Ham\u00e1\u010dka a tak\u00e9 tehdej\u0161\u00edho jeho pobo\u010dn\u00edka M. Ha\u0161ka, ke zpracov\u00e1n\u00ed n\u00e1vrhu z\u00e1kona o financov\u00e1n\u00ed komun\u00e1ln\u00ed bytov\u00e9 v\u00fdstavby.<\/strong><\/p>\n<p style=\"font-weight: 400;\">Po dlouh\u00e1 l\u00e9ta jsem sledoval v\u00fdvoj komun\u00e1ln\u00ed bytov\u00e9 v\u00fdstavby v z\u00e1padn\u00ed Evrop\u011b a nejr\u016fzn\u011bj\u0161\u00ed tamn\u00ed legislativn\u00ed syst\u00e9my, kter\u00e9 vedly k v\u00fdstavb\u011b levn\u00fdch komun\u00e1ln\u00edch byt\u016f. A m\u011bl jsem po l\u00e9ta v hlav\u011b ulo\u017een\u00fd syst\u00e9m v\u00fdstavby podobn\u00fd tomu, kter\u00fd je uplat\u0148ov\u00e1n v Anglii (ve Skotsku maj\u00ed syst\u00e9m jin\u00fd) a v Rakousku. Podstata tohoto syst\u00e9mu aplikovan\u00e9ho do \u010desk\u00fdch podm\u00ednek spo\u010d\u00edv\u00e1 v tom, \u017ee si obce ustav\u00ed neziskovou spole\u010dnost, nap\u0159\u00edklad dru\u017estvo (ale nemus\u00ed to b\u00fdt jenom dru\u017estvo, m\u016f\u017ee to b\u00fdt i nap\u0159. s.r.o. anebo akciov\u00e1 spole\u010dnost), kter\u00e1 uskute\u010dn\u00ed v\u00fdstavbu bytov\u00e9ho domu.<\/p>\n<p style=\"font-weight: 400;\">V \u010dem je vlastn\u011b v\u00fdhoda neziskov\u00e9 spole\u010dnosti? Spo\u010d\u00edv\u00e1 v tom, \u017ee pokud by v n\u011bkter\u00fdch letech vytv\u00e1\u0159ela spole\u010dnost zisk,<\/p>\n<p style=\"font-weight: 400;\">z\u016fst\u00e1val by ve prosp\u011bch spole\u010dnosti. A \u0161el by tedy do obnovy, respektive do rekonstrukce bytov\u00e9ho fondu. Tedy, t\u00edm prvn\u00edm bodem je vytvo\u0159it legislativu pro z\u0159izov\u00e1n\u00ed neziskov\u00fdch spole\u010dnost\u00ed.<\/p>\n<p style=\"font-weight: 400;\">Druh\u00fdm bodem je, aby obce, kter\u00e9 budou z\u0159izovatelem t\u011bchto neziskov\u00fdch spole\u010dnosti daly t\u011bmto\u00a0 spole\u010dnostem k dispozici\u00a0 pozemky, je\u017e jsou ur\u010deny v \u00fazemn\u00edm pl\u00e1nu obce pro v\u00fdstavbu byt\u016f. To by v\u00fdrazn\u00fdm zp\u016fsobem zlevnilo v\u00fdstavbu byt\u016f.<\/p>\n<p style=\"font-weight: 400;\">No a pak jde o to, \u017ee by si neziskov\u00e9 spole\u010dnosti vzaly\u00a0 od komer\u010dn\u00edch bank \u00fav\u011bry na v\u00fdstavbu bytov\u00fdch dom\u016f. Samoz\u0159ejm\u011b, ministerstvo pro m\u00edstn\u00ed rozvoj nebo St\u00e1tn\u00ed fond pro rozvoj bydlen\u00ed by daly k dispozici unifikovan\u00e9 projekty ( zpracovaly by 8, 10 \u010di 12 unifikovan\u00fdch projekt\u016f, kter\u00e9 by mohly neziskov\u00e9 spole\u010dnosti k v\u00fdstavb\u011b bytov\u00fdch dom\u016f pou\u017e\u00edt tak, aby se co nejv\u00edce sn\u00ed\u017eili po\u0159izovac\u00ed n\u00e1klady pro v\u00fdstavbu bytov\u00fdch dom\u016f. Obce tedy by m\u011bly na starosti ustavit spole\u010dnosti, ty by si p\u016fj\u010dily pen\u00edze od bank na v\u00fdstavbu.\u00a0 Anuita t\u011bchto projekt\u016f, anuita spl\u00e1tek z takto po\u0159\u00edzen\u00e9 v\u00fdstavby bytov\u00fdch dom\u016f by byla prov\u00e1d\u011bna z p\u0159ijat\u00e9ho n\u00e1jemn\u00e9ho. To by obce nutilo mj. k tomu, aby &#8222;dodaly&#8220;\u00a0 sv\u00fdm neziskov\u00fdm spole\u010dnostem, kter\u00e9 by stav\u011bly a provozovaly bytov\u00e9 domy s n\u00e1jemn\u00edky, plat\u00edc\u00ed n\u00e1jemn\u00edky. To neznamen\u00e1 samoz\u0159ejm\u011b n\u00e1jemn\u00edky z vy\u0161\u0161\u00ed st\u0159edn\u00ed t\u0159\u00eddy, ale naopak\u00a0 z t\u011bch ni\u017e\u0161\u00edch p\u0159\u00edjmov\u00fdch skupin. M\u00e1m na mysli policisty, u\u010ditele, ale samoz\u0159ejm\u011b tak\u00e9 t\u0159eba zdravotn\u00ed sestry, obvodn\u00ed l\u00e9ka\u0159e \u010di zuba\u0159e a dal\u0161\u00ed profese, na kter\u00fdch m\u00e1 obec z\u00e1jem.<\/p>\n<p><img decoding=\"async\" loading=\"lazy\" class=\"wp-image-85920 aligncenter\" src=\"http:\/\/www.infokuryr.cz\/n\/wp-content\/uploads\/2025\/08\/pozvaniV-300x140.jpg\" alt=\"\" width=\"540\" height=\"252\" srcset=\"https:\/\/www.infokuryr.cz\/n\/wp-content\/uploads\/2025\/08\/pozvaniV-300x140.jpg 300w, https:\/\/www.infokuryr.cz\/n\/wp-content\/uploads\/2025\/08\/pozvaniV-768x360.jpg 768w, https:\/\/www.infokuryr.cz\/n\/wp-content\/uploads\/2025\/08\/pozvaniV.jpg 925w\" sizes=\"(max-width: 540px) 100vw, 540px\" \/><\/p>\n<p style=\"font-weight: 400;\">Banky by m\u011bly poskytovat \u00fav\u011bry, kter\u00e9 by byly s dobou splatnosti\u00a0 20 a\u017e 25 let tak, jako jsem to vid\u011bl nap\u0159\u00edklad ve v\u00fd\u0161e zm\u00edn\u011bn\u00e9 Anglii a po tuto dobu by\u00a0 doch\u00e1zelo k anuitn\u00edm spl\u00e1tk\u00e1m\u00a0 t\u011bchto bytov\u00fdch dom\u016f Samoz\u0159ejm\u011b, \u017ee\u00a0 bytov\u00e1 neziskov\u00e1 spole\u010dnost by nakl\u00e1dala s t\u011bmito byty i po zaplacen\u00ed \u00fav\u011br\u016f na po\u0159\u00edzen\u00ed byt\u016f.\u00a0 Tedy po t\u011bch 20 \u010di 25 letech. Up\u0159\u00edmn\u011b, ono by to pak vy\u017eadovalo dal\u0161\u00ed, nov\u00e9 i kdy\u017e podstatn\u011b men\u0161\u00ed \u00fav\u011bry na rekonstrukce t\u011bchto bytov\u00fdch dom\u016f, Je toti\u017e z\u0159ejm\u00e9, \u017ee i kdyby se jednalo o neziskov\u00e9\u00a0 bytov\u00fdch spole\u010dnosti, kter\u00e9 by\u00a0 velmi dob\u0159e spravovaly bytov\u00fd fond,\u00a0 je ot\u00e1zka,\u00a0 zda by\u00a0\u00a0si vytv\u00e1\u0159ely pr\u016fb\u011b\u017en\u011b z p\u0159ijat\u00e9ho n\u00e1jemn\u00e9ho po zaplacen\u00ed \u00farok\u016f a spl\u00e1tek \u00fav\u011br\u016f\u00a0 bank\u00e1m dostatek pen\u011bz k pln\u00e9\u00a0 reprodukci bytov\u00e9ho fondu. Takov\u00fdmto zp\u016fsobem se stav\u00ed a spravuj\u00ed komun\u00e1ln\u00ed byty v Anglii. podobn\u00fdm zp\u016fsobem se stav\u00ed\u00a0 ve m\u011bst\u011b V\u00eddni. Tam je cca 220 000 byt\u016f, kter\u00e9 pat\u0159\u00ed m\u011bstu V\u00edde\u0148. A samoz\u0159ejm\u011b tyto domy jsou pln\u00e9 spokojen\u00fdch n\u00e1jemn\u00edk\u016f. Ti \u017eij\u00ed v t\u011bchto domech za rozumn\u00e9 n\u00e1jemn\u00e9 a ka\u017ed\u00fd rok se n\u011bjak\u00fdch 6 a\u017e 7 000 byt\u016f v t\u011bchto domech uvoln\u00ed. Jde o to, \u017ee se lid\u00e9\u00a0 st\u011bhuj\u00ed za prac\u00ed jinam anebo tak\u00e9 o to, \u017ee \u0159ada lid\u00ed jde do sv\u00e9ho, pokud se zm\u011bn\u00ed jejich p\u0159\u00edjmov\u00e1 situace.\u00a0 Poskytnut\u00ed obecn\u00edho bytu je samoz\u0159ejm\u011b podm\u00edn\u011bno i ve V\u00eddni ur\u010dit\u00fdmi finan\u010dn\u00edmi krit\u00e9rii.\u00a0 Pokud je n\u00e1jemn\u00edk p\u0159ekro\u010d\u00ed, tak jednak plat\u00ed vy\u0161\u0161\u00ed, tr\u017en\u00ed n\u00e1jem. A pak u\u017e se mu vyplat\u00ed, aby si t\u0159eba\u00a0 po\u0159\u00eddil\u00a0 z hypot\u00e9ky nov\u00fd byt nebo d\u016fm, do kter\u00e9ho se p\u0159est\u011bhuje z\u00a0 m\u011bstsk\u00e9ho bytu.\u00a0 Takto rozumn\u011b prob\u00edh\u00e1 \u0159e\u0161en\u00ed bytov\u00e9 problematiky, bytov\u00e9 situace lid\u00ed ve V\u00eddni. Tam\u00a0 \u017e\u00e1dn\u00fd bytov\u00fd probl\u00e9m vlastn\u011b ani neexistuje.<\/p>\n<p style=\"font-weight: 400;\">Chci se vyj\u00e1d\u0159it tak\u00e9 k tomu, jak to s t\u00edm n\u00e1vrhem z\u00e1kona, kter\u00fd jsem inicioval, aby jej experti \u010cSSD (dr. P\u0159ikryl s \u0159adou expert\u016f) zpracovali do n\u00e1vrhu z\u00e1kona, vlastn\u011b prob\u00edhalo. N\u00e1vrh z\u00e1kona pro\u0161el ve sn\u011bmovn\u011b p\u0159ed 4 lety ve druh\u00e9m \u010dten\u00ed. Bohu\u017eel, Jan Ham\u00e1\u010dek\u00a0 nepo\u017e\u00e1dal Andreje Babi\u0161e, tehdej\u0161\u00edho p\u0159edsedu vl\u00e1dy o\u00a0 podpo\u0159e tohoto n\u00e1vrh z\u00e1kona ve t\u0159et\u00edm \u010dten\u00ed. Kdyby\u00a0 ho podpo\u0159il ve t\u0159et\u00edm \u010dten\u00ed ve sn\u011bmovn\u011b, p\u0159ed koncem volebn\u00edho obdob\u00ed, byl by z\u00e1kon k dispozici. Sen\u00e1t by velmi pravd\u011bpodobn\u011b tento z\u00e1kon nevetoval a stejn\u011b tak by\u00a0 postupoval i prezident. Tak\u017ee jsme tady mohli m\u00edt u\u017e \u010dty\u0159i roky z\u00e1kon, podle kter\u00e9ho by byly stav\u011bny levn\u00e9 bytov\u00e9 domy pro lidi. Tedy,\u00a0 obecn\u00ed byty, kter\u00e9 by mohly obce rozd\u011blovat lidem, je\u017e pot\u0159ebuj\u00ed pro v\u00fdkon sv\u00fdch slu\u017eeb na sv\u00e9m \u00fazem\u00ed. Lid\u00e9 by se tak dostali k rozumn\u00fdm n\u00e1jm\u016fm a samoz\u0159ejm\u011b by to sn\u00ed\u017eilo tak\u00e9 ceny byt\u016f a bydlen\u00ed na \u010desk\u00e9m trhu s byty. Sn\u00ed\u017eily by se tak\u011b ceny n\u00e1jm\u016f.\u00a0 A samoz\u0159ejm\u011b, \u017ee developersk\u00e9 spole\u010dnosti by si t\u011b\u017eko mohly dovolit stav\u011bt byty v Praze za n\u011bjak\u00fdch 150 000 K\u010d a mimo Prahu za 80 \u010di 100 000 K\u010d za metr \u010dtvere\u010dn\u00ed.<\/p>\n<p style=\"font-weight: 400;\">Tento n\u00e1vrh z\u00e1kona je k dispozici v poslaneck\u00e9 sn\u011bmovn\u011b. Je v archivu Poslaneck\u00e9 sn\u011bmovny p\u0159ipraven\u00fd v ma\u0161li\u010dk\u00e1ch. A je mo\u017en\u00e9 jej okam\u017eit\u011b na po\u010d\u00e1tku volebn\u00edho obdob\u00ed p\u0159edstavit jednak ve\u0159ejnosti tak, aby z\u00edskal ve\u0159ejnou podporu. Proto\u017ee proti tomuto n\u00e1vrhu z\u00e1kona budou \u00fato\u010dit develope\u0159i, kter\u00fd cht\u011bj\u00ed pochopiteln\u011b stav\u011bt bytov\u00e9 domy pro obce samy, ale za jin\u00e9 ceny. Za dvojn\u00e1sobn\u00e9 \u010di trojn\u00e1sobn\u00e9 ceny. Tak\u017ee tady je mo\u017enost jak rychle zah\u00e1jit v\u00fdstavbu levn\u00fdch komun\u00e1ln\u00edch byt\u016f. A to jinak ne\u017e jak to navrhuje nap\u0159. pir\u00e1tsk\u00e1 strana. Ta neud\u011blala za t\u0159i roky, kdy ovl\u00e1dala ministerstvo pro bydlen\u00ed, tedy ministerstvo pro m\u00edstn\u00ed rozvoj, pro v\u00fdstavbu byt\u016f nic. Te\u010f Pir\u00e1ti tvrd\u00ed, \u017ee ka\u017ed\u00fd rok p\u0159ivedou do st\u00e1tn\u00edho rozpo\u010dtu 20 miliard korun na v\u00fdstavbu komun\u00e1ln\u00edch byt\u016f.
