Evropsk\u00e1 komise v\u0161ak nyn\u00ed chce, aby majitel\u00e9 aut, kte\u0159\u00ed jdou p\u0159\u00edkladem udr\u017eitelnosti, platili v\u00edce: Podle nov\u00e9ho pl\u00e1nu EU budou muset ka\u017ed\u00fd rok vozit sv\u00e1 vozidla na celkovou kontrolu. Pr\u00fd kv\u016fli drastick\u00e9mu sn\u00ed\u017een\u00ed smrteln\u00fdch dopravn\u00edch nehod, to ale statistiky vyvracej\u00ed. Zp\u0159\u00edsnit se m\u00e1 tak\u00e9 monitorov\u00e1n\u00ed \u2013 zejm\u00e9na jedno opat\u0159en\u00ed by mohlo b\u00fdt interpretov\u00e1no jako n\u00e1znak budouc\u00ed \u201eklimatick\u00e9 diktatury\u201c s kv\u00f3tou CO2.<\/span><\/strong><\/p>\n<p><span>Nov\u00e1 auta ztratila pro mnoho lid\u00ed p\u0159ita\u017elivost: p\u0159\u00edli\u0161 mnoho dohledu, p\u0159\u00edli\u0161 mnoho otravn\u00fdch asistent\u016f, m\u00e9n\u011b radosti z j\u00edzdy. Vzhledem k vysok\u00fdm cen\u00e1m a vn\u00edman\u00e9mu zhor\u0161en\u00ed kvality mnoho \u0159idi\u010d\u016f lp\u00ed na sv\u00fdch star\u00fdch vozidlech. Jako pob\u00eddka ke koupi nep\u016fsob\u00ed ani fakt, \u017ee trh je zaplaven elektromobily, kter\u00e9 nejsou vhodn\u00e9 pro v\u011bt\u0161inu \u0159idi\u010d\u016f spalovac\u00edch motor\u016f.<\/span><\/p>\n<p><span>To se nel\u00edb\u00ed Evropsk\u00e9 komisi: star\u0161\u00ed auta pova\u017euje p\u0159edev\u0161\u00edm za dopravn\u00ed nebezpe\u010d\u00ed. Je v\u0161ak sporn\u00e9, do jak\u00e9 m\u00edry se nov\u011b zav\u00e1d\u011bn\u00fd legislativn\u00ed bal\u00ed\u010dek t\u00fdk\u00e1 bezpe\u010dnosti.<\/span><\/p>\n<h3 id=\"h-sicherheit-nur-vorgeschoben\" class=\"wp-block-heading\"><span>Bezpe\u010dnost jen v\u00fdmluva?<\/span><\/h3>\n<p><span>Medializace se zam\u011b\u0159uje zejm\u00e9na na povinn\u00e9 ro\u010dn\u00ed gener\u00e1ln\u00ed prohl\u00eddky u vozidel star\u0161\u00edch 10 let. Nap\u0159\u00edklad v N\u011bmecku mus\u00ed i star\u0161\u00ed vozy ka\u017ed\u00e9 dva roky na T\u00dcV \u2013 a to je zcela dosta\u010duj\u00edc\u00ed, jak\u00a0<\/span><a href=\"https:\/\/www.n-tv.de\/mediathek\/videos\/panorama\/EU-will-zehn-Jahre-alte-Autos-jaehrlich-zum-TUV-schicken-article25725694.html\" target=\"_blank\" rel=\"noreferrer noopener\"><span>v sou\u010dasnosti zd\u016fraz\u0148uje ADAC<\/span><\/a><span>\u00a0.<\/span><\/p>\n<p><span>Pokud se pod\u00edv\u00e1te na statistiky, rychle se uk\u00e1\u017ee, \u017ee technick\u00e9 z\u00e1vady tvo\u0159\u00ed pouze nepatrnou \u010d\u00e1st p\u0159\u00ed\u010din nehod se zran\u011bn\u00edm osob. Nejv\u00fdznamn\u011bj\u0161\u00edm faktorem je pochyben\u00ed \u0159idi\u010de: podle\u00a0<\/span><a href=\"https:\/\/www.destatis.de\/DE\/Themen\/Gesellschaft-Umwelt\/Verkehrsunfaelle\/_inhalt.html#238554\" target=\"_blank\" rel=\"noreferrer noopener\"><span>\u00fadaj\u016f Spolkov\u00e9ho statistick\u00e9ho \u00fa\u0159adu<\/span><\/a><span> to v roce 2023 p\u0159edstavovalo 342 367 nehod. 26 971 nehod bylo zp\u016fsobeno obecn\u00fdmi p\u0159\u00ed\u010dinami nehod, jako je stav vozovky a po\u010das\u00ed. V 11 838 p\u0159\u00edpadech bylo nespr\u00e1vn\u00e9 chov\u00e1n\u00ed chodc\u016f odpov\u011bdn\u00e9 za nehody se zran\u011bn\u00edm osob. A jen 3 655 takov\u00fdch nehod v roce 2023 bylo zp\u016fsobeno technick\u00fdmi z\u00e1vadami na vozidlech.<\/span><\/p>\n<p><strong><span>Vzhledem k tomu, \u017ee dvoulet\u00e9 kontroly aut jsou podle ADAC spolehliv\u00e9 a dosta\u010duj\u00edc\u00ed a po\u010det nehod zp\u016fsoben\u00fdch z\u00e1vadami aut je velmi n\u00edzk\u00fd, zd\u00e1 se zd\u016fvodn\u011bn\u00ed EU mnoha pozorovatel\u016fm sp\u00ed\u0161e z\u00e1minkou.<\/span><\/strong><span>\u00a0Co by mohlo b\u00fdt skute\u010dn\u00fdm c\u00edlem? Vyvinout v\u011bt\u0161\u00ed tlak na lidi, aby si kupovali nov\u00e1 vozidla \u2013 a ti, kte\u0159\u00ed si ji\u017e nemohou dovolit st\u00e1le se zvy\u0161uj\u00edc\u00ed n\u00e1klady, se kone\u010dn\u011b vzdaj\u00ed sv\u00e9 mobility zp\u016fsobem \u0161etrn\u00fdm ke klimatu?<\/span><\/p>\n<p><span>Dokonce\u00a0<\/span><a href=\"https:\/\/www.n-tv.de\/ticker\/Bundesregierung-lehnt-jaehrliche-TUV-Pflicht-fuer-aeltere-Autos-wegen-Buerokratiebelastung-ab-article25726913.html\" target=\"_blank\" rel=\"noreferrer noopener\"><span>i n\u011bmeck\u00e1 vl\u00e1da je v sou\u010dasn\u00e9 dob\u011b<\/span><\/a><span>\u00a0ostra\u017eit\u00e1 p\u0159ed masivn\u00ed dal\u0161\u00ed byrokratickou z\u00e1t\u011b\u017e\u00ed, kterou toto opat\u0159en\u00ed s sebou nese, i kdy\u017e se pl\u00e1n EU st\u00e1le prov\u011b\u0159uje v Berl\u00edn\u011b.<\/span><\/p>\n<h3 id=\"h-weitere-fragwurdige-massnahmen-geplant\" class=\"wp-block-heading\"><span>Pl\u00e1nov\u00e1na dal\u0161\u00ed sporn\u00e1 opat\u0159en\u00ed<\/span><\/h3>\n<p><span>Kdy\u017e se v\u0161ak pod\u00edv\u00e1te na v\u0161echna opat\u0159en\u00ed, kter\u00e1 Evropsk\u00e1 komise\u00a0<\/span><a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/ip_25_1083\" target=\"_blank\" rel=\"noreferrer noopener\"><span>pl\u00e1nuje pro \u201ebezpe\u010dn\u011bj\u0161\u00ed silnice, m\u00e9n\u011b zne\u010di\u0161t\u011bn\u00ed ovzdu\u0161\u00ed a digit\u00e1ln\u00ed doklady o vozidle\u201c<\/span><\/a><span> , najdete je\u0161t\u011b problemati\u010dt\u011bj\u0161\u00ed aspekty: V pr\u016fb\u011bhu pl\u00e1n\u016f na Digit\u00e1ln\u00ed ID pro ob\u010dany EU je st\u0159edem z\u00e1jmu tak\u00e9 digitalizace a dohled. Pokud se neutr\u00e1ln\u011b zept\u00e1te LLM jako ChatGPT na mo\u017enost zneu\u017eit\u00ed takov\u00e9ho sb\u011bru dat, model vyhod\u00ed n\u00e1sleduj\u00edc\u00ed:<\/span><\/p>\n<h4 id=\"h-1-nutzung-zur-bewegungsprofil-erstellung\" class=\"wp-block-heading\"><span>1.\u00a0<\/span><strong><span>Pou\u017eijte pro vytvo\u0159en\u00ed profilu pohybu<\/span><\/strong><\/h4>\n<ul>\n<li><span>Pokud je nav\u00edc k najet\u00fdm kilometr\u016fm ulo\u017eena doba pou\u017e\u00edv\u00e1n\u00ed (nap\u0159. 20 000 km za 6 m\u011bs\u00edc\u016f), lze vyvodit z\u00e1v\u011bry o chov\u00e1n\u00ed p\u0159i mobilit\u011b.<\/span><\/li>\n<li><span>Ve spojen\u00ed s dal\u0161\u00edmi zdroji dat (nap\u0159. m\u00fdtn\u00e9 syst\u00e9my, data GPS, elektronick\u00e9 pasy vozidel) lze vytvo\u0159it podrobn\u00fd profil pohybu.<\/span><\/li>\n<\/ul>\n<h4 id=\"h-2-klimapolitisch-motivierte-sanktionen\" class=\"wp-block-heading\"><span>2.\u00a0<\/span><strong><span>Sankce motivovan\u00e9 klimatickou politikou<\/span><\/strong><\/h4>\n<ul>\n<li><span>Lze si p\u0159edstavit\u00a0<\/span><strong><span>kv\u00f3tu CO\u2082 na osobu<\/span><\/strong><span>\u00a0, kter\u00e1 se nep\u0159\u00edmo zaznamen\u00e1v\u00e1 prost\u0159ednictv\u00edm ujet\u00fdch kilometr\u016f .<\/span><\/li>\n<li><span>Ti, kdo jezd\u00ed \u201ea\u017e moc\u201c, by mohli v budoucnu podl\u00e9hat\u00a0<\/span><strong><span>dan\u00edm, poplatk\u016fm nebo omezen\u00edm<\/span><\/strong><span>\u00a0(podobn\u011b jako obchodov\u00e1n\u00ed s emisemi).<\/span><\/li>\n<li><span>Sankce by byly teoreticky mo\u017en\u00e9 i obr\u00e1cen\u011b: kup\u0159. Jakmile pr\u00e1va ztrat\u00edte, je obvykle obt\u00ed\u017en\u00e9 je znovu z\u00edskat.
