Soustava to nevydr\u017eela a padla!<\/h4>\n<p>Evropsk\u00fd kontinent za\u017eil v pond\u011bl\u00ed nejv\u011bt\u0161\u00ed v\u00fdpadek dod\u00e1vek elektrick\u00e9 energie od konce II. sv. v\u00e1lky. V pond\u011bl\u00ed kr\u00e1tce po poledni do\u0161lo k blackoutu ve \u0160pan\u011blsku, odkud se v\u00fdpadek roz\u0161\u00ed\u0159il do Portugalska a rovn\u011b\u017e do ji\u017en\u00edch oblast\u00ed Francie. V cel\u00e9m \u0160pan\u011blsku nefungovaly bankomaty, karetn\u00ed platby, nemocnice jely na agreg\u00e1ty, ale doch\u00e1zela jim nafta.<\/p>\n<p>Nejv\u011bt\u0161\u00ed celoplo\u0161n\u00fd v\u00fdpadek v historii je p\u0159itom zaml\u017een hradbou ml\u010den\u00ed a vypou\u0161t\u011bn\u00edm neuv\u011b\u0159iteln\u00fdch stanovisek od n\u00e1rodn\u00edho provozovatele \u0161pan\u011blsk\u00e9 energetick\u00e9 soustavy, kter\u00fd p\u0159i\u0161el s tvrzen\u00edm, \u017ee\u00a0<strong>k blackoutu do\u0161lo v d\u016fsledku\u00a0<em>atmosf\u00e9rick\u00e9 anom\u00e1lie<\/em>, kter\u00e1 rozkmitala dr\u00e1ty vysok\u00e9ho nap\u011bt\u00ed a v d\u016fsledku vysok\u00fdch teplot se zm\u011bnila impedance vodi\u010d\u016f, co\u017e vedlo k v\u00fdpadku.<\/strong>\u00a0Pr\u00fd zafouk\u00e1 v\u00edtr a dojde k blackoutu.<\/p>\n<p>&nbsp;<\/p>\n<div id=\"rumble_v6qigpz\">\n<div id=\"vid_v6qigpz\" class=\"rumble_v6qigpz-Rumble-cls\" tabindex=\"-1\">\n<div class=\"bigPlayUI ctp\"><div class='videoWrapper'>\r\n\t            <iframe src='https:\/\/rumble.com\/embed\/pj.v6qigpz\/' frameborder='0' allowfullscreen><\/iframe>\r\n\t        <\/div><\/p>\n<div class=\"bigPlayUIInner ctp\"><\/div>\n<\/div>\n<\/div>\n<\/div>\n<p>&nbsp;<\/p>\n<p>Vysv\u011btlen\u00ed je natolik bizarn\u00ed, \u017ee nikdo ve \u0160pan\u011blsku mu nev\u011b\u0159\u00ed, \u017ee slune\u010dn\u00ed svit a v\u00edtr by vedly k blackoutu. Na\u0161tvan\u00ed \u0160pan\u011bl\u00e9 v\u011bd\u00ed, \u017ee siln\u00e9 slune\u010dn\u00ed z\u00e1\u0159en\u00ed, horko a v\u00edtr je ve \u0160pan\u011blsku jako v p\u0159\u00edmo\u0159sk\u00e9m st\u00e1tu od jara do podzimu, ale nikdy p\u0159edt\u00edm takov\u00fd v\u00fdpadek nenastal. Skute\u010dn\u00fd d\u016fvod v\u00fdpadku se dost\u00e1v\u00e1 ven neofici\u00e1ln\u00edmi cestami na necenzurovan\u00e9m Twitteru\/X, kde zam\u011bstnanci elektr\u00e1ren pou\u0161t\u00ed ven sv\u011bdeck\u00e9 v\u00fdpov\u011bdi, k \u010demu ve skute\u010dnosti do\u0161lo.<\/p>\n<p><strong>Podle jejich sv\u011bdectv\u00ed za v\u00fdpadkem stoj\u00ed ne\u0159\u00edzen\u00fd a\u00a0prudce se zvy\u0161uj\u00edc\u00ed energetick\u00fd p\u0159\u00edkon\u00a0do \u0161pan\u011blsk\u00e9 s\u00edt\u011b kr\u00e1tce po poledni z fotovoltaick\u00fdch elektr\u00e1ren soukrom\u00fdch provozovatel\u016f<\/strong>, kdy Slunce m\u00e1 nejv\u011bt\u0161\u00ed intenzitu a \u0161pan\u011blsk\u00e9 fotovoltaick\u00e9 elektr\u00e1rny dod\u00e1valy do \u0161pan\u011blsk\u00e9 s\u00edt\u011b n\u00e1razov\u011b skoro 20 GW okam\u017eit\u00e9ho p\u0159\u00edkonu.<\/p>\n<h3>P\u0159ebyte\u010dn\u00fd p\u0159\u00edkon ze sol\u00e1r\u016f shodil celou \u0161pan\u011blskou energetickou soustavu, ale nikdo to nechce p\u0159iznat<\/h3>\n<p>Tento p\u0159ebyte\u010dn\u00fd p\u0159\u00edkon nebylo kde sp\u00e1lit a spot\u0159ebovat, tak\u017ee kontroln\u00ed syst\u00e9my p\u0159enosov\u00e9 s\u00edt\u011b za\u010daly odpojovat elektr\u00e1rny s jin\u00fdmi zdroji. To v\u0161ak vedlo k poklesu nap\u011bt\u00ed v n\u011bkter\u00fdch \u0161pan\u011blsk\u00fdch regionech, co\u017e zp\u016fsobilo v\u00fdpadek, kter\u00fd se potom kask\u00e1dov\u011b p\u0159enesl do dal\u0161\u00edch oblast\u00ed \u0160pan\u011blska a i mimo zemi. V\u0161echny evropsk\u00e9 fotovoltaiky jsou toti\u017e vybudov\u00e1ny na z\u00e1klad\u011b dota\u010dn\u00edch titul\u016f a r\u00e1mc\u016f. A sou\u010d\u00e1st\u00ed podm\u00ednek je tzv. udr\u017eitelnost, kdy nelze tyto elektr\u00e1rny odpojit bez souhlasu majitele a bez poru\u0161en\u00ed eurodota\u010dn\u00edch smluv. Smlouvy to toti\u017e neumo\u017e\u0148uj\u00ed. Centr\u00e1ln\u00ed regul\u00e1tor tak nem\u016f\u017ee n\u011bkter\u00e9 vybran\u00e9 sol\u00e1ry diskrimina\u010dn\u011b vypnout, proto\u017ee by z toho byly \u017ealoby, \u017ee n\u011bkomu byla FVE vypnuta a jin\u00e9mu nebyla. Tak\u017ee nam\u00edsto toho p\u0159i\u0161el n\u00e1rodn\u00ed distributor s neuv\u011b\u0159iteln\u00fdm tiskov\u00fdm prohl\u00e1\u0161en\u00edm\u00a0<strong>[<a href=\"https:\/\/href.li\/?https:\/\/watchers.news\/2025\/04\/28\/major-power-outage-hits-spain-portugal-and-southern-france\/\" target=\"_blank\" rel=\"nofollow noopener\">1<\/a>]<\/strong>, viz n\u00ed\u017ee.<\/p>\n<h3>Stanovisko provozovatele n\u00e1rodn\u00ed s\u00edt\u011b<\/h3>\n<p>V pond\u011bl\u00ed 28. dubna do\u0161lo v Evrop\u011b k rozs\u00e1hl\u00e9mu v\u00fdpadku elekt\u0159iny, kter\u00fd postihl \u0160pan\u011blsko, Portugalsko a n\u011bkter\u00e9 \u010d\u00e1sti ji\u017en\u00ed Francie. V\u00fdpadek za\u010dal kolem poledne a vedl k rozs\u00e1hl\u00fdm poruch\u00e1m ve velk\u00fdch m\u011bstsk\u00fdch centrech, v\u010detn\u011b Madridu, Lisabonu a Barcelony. Provozovatel n\u00e1rodn\u00ed s\u00edt\u011b Red El\u00e9ctrica ve \u0160pan\u011blsku ozn\u00e1mil n\u00e1hl\u00fd pokles popt\u00e1vky po elekt\u0159in\u011b o v\u00edce ne\u017e 10 gigawatt\u016f, co\u017e p\u0159edstavuje v\u00edce ne\u017e t\u0159etinu celkov\u00e9 popt\u00e1vky v zemi. V d\u016fsledku toho byla v Madridu zastavena doprava metra, nefungovaly semafory a leti\u0161t\u011b m\u011bla provozn\u00ed pot\u00ed\u017ee.<\/p>\n<p>Portugalsk\u00fd provozovatel n\u00e1rodn\u00ed s\u00edt\u011b REN potvrdil, \u017ee byl zasa\u017een cel\u00fd Pyrenejsk\u00fd poloostrov.\u00a0<strong>Portugalsk\u00e9 \u00fa\u0159ady nazna\u010dily, \u017ee porucha pravd\u011bpodobn\u011b vznikla mimo zemi a mohla souviset s probl\u00e9my ve \u0161pan\u011blsk\u00e9 distribu\u010dn\u00ed s\u00edti<\/strong>. V ji\u017en\u00ed Francii do\u0161lo v regionech soused\u00edc\u00edch se \u0160pan\u011blskem ke kr\u00e1tkodob\u00fdm, ale v\u00fdznamn\u00fdm v\u00fdpadk\u016fm proudu. Francouzsk\u00fd provozovatel s\u00edt\u011b RTE hl\u00e1sil poruchy zp\u016fsoben\u00e9 propojen\u00edm evropsk\u00e9 energetick\u00e9 s\u00edt\u011b, kdy poruchy v jednom regionu mohou m\u00edt kask\u00e1dov\u00e9 \u00fa\u010dinky na sousedn\u00ed syst\u00e9my.<\/p>\n<p>P\u0159esn\u00e1 p\u0159\u00ed\u010dina v\u00fdpadku se nad\u00e1le vy\u0161et\u0159uje. P\u0159edb\u011b\u017en\u00e9 zpr\u00e1vy nazna\u010duj\u00ed poruchu v propojen\u00e9 evropsk\u00e9 elektrick\u00e9 s\u00edti, kterou pravd\u011bpodobn\u011b zhor\u0161ila vysok\u00e1 popt\u00e1vka po elekt\u0159in\u011b a probl\u00e9my s vyrovn\u00e1v\u00e1n\u00edm obnoviteln\u00fdch zdroj\u016f energie. Byly aktivov\u00e1ny nouzov\u00e9 protokoly pro obnoven\u00ed dod\u00e1vek elekt\u0159iny a zachov\u00e1n\u00ed z\u00e1kladn\u00edch slu\u017eeb. Podle posledn\u00edch aktualizac\u00ed prob\u00edhalo obnovovac\u00ed \u00fasil\u00ed.<\/p>\n<p>V n\u00e1sledn\u00e9m prohl\u00e1\u0161en\u00ed vydan\u00e9m pozd\u011b ve\u010der 28. dubna spole\u010dnost REN nazna\u010dila, \u017ee v\u00fdpadek na Pyrenejsk\u00e9m poloostrov\u011b zp\u016fsobil \u201cvz\u00e1cn\u00fd atmosf\u00e9rick\u00fd jev\u201d, a poskytla dal\u0161\u00ed technick\u00e1 vysv\u011btlen\u00ed ohledn\u011b jeho mo\u017en\u00fdch dopad\u016f na s\u00ed\u0165. Podle spole\u010dnosti REN zp\u016fsobily rychl\u00e9 a lok\u00e1ln\u00ed teplotn\u00ed v\u00fdkyvy ve vnitrozem\u00ed \u0160pan\u011blska mechanickou nestabilitu n\u011bkolika kritick\u00fdch veden\u00ed 400 kV, kter\u00e1 zp\u016fsobila vz\u00e1cnou formu vibrac\u00ed vodi\u010d\u016f. Tyto vibrace, identifikovan\u00e9 jako varianta eolick\u00fdch vibrac\u00ed zes\u00edlen\u00fdch teplotn\u00edmi gradienty, vedly k p\u0159echodn\u00fdm zm\u011bn\u00e1m elektrick\u00e9 impedance pod\u00e9l n\u011bkolika p\u0159enosov\u00fdch koridor\u016f.<\/p>\n<p>Jak se poruchy \u0161\u00ed\u0159ily, spustily automatickou desynchronizaci od \u0161ir\u0161\u00ed evropsk\u00e9 elektrick\u00e9 s\u00edt\u011b, kterou spravuje Evropsk\u00e1 s\u00ed\u0165 provozovatel\u016f p\u0159enosov\u00fdch soustav elekt\u0159iny (ENTSO-E), ve snaze zabr\u00e1nit \u0161ir\u0161\u00edmu kolapsu s\u00edt\u011b. ENTSO-E je sdru\u017een\u00ed 39 provozovatel\u016f elektroenergetick\u00fdch p\u0159enosov\u00fdch soustav (TSO) z 35 evropsk\u00fdch zem\u00ed. Bylo zalo\u017eeno v roce 200 REN poznamenala, \u017ee tento jev, a\u010dkoli je vz\u00e1cn\u00fd, byl teoreticky modelov\u00e1n v d\u0159\u00edv\u011bj\u0161\u00edch hodnocen\u00edch rizik, ale dosud nebyl pozorov\u00e1n v takov\u00e9m m\u011b\u0159\u00edtku v re\u00e1ln\u00e9m provozu s\u00edt\u011b. Ud\u00e1lost byla intern\u011b klasifikov\u00e1na jako \u201cud\u00e1lost vyvolan\u00e1 oscilac\u00ed typu 2\u201d, co\u017e je ozna\u010den\u00ed v r\u00e1mci pohotovostn\u00edch protokol\u016f spole\u010dnosti REN pro vz\u00e1cn\u00e9, ale vysoce z\u00e1va\u017en\u00e9 poruchy s\u00edt\u011b.<\/p>\n<p>Na spole\u010dn\u00e9 tiskov\u00e9 konferenci s portugalsk\u00fdm energetick\u00fdm regul\u00e1torem ERSE p\u0159edstavitel\u00e9 spole\u010dnosti REN zd\u016fraznili, \u017ee \u201c<em>nic nenasv\u011bd\u010duje tomu, \u017ee by se jednalo o z\u00e1\u0161kodnick\u00fd z\u00e1sah, technickou poruchu nebo kybernetick\u00fd \u00fatok<\/em>\u201c, a zd\u016fraznili, \u017ee p\u0159\u00ed\u010dina byla atmosf\u00e9rick\u00e9ho a mechanick\u00e9ho charakteru. Nicm\u00e9n\u011b p\u0159ipustili, \u017ee st\u00e1le prob\u00edh\u00e1 \u00fapln\u00e1 forenzn\u00ed anal\u00fdza zahrnuj\u00edc\u00ed p\u0159eshrani\u010dn\u00ed koordinaci se \u0161pan\u011blsk\u00fdm \u00fa\u0159adem Red El\u00e9ctrica a francouzsk\u00fdm \u00fa\u0159adem RTE.<\/p>\n<p>Mezit\u00edm \u0161pan\u011blsk\u00e1 Red El\u00e9ctrica zachovala opatrn\u00fd postoj. V samostatn\u00e9 aktualizaci gener\u00e1ln\u00ed \u0159editel Eduardo Prieto uvedl, \u017ee jejich intern\u00ed p\u0159edb\u011b\u017en\u00e1 zji\u0161t\u011bn\u00ed identifikovala \u201c<em>v\u00fdznamn\u00e9 vn\u011bj\u0161\u00ed naru\u0161en\u00ed<\/em>\u201d ovliv\u0148uj\u00edc\u00ed synchronizaci s ENTSO-E, ale nepotvrdil konkr\u00e9tn\u00ed p\u0159\u00ed\u010dinu. Prieto uvedl, \u017ee ve spolupr\u00e1ci s region\u00e1ln\u00edm bezpe\u010dnostn\u00edm koordin\u00e1torem (RSC) ENTSO-E pro jihoz\u00e1padn\u00ed Evropu prob\u00edhaj\u00ed komplexn\u00ed forenzn\u00ed studie chov\u00e1n\u00ed s\u00edt\u011b 28. dubna. Mluv\u010d\u00ed ENTSO-E potvrdil, \u017ee organizace zah\u00e1jila nal\u00e9hav\u00fd postup vy\u0161et\u0159ov\u00e1n\u00ed ud\u00e1lost\u00ed (EIP), co\u017e je standardn\u00ed protokol pro v\u00fdznamn\u00e9 poruchy s\u00edt\u011b.<\/p>\n<p>Mluv\u010d\u00ed dodal, \u017ee kone\u010dn\u00e9 z\u00e1v\u011bry budou vy\u017eadovat podrobnou anal\u00fdzu p\u0159eshrani\u010dn\u00edch dat, v\u010detn\u011b z\u00e1znam\u016f SCADA, dat z f\u00e1zov\u00fdch m\u011b\u0159ic\u00edch jednotek (PMU) a z\u00e1znam\u016f o sledov\u00e1n\u00ed frekvence s vysok\u00fdm rozli\u0161en\u00edm. Nez\u00e1visl\u00ed odborn\u00edci na rozvodn\u00e9 s\u00edt\u011b, kter\u00e9 oslovil \u0161pan\u011blsk\u00fd den\u00edk El Pa\u00eds a portugalsk\u00fd P\u00fablico, vyzvali k opatrnosti, pokud jde o terminologii pou\u017e\u00edvanou spole\u010dnost\u00ed REN. Regul\u00e1tor tak ned\u011blal v\u016fbec nic a jenom sledoval, jak ji\u017e od po\u010d\u00e1tku dubna prolamuj\u00ed sol\u00e1ry ve \u0160pan\u011blsku rekordy v dod\u00e1vk\u00e1ch energie b\u011bhem dne, kdy bylo jen ot\u00e1zkou \u010dasu, ne\u017e dojde k obrovsk\u00e9mu pr\u016fseru.\u00a0<strong>Dne 16. dubna byla \u0161pan\u011blsk\u00e1 n\u00e1rodn\u00ed energetick\u00e1 s\u00ed\u0165 poprv\u00e9 provozov\u00e1na na 100,63% jen z obnoviteln\u00fdch energi\u00ed.<\/strong><\/p>\n<p>V\u011btrn\u00e1 energie vyrobila 256 GWh, co\u017e je 45,8% z celkov\u00e9 produkce. Sol\u00e1rn\u00ed energie vyrobila 151 GWh, neboli 27%. Vodn\u00ed elektr\u00e1rny p\u0159idaly 129 GWh, co\u017e p\u0159edstavuje 23,1% celkov\u00e9 v\u00fdroby. Sol\u00e1rn\u00ed tepeln\u00e1 energie p\u0159isp\u011bla 11 GWh, neboli 2%, V 11:15 16. dubna vygenerovala v\u011btrn\u00e1 a fotovoltaick\u00e1 energie dohromady 100,63 % celkov\u00e9 popt\u00e1vky.<\/p>\n<h3>Gigantick\u00fd p\u0159\u00edkon z fotovoltaik za\u010dal ve \u0160pan\u011blsku ji\u017e po\u010d\u00e1tkem dubna a schylovalo se ke katastrof\u011b<\/h3>\n<p>A potom 21. dubna ve 13:35 vytvo\u0159ila sol\u00e1rn\u00ed energie nov\u00fd rekord, vygenerovala 20,1 GW okam\u017eit\u00e9 energie, kter\u00e1 pokryla 78,6% popt\u00e1vky a 61,5% s\u00edt\u011b jako celku. A v pond\u011bl\u00ed 28. dubna znovu sol\u00e1rn\u00ed energie pumpovala do s\u00edt\u011b skoro 20 GW okam\u017eit\u00e9ho p\u0159\u00edkonu.\u00a0<strong>V okam\u017eiku kolapsu v\u0161echny zdroje dod\u00e1valy do \u0161pan\u011blsk\u00e9 s\u00edt\u011b okam\u017eit\u00fd p\u0159\u00edkon 32 GW, z toho\u00a0jen fotovoltaika dod\u00e1vala 62,5%\u00a0ve\u0161ker\u00e9ho okam\u017eit\u00e9ho p\u0159\u00edkonu.<\/strong><\/p>\n<p>A p\u0159ed 6 dny se \u0160pan\u011blsko chlubilo\u00a0<strong>[<a href=\"https:\/\/href.li\/?https:\/\/www.pv-magazine.com\/2025\/04\/22\/spain-hits-first-weekday-of-100-renewable-power-on-national-grid\/\" target=\"_blank\" rel=\"nofollow noopener\">2<\/a>]<\/strong>, \u017ee poprv\u00e9 v historii pokrylo za 1 den 100% sv\u00fdch odb\u011br\u016f jen z obnoviteln\u00fdch zdroj\u016f. V\u00fdsledkem je, \u017ee energetick\u00fd syst\u00e9m zkolaboval v d\u016fsledku automatick\u00fdch ochran proti p\u0159ep\u011bt\u00ed v s\u00edti, kter\u00e9 odpojuj\u00ed energetick\u00e9 zdroje automaticky, ale s v\u00fdjimkou fotovoltaik, kter\u00e9 nen\u00ed dovoleno automaticky odpojovat. Vlastn\u00edc\u00ed FVE by \u0159vali, \u017ee p\u0159ich\u00e1z\u00ed o zisk, proto\u017ee n\u00e1rodn\u00ed oper\u00e1tor jim odpojuje elektr\u00e1rny v p\u016flce dne, kdy\u017e Slunce moc sv\u00edt\u00ed, tak\u017ee je t\u00edm p\u0159ipravuje o zisky.<\/p>\n<h3>Za blackoutem stoj\u00ed bruselsk\u00e1 byrokracie a ochrana vlastn\u00edk\u016f FVE, kter\u00fdm se nesm\u00ed odpojovat jejich elektr\u00e1rny ze s\u00edt\u011b<\/h3>\n<p>Jsou v tom eurodotace a z\u00e1jmy investor\u016f. A tak provozovatel n\u00e1rodn\u00ed s\u00edt\u011b p\u0159i\u0161el s bl\u00e1bolem o vysok\u00e9 teplot\u011b a v\u011btru, kter\u00fd rozkmital dr\u00e1ty vysok\u00e9ho nap\u011bt\u00ed a zv\u00fd\u0161il impedanci vodi\u010d\u016f. Do obnoviteln\u00fdch zdroj\u016f byl vlo\u017een obrovsk\u00fd kapit\u00e1l, nejen finan\u010dn\u00ed, ale hlavn\u011b politick\u00fd, tak\u017ee nikdo si nedovol\u00ed obnoviteln\u00e9 zdroje odpojovat, kdy\u017e venku moc sv\u00edt\u00ed, nebo kdy\u017e venku moc fouk\u00e1.<\/p>\n<p><strong>Proti masivn\u00edm p\u0159\u00edkon\u016fm do s\u00edt\u011b existuj\u00ed ochrann\u00e9 mechanismy pomoc\u00ed odpojov\u00e1n\u00ed zdroj\u016f, ale co je to platn\u00e9, kdy\u017e nen\u00ed v\u016fle je pou\u017e\u00edt.<\/strong>\u00a0Tak dlouho cht\u011bli dos\u00e1hnout Net Zero nulov\u00fdch emis\u00ed, a\u017e se jim to ve \u0160pan\u011blsku povedlo. Jenom trochu d\u0159\u00edve, ne\u017e pl\u00e1novali, a trochu jinak, ne\u017e \u010dekali.
