span><\/h3>\n<p><span dir=\"auto\">D\u016fle\u017eit\u00e9: Zde zm\u00edn\u011bn\u00ed \u201eabsolventi \u0161kol bez kvalifikace\u201c jsou mlad\u00ed lid\u00e9, kte\u0159\u00ed na konci sv\u00e9 \u0161koln\u00ed doch\u00e1zky nez\u00edskaj\u00ed \u017e\u00e1dnou kvalifikaci (ani z\u00e1kladn\u00ed\/ni\u017e\u0161\u00ed st\u0159edn\u00ed \u0161kolu).\u00a0<\/span><\/p>\n<p><span dir=\"auto\">To se li\u0161\u00ed od ukazatele EU t\u00fdkaj\u00edc\u00edho se \u201eosob p\u0159ed\u010dasn\u00e9ho ukon\u010den\u00ed \u0161koln\u00ed doch\u00e1zky\u201c (osoby ve v\u011bku 18\u201324 let bez kvalifikace, kter\u00e9 se ne\u00fa\u010dastn\u00ed vzd\u011bl\u00e1v\u00e1n\u00ed\/odborn\u00e9 p\u0159\u00edpravy). Oba ukazatele v\u0161ak sm\u011b\u0159uj\u00ed stejn\u00fdm sm\u011brem: rostouc\u00ed vzd\u011bl\u00e1vac\u00ed chudoba \u2013 s region\u00e1ln\u00edmi rozd\u00edly.\u00a0<\/span><\/p>\n<h3 id=\"h-das-sollen-die-ursachen-der-bildungsverdummung-sein\" class=\"wp-block-heading\"><span dir=\"auto\">To jsou pr\u00fd p\u0159\u00ed\u010diny \u201eohloupnut\u00ed ve vzd\u011bl\u00e1v\u00e1n\u00ed\u201c.<\/span><\/h3>\n<p><span dir=\"auto\">Jako p\u0159isp\u00edvaj\u00edc\u00ed faktory jsou uv\u00e1d\u011bny: jazykov\u00e9 deficity, soci\u00e1ln\u00ed rozd\u011blen\u00ed, zru\u0161en\u00e9 kurzy \u2013 a syst\u00e9mov\u00e9 chyby.<\/span><\/p>\n<p><span dir=\"auto\">Jazykov\u00e9 a integra\u010dn\u00ed deficity zt\u011b\u017euj\u00ed mnoha mlad\u00fdm lidem adaptaci ve \u0161kole; u\u010ditelsk\u00e9 asociace uv\u00e1d\u011bj\u00ed jako p\u0159isp\u00edvaj\u00edc\u00ed faktory nedostate\u010dn\u00e9 jazykov\u00e9 znalosti, nedostatek soun\u00e1le\u017eitosti a n\u00edzkou motivaci k u\u010den\u00ed. Konkr\u00e9tn\u011b se mnoho lid\u00ed v N\u011bmecku c\u00edt\u00ed \u201enepat\u0159it\u201c a\/nebo jim chyb\u00ed \u201eidentifikace s m\u00edstn\u00edmi spole\u010densk\u00fdmi hodnotami\u201c. To je katastrof\u00e1ln\u00ed d\u016fsledek masov\u00e9 imigrace!<\/span><\/p>\n<p><span dir=\"auto\">V\u00fdzkumn\u00edci v oblasti vzd\u011bl\u00e1v\u00e1n\u00ed volaj\u00ed po v\u010dasn\u011bj\u0161\u00ed a systematick\u00e9 podpo\u0159e \u2013 zejm\u00e9na pro mlad\u00e9 lidi, kte\u0159\u00ed do syst\u00e9mu vstupuj\u00ed pozd\u011b.\u00a0<\/span><\/p>\n<p><span dir=\"auto\">Jako d\u016fvody se v\u0161ak uv\u00e1d\u011bj\u00ed i n\u00e1sledky pandemie a ru\u0161en\u00ed v\u00fduky: nedostatky ve vzd\u011bl\u00e1v\u00e1n\u00ed nebyly d\u016fsledn\u011b \u0159e\u0161eny; sni\u017eov\u00e1n\u00ed vyu\u010dovac\u00edch hodin souvisej\u00edc\u00ed s person\u00e1ln\u00edmi z\u00e1le\u017eitostmi zhor\u0161uje tlak na mnoho \u0161kol (zji\u0161t\u011bn\u00ed nap\u0159\u00ed\u010d zpr\u00e1vami z jednotliv\u00fdch zem\u00ed).\u00a0<\/span><\/p>\n<p><span dir=\"auto\">Krom\u011b toho hraj\u00ed roli socioekonomick\u00e9 faktory: chudoba, nestabiln\u00ed rodinn\u00e9 situace, probl\u00e9my s du\u0161evn\u00edm zdrav\u00edm a absence ve \u0161kole koreluj\u00ed s m\u00edrou p\u0159ed\u010dasn\u00e9ho ukon\u010den\u00ed \u0161koln\u00ed doch\u00e1zky. Nap\u0159\u00edklad \u0160lesvicko-Hol\u0161t\u00fdnsko ned\u00e1vno zaznamenalo n\u00e1r\u016fst \u201emasivn\u00edho z\u00e1\u0161kol\u00e1ctv\u00ed\u201c (40 a v\u00edce dn\u00ed absence) \u2013 varovn\u00fd sign\u00e1l pro v\u0161echny n\u011bmeck\u00e9 spolkov\u00e9 zem\u011b.<\/span><\/p>\n<h3 id=\"h-verheerende-folgen\" class=\"wp-block-heading\"><span dir=\"auto\">Zni\u010duj\u00edc\u00ed n\u00e1sledky<\/span><\/h3>\n<p><span dir=\"auto\">D\u016fsledky rostouc\u00ed m\u00edry p\u0159ed\u010dasn\u00e9ho ukon\u010den\u00ed \u0161koln\u00ed doch\u00e1zky jsou zni\u010duj\u00edc\u00ed: m\u00e9n\u011b kvalifikovan\u00fdch pracovn\u00edk\u016f, vy\u0161\u0161\u00ed soci\u00e1ln\u00ed n\u00e1klady a v\u011bt\u0161\u00ed z\u00e1vislost. Kl\u00ed\u010dem ke vzd\u011bl\u00e1v\u00e1n\u00ed a odborn\u00e9 p\u0159\u00edprav\u011b je maturitn\u00ed vysv\u011bd\u010den\u00ed.\u00a0<\/span><\/p>\n<p><span dir=\"auto\">Bez takov\u00e9ho syst\u00e9mu se zvy\u0161uje riziko dlouhodob\u00e9 nezam\u011bstnanosti, nejist\u00fdch pracovn\u00edch m\u00edst a p\u0159etrv\u00e1vaj\u00edc\u00ed z\u00e1vislosti na soci\u00e1ln\u00edch d\u00e1vk\u00e1ch \u2013 n\u00e1klady, kter\u00e9 spole\u010dnost a ekonomika nesou po cel\u00e1 l\u00e9ta. Kritici to v\u00fdsti\u017en\u011b popisuj\u00ed jako \u201edom\u00e1c\u00ed nedostatek kvalifikovan\u00fdch pracovn\u00edk\u016f\u201c.\u00a0<\/span><\/p>\n<h3 id=\"h-internationale-perspektive-und-historischer-vergleich\" class=\"wp-block-heading\"><span dir=\"auto\">Mezin\u00e1rodn\u00ed perspektiva a historick\u00e9 srovn\u00e1n\u00ed<\/span><\/h3>\n<p><span dir=\"auto\">N\u011bmecko m\u011blo podobn\u00e1 neut\u011b\u0161en\u00e1 \u010d\u00edsla u\u017e d\u0159\u00edve. Konkr\u00e9tn\u011b asi p\u0159ed 20 lety.<\/span><\/p>\n<p><span dir=\"auto\">Kolem roku 2006 se diskutovalo o vrcholu, kdy p\u0159ibli\u017en\u011b 8 % \u017e\u00e1k\u016f opustilo \u0161kolu bez kvalifikace. Skute\u010dnost, \u017ee se tomuto \u010d\u00edslu op\u011bt bl\u00ed\u017e\u00edme i v roce 2023\/24, ukazuje, \u017ee alarmuj\u00edc\u00ed v\u00fdsledky PISA se neprojevily dostate\u010dn\u00fdmi kroky. Nezlep\u0161ujeme se, ale zhor\u0161ujeme se. Stra\u0161n\u011b \u0161patn\u011b.<\/span><\/p>\n<h3 id=\"h-ein-10-punkte-plan-gegen-das-verbloden-narrativ\" class=\"wp-block-heading\"><span dir=\"auto\">Desetibodov\u00fd pl\u00e1n proti zjednodu\u010duj\u00edc\u00edmu narativu<\/span><\/h3>\n<ol>\n<li><span dir=\"auto\">Povinn\u00e9 kontroly jazykov\u00fdch znalost\u00ed od mate\u0159sk\u00e9 \u0161koly a tak\u00e9 povinn\u00e1 intenzivn\u00ed jazykov\u00e1 podpora p\u0159ed n\u00e1stupem do \u0161koly.\u00a0<\/span><\/li>\n<li><span dir=\"auto\">Up\u0159ednost\u0148ovat \u010dten\u00ed, psan\u00ed a aritmetiku: V\u00edce v\u00fduky z\u00e1kladn\u00edch dovednost\u00ed, didaktika zalo\u017een\u00e1 na d\u016fkazech a sledov\u00e1n\u00ed pokroku ve u\u010den\u00ed s d\u016fsledky.\u00a0<\/span><\/li>\n<li><span dir=\"auto\">Sn\u00ed\u017een\u00ed po\u010dtu ru\u0161en\u00fdch hodin: Iniciativa zam\u011b\u0159en\u00e1 na person\u00e1ln\u00ed obsazen\u00ed nedostatkov\u00fdch p\u0159edm\u011bt\u016f, studenti m\u011bn\u00edc\u00ed kari\u00e9ru\/uchaze\u010di nov\u011b p\u0159\u00edchoz\u00ed s kvalifikac\u00ed, lep\u0161\u00ed koncepty suplov\u00e1n\u00ed u\u010ditel\u016f.\u00a0<\/span><\/li>\n<li><span dir=\"auto\">V\u010dasn\u00e1 detekce rizik p\u0159ed\u010dasn\u00e9ho ukon\u010den\u00ed \u0161koln\u00ed doch\u00e1zky prost\u0159ednictv\u00edm dat (nep\u0159\u00edtomnosti, pokles v\u00fdkonu, psychosoci\u00e1ln\u00ed ukazatele) a \u0159\u00edzen\u00ed p\u0159\u00edpad\u016f pro ka\u017ed\u00e9ho rizikov\u00e9ho studenta.\u00a0<\/span><\/li>\n<li><span dir=\"auto\">Intenzivn\u00ed kurzy a p\u0159eklenovac\u00ed kurzy pro opo\u017ed\u011bn\u00e9 studenty \u2013 jasn\u00e9 studijn\u00ed c\u00edle, jasn\u00fd p\u0159echod do b\u011b\u017en\u00e9 v\u00fduky.\u00a0<\/span><\/li>\n<li><span dir=\"auto\">Povinn\u00e9 studijn\u00ed pr\u00e1zdniny\/studijn\u00ed t\u00e1bory pro studenty s v\u00fdrazn\u00fdmi nedostatky ve u\u010den\u00ed \u2013 s pob\u00eddkami (nap\u0159. cestovn\u00e9 a stravn\u00e9, certifik\u00e1ty).\u00a0<\/span><\/li>\n<li><span dir=\"auto\">Siln\u00e9 kari\u00e9rn\u00ed poradenstv\u00ed od 7. ro\u010dn\u00edku, v\u00edce praktick\u00fdch f\u00e1z\u00ed, spolupr\u00e1ce s firmami; ka\u017ed\u00fd absolvent \u0161koly odch\u00e1z\u00ed s pl\u00e1nem navazuj\u00edc\u00edch aktivit.\u00a0<\/span><\/li>\n<li><span dir=\"auto\">Region\u00e1ln\u00ed pracovn\u00ed skupiny pro \u0161koln\u00ed absenci (slu\u017eby pro ml\u00e1de\u017e, \u0161koly, soci\u00e1ln\u00ed pr\u00e1ce, zdravotnictv\u00ed, policie) \u2013 rychl\u00fd z\u00e1sah m\u00edsto odvracen\u00ed zraku.\u00a0<\/span><\/li>\n<li><span dir=\"auto\">Povinnost transparentnosti pro st\u00e1ty\/obce: Zve\u0159ej\u0148uj\u00ed se \u010dtvrtletn\u00ed \u00fadaje o selh\u00e1n\u00edch, m\u00ed\u0159e financov\u00e1n\u00ed a odlivech.\u00a0<\/span><\/li>\n<li><span dir=\"auto\">Vrcholn\u00e1 sch\u016fzka feder\u00e1ln\u00edho a st\u00e1tn\u00edho sektoru o vzd\u011bl\u00e1v\u00e1n\u00ed s dohodami, rozpo\u010dtem a term\u00ednem: ne symbolick\u00e1 \u0159e\u010d, ale z\u00e1vazn\u00e9 c\u00edle (nap\u0159. zp\u011bt na \u2264 5 % do roku 2028).\u00a0<\/span><\/li>\n<\/ol>\n<h3 id=\"h-immer-dummer-ist-kein-schicksal-es-ist-eine-folge-von-entscheidungen\" class=\"wp-block-heading\"><span dir=\"auto\">\u201eB\u00fdt \u010d\u00edm d\u00e1l hloup\u011bj\u0161\u00ed\u201c nen\u00ed osud \u2013 je to d\u016fsledek rozhodnut\u00ed.<\/span><\/h3>\n<p><span dir=\"auto\">Data hovo\u0159\u00ed sama za sebe: V\u00edce mlad\u00fdch lid\u00ed bez kvalifikace nen\u00ed v\u00fdsledkem individu\u00e1ln\u00ed lenosti, ale p\u0159et\u00ed\u017een\u00e9ho syst\u00e9mu, kter\u00fd nedok\u00e1\u017ee zaru\u010dit z\u00e1kladn\u00ed vzd\u011bl\u00e1n\u00ed, integraci a spolehlivost v\u0161ude. A p\u0159edev\u0161\u00edm je to tak\u00e9 zp\u016fsobeno p\u0159et\u00ed\u017een\u00fdmi \u0161kolami s p\u0159ev\u00e1\u017en\u011b migrantn\u00edmi studenty.<\/span><span dir=\"auto\">Ka\u017ed\u00fd, kdo chce vyvr\u00e1tit narativ o \u201ezjednodu\u0161ov\u00e1n\u00ed\u201c, mus\u00ed okam\u017eit\u011b investovat do v\u010dasn\u00e9 podpory, kl\u00ed\u010dov\u00fdch kompetenc\u00ed, prezen\u010dn\u00ed v\u00fduky a z\u00e1vazn\u00fdch p\u0159echod\u016f \u2013 s n\u00e1ro\u010dn\u00fdmi c\u00edli a skute\u010dnou odpov\u011bdnost\u00ed.\u00a0<\/span><\/p>\n<div id=\"repor-c405784687bb2df0ff232da2b941f865\" class=\"repor-c405784687bb2df0ff232da2b941f865 repor-inarticle3\">\n<div id=\"repor-381607179\" class=\"repor-inarticle3 repor-target\" data-repor-trackid=\"9824\" data-repor-trackbid=\"1\">\n<div data-type=\"_mgwidget\" data-widget-id=\"1337402\" data-src-id=\"${PUBLISHER_ID}\" data-uid=\"0d5d9\">\n<div id=\"mgw1337402_0d5d9\">\n<div class=\"mgbox\"><\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<p><span dir=\"auto\">Ale nedokon\u010den\u00ed \u0161koln\u00ed doch\u00e1zky nen\u00ed jedin\u00fdm probl\u00e9mem N\u011bmecka.<\/span><\/p>\n<h3 id=\"h-3-millionen-ohne-berufsabschluss-ein-armutszeugnis-fur-das-bildungssystem\" class=\"wp-block-heading\"><span dir=\"auto\">3 miliony lid\u00ed bez odborn\u00e9 kvalifikace \u2013 drtiv\u00e1 ob\u017ealoba vzd\u011bl\u00e1vac\u00edho syst\u00e9mu<\/span><\/h3>\n<p><span dir=\"auto\">Podle nejnov\u011bj\u0161\u00edch \u00fadaj\u016f Spolkov\u00e9ho statistick\u00e9ho \u00fa\u0159adu a Spolkov\u00e9ho \u00fa\u0159adu pr\u00e1ce nem\u00e1 v N\u011bmecku p\u0159ibli\u017en\u011b 2,9 a\u017e 3 miliony mlad\u00fdch dosp\u011bl\u00fdch ve v\u011bku 20 a\u017e 34 let ukon\u010den\u00e9 odborn\u00e9 vzd\u011bl\u00e1n\u00ed. To je nejvy\u0161\u0161\u00ed \u010d\u00edslo od za\u010d\u00e1tku prov\u00e1d\u011bn\u00ed pr\u016fzkum\u016f!<\/span><\/p>\n<p><span dir=\"auto\">Pro srovn\u00e1n\u00ed: V roce 2019 se toto \u010d\u00edslo pohybovalo kolem 2,16 milionu \u2013 co\u017e znamen\u00e1, \u017ee se za pouh\u00fdch p\u00e1r let zv\u00fd\u0161ilo o t\u00e9m\u011b\u0159 800 000 lid\u00ed. A to v zemi, kter\u00e1 si ji\u017e l\u00e9ta st\u011b\u017euje na akutn\u00ed nedostatek kvalifikovan\u00fdch pracovn\u00edk\u016f!<\/span><\/p>\n<p><span dir=\"auto\">Z\u00e1rove\u0148 je v cel\u00e9 zemi nal\u00e9hav\u011b pot\u0159eba p\u0159es 530 000 kvalifikovan\u00fdch pracovn\u00edk\u016f. Kvalifikovan\u00ed pracovn\u00edci chyb\u00ed zejm\u00e9na v \u0159emeslech, o\u0161et\u0159ovatelstv\u00ed, stavebnictv\u00ed, logistice a technick\u00fdch profes\u00edch.<\/span><\/p>\n<p><span dir=\"auto\">Existuje mnoho d\u016fvod\u016f, pro\u010d syst\u00e9m selh\u00e1v\u00e1.<\/span><\/p>\n<h3 id=\"h-abgebrochene-ausbildungen-und-fehlende-orientierung-nbsp\" class=\"wp-block-heading\"><span dir=\"auto\">Ne\u00fapln\u00e9 u\u010d\u0148ovsk\u00e9 p\u0159\u00edpravy a nedostatek sm\u011bru\u00a0<\/span><\/h3>\n<p><span dir=\"auto\">Mnoho mlad\u00fdch lid\u00ed za\u010dne s u\u010d\u0148ovskou prac\u00ed \u2013 ale brzy ji ukon\u010d\u00ed.
