V nov\u00e9 sm\u011brnici EPBD IV evropsk\u00fdch \u0161\u00edlen\u00fdch klimakomunist\u016f je uvedeno, \u017ee s nemovitost\u00ed nespl\u0148uj\u00edc\u00ed dan\u00e9 po\u017eadavky\u00a0<strong>nebude mo\u017eno majetkov\u011b nakl\u00e1dat<\/strong>. A to v praxi znamen\u00e1, \u017ee nebude mo\u017eno ji pronaj\u00edmat, prod\u00e1vat, darovat ani d\u011bdit. Vlastnictv\u00ed majetku tak dnes ji\u017e nen\u00ed jistotou v souladu s\u00a0<strong><a href=\"https:\/\/www.nespokojeny.cz\/tag\/nwo\/\" target=\"_blank\" rel=\"noopener\">NWO<\/a><\/strong>.<span id=\"more-54270\"><\/span><\/p>\n<h2><strong>Takhle n\u00e1s chce EU p\u0159ipravit o vlastn\u00ed bydlen\u00ed<\/strong><\/h2>\n<p>Zadlu\u017een\u00ed obyvatel \u010ceska v lo\u0148sk\u00e9m roce vzrostlo o 8,9 procenta na 3,6 bilionu korun. Loni se tak\u00e9 poprv\u00e9 po deseti letech meziro\u010dn\u011b zv\u00fd\u0161il objem nespl\u00e1cen\u00e9ho dluhu na bydlen\u00ed, a to o t\u0159i procenta. Vypl\u00fdv\u00e1 to z vyj\u00e1d\u0159en\u00ed Bankovn\u00edho a Nebankovn\u00edho registru. Toto zadlu\u017een\u00ed je rozhodn\u011b vy\u0161\u0161\u00ed ne\u017e inflace, a to dokonce i v p\u0159\u00edpad\u011b, kdybychom spekulovali, \u017ee ob\u010dan\u00e9 subjektivn\u011b na sv\u00fdch pen\u011b\u017eenk\u00e1ch poci\u0165uj\u00ed vy\u0161\u0161\u00ed cenov\u00fd n\u00e1r\u016fst, ne\u017e jak\u00fd je statisticky vykazovan\u00fd. A p\u0159itom v tuto chv\u00edli st\u00e1le je\u0161t\u011b je mezi lidmi zv\u00fd\u0161en\u00e1 m\u00edra \u00faspor ve srovn\u00e1n\u00ed s dlouhodob\u00fdm norm\u00e1lem. Vy\u0161\u0161\u00ed ne\u017e dlouhodob\u011b obvykl\u00e9 \u00faspory jako kdyby teoreticky nazna\u010dovaly, \u017ee nen\u00ed t\u0159eba zvy\u0161ovat zadlu\u017een\u00ed \u2013 tak kam tedy tyto \u00fav\u011bry plynou? Vy\u0161\u0161\u00ed ne\u017e dlouhodob\u011b obvykl\u00e9 \u00faspory jako kdyby teoreticky nazna\u010dovaly, \u017ee nen\u00ed t\u0159eba zvy\u0161ovat zadlu\u017een\u00ed \u2013 tak kam tedy tyto \u00fav\u011bry plynou?<\/p>\n<p>Odpov\u011b\u010f je snadn\u00e1 a je v podstat\u011b ji\u017e obsa\u017eena v samotn\u00e9m citovan\u00e9m vyj\u00e1d\u0159en\u00ed registru: Tyto \u00fav\u011bry plynou do bydlen\u00ed. A pro\u010d? Proto\u017ee lid\u00e9 nenach\u00e1zej\u00ed dostatek jin\u00fdch spolehliv\u00fdch investic, kter\u00fdm by d\u016fv\u011b\u0159ovali, \u017ee p\u0159ekonaj\u00ed inflaci. Situace se tak v mnoh\u00e9m podob\u00e1 stavu, kter\u00fd vl\u00e1dl v dob\u011b p\u0159ed-covidov\u00e9, kdy ceny nemovitost\u00ed prudce rostly, jeliko\u017e nemovitosti byly v t\u00e9 dob\u011b pova\u017eov\u00e1ny za jednu z nejspolehliv\u011bj\u0161\u00edch investic. V\u00fdsledek zv\u00fd\u0161en\u00e9 popt\u00e1vky po nemovitostech se tedy stejn\u011b jako tehdy odr\u00e1\u017e\u00ed v jejich rostouc\u00ed cen\u011b:<\/p>\n<p>V posledn\u00edm \u010dtvrtlet\u00ed lo\u0148sk\u00e9ho roku zdra\u017eily byty v \u010cesku mezi\u010dtvrtletn\u011b o 5,8 procenta. I to je vy\u0161\u0161\u00ed ne\u017e infla\u010dn\u00ed r\u016fst. Pr\u016fm\u011brn\u011b tak metr \u010dtvere\u010dn\u00ed st\u00e1l 110 100 korun, o 6 000 korun v\u00edce ne\u017e ve t\u0159et\u00edm \u010dtvrtlet\u00ed. Ceny rostly v p\u011bti ze 14 kraj\u016f, v ostatn\u00edch stagnovaly nebo klesaly. Nejv\u00edce ceny byt\u016f vzrostly v Kr\u00e1lov\u00e9hradeck\u00e9m a Karlovarsk\u00e9m kraji. Naopak v\u00fdrazn\u011bj\u0161\u00ed zlevn\u011bn\u00ed oproti t\u0159et\u00edmu \u010dtvrtlet\u00ed bylo zaznamen\u00e1no v Jiho\u010desk\u00e9m a Plze\u0148sk\u00e9m kraji. Celkov\u011b za celou republiku v\u0161ak m\u016f\u017eeme \u0159\u00edci, \u017ee lid\u00e9 se sna\u017e\u00ed uklidit sv\u00e9 \u00faspory do re\u00e1ln\u00fdch aktiv, proto\u017ee finan\u010dn\u00edm aktiv\u016fm a zejm\u00e9na bankovn\u00edm \u00fa\u010dt\u016fm p\u0159\u00edli\u0161 ned\u016fv\u011b\u0159uj\u00ed. (Ostatn\u011b to tak\u00e9 vysv\u011btluje, pro\u010d druhou enormn\u011b \u017e\u00e1danou dne\u0161n\u00ed investic\u00ed je zlato.) Jejich jedn\u00e1n\u00ed vykazuje obdobn\u00e9 znaky, jak\u00e9 jsou typick\u00e9 pro obdob\u00ed n\u00edzk\u00fdch \u00farokov\u00fdch sazeb, levn\u00fdch pen\u011bz a rostouc\u00edch obav z inflace \u2013 a\u017e na to, \u017ee \u00farokov\u00e9 sazby n\u00edzk\u00e9 v\u016fbec nejsou.<\/p>\n<p><strong><em>\u201eVe sm\u011brnici je uvedeno, \u017ee s takovou nemovitost\u00ed nebude mo\u017eno majetkov\u011b nakl\u00e1dat. A to v praxi znamen\u00e1, \u017ee nebude mo\u017eno ji pronaj\u00edmat, prod\u00e1vat, darovat ani d\u011bdit.\u201c<\/em><\/strong><\/p>\n<p>A a\u010dkoliv podobnosti s p\u0159ed-covidov\u00fdm obdob\u00edm jsou po str\u00e1nce motivac\u00ed investic a d\u016fvod\u016f r\u016fstu ceny mnoh\u00e9, v dal\u0161\u00edch ohledech je ji\u017e situace zna\u010dn\u011b odli\u0161n\u00e1. P\u0159edev\u0161\u00edm nemovitosti v p\u0159ede\u0161l\u00fdch obdob\u00edch byly tak siln\u011b \u017e\u00e1dan\u00e9 zejm\u00e9na proto, \u017ee byly pova\u017eov\u00e1ny za \u201ejistotu\u201c ve smyslu uchov\u00e1n\u00ed hodnoty. Doba se ale m\u011bn\u00ed. A v na\u0161em p\u0159\u00edpad\u011b se m\u011bn\u00ed zejm\u00e9na politicky. Vlastnictv\u00ed majetku ji\u017e takovou jistotou nen\u00ed, proto\u017ee dnes ji\u017e na rozd\u00edl od druh\u00e9 dek\u00e1dy tohoto tis\u00edcilet\u00ed existuje evropsk\u00e1 sm\u011brnice o emisn\u00ed stop\u011b budov EPBD IV.<\/p>\n<p>Podle sm\u011brnice by nov\u00e9 budovy m\u011bly b\u00fdt od roku 2030 (ve\u0159ejn\u00e9 budovy od roku 2028) navr\u017eeny tak, aby m\u011bly velmi n\u00edzkou energetickou n\u00e1ro\u010dnost a aby ve\u0161ker\u00e1 pot\u0159ebn\u00e1 energie byla pokryta z obnoviteln\u00fdch zdroj\u016f. Sleduje se tak\u00e9 produkce sklen\u00edkov\u00fdch plyn\u016f ze zabudovan\u00fdch stavebn\u00edch materi\u00e1l\u016f. Budova by m\u011bla nejen minimalizovat svoji spot\u0159ebu energie, ale tak\u00e9 zajistit zb\u00fdvaj\u00edc\u00ed energetickou pot\u0159ebu z \u00fadajn\u011b \u201ebezemisn\u00edch\u201c zdroj\u016f. Nav\u00edc koncept nulov\u00fdch emis\u00ed je n\u011bco zcela jin\u00e9ho ne\u017e u\u017e platn\u00fd koncept energetick\u00fdch \u0161t\u00edtk\u016f PENB a stavby budou muset plnit ob\u011b tato krit\u00e9ria. Sm\u011brnice p\u0159ich\u00e1z\u00ed tak\u00e9 s \u0159adou nov\u00fdch povinnost\u00ed na podporu chytr\u00fdch technologi\u00ed a elektromobility. Nap\u0159\u00edklad pro nov\u00e9 stavby stanovuje povinnost vybudovat dob\u00edjec\u00ed infrastrukturu pro elektromobily. Hovo\u0159\u00ed tak\u00e9 o povinnosti zajistit bezpe\u010dn\u00e1 parkovac\u00ed m\u00edsta pro j\u00edzdn\u00ed kola. Hodnocen\u00ed p\u0159ipravenosti budov by m\u011blo prob\u00edhat na z\u00e1klad\u011b indexu p\u0159ipravenosti na tzv. \u201echytr\u00e1 \u0159e\u0161en\u00ed\u201c. A tak d\u00e1l.<\/p>\n<p>Evropsk\u00e1 komise, jak to m\u00e1 ve zvyku, celou v\u011bc p\u0159ipravovala bez \u00fa\u010dasti odborn\u00e9 ve\u0159ejnosti. N\u00e1vrh p\u0159i\u0161el \u201ejako blesk z \u010dist\u00e9ho nebe\u201c. Odhady n\u00e1klad\u016f na p\u0159estavbu dom\u016f tak, aby vyhovovaly nov\u00fdm po\u017eadavk\u016fm sm\u011brnice, se pohybuj\u00ed v pr\u016fm\u011bru okolo 25 a\u017e 30 % ceny nemovitost\u00ed. Pokud tedy vlastn\u00edte nap\u0159\u00edklad rodinn\u00fd domek z 80. let, realistick\u00fd odhad \u0159\u00edk\u00e1, \u017ee do n\u011bj budete muset investovat mezi 3 a 4 miliony korun. A co se stane, pokud to neud\u011bl\u00e1te? Ve sm\u011brnici je uvedeno, \u017ee s takovou nemovitost\u00ed nebude mo\u017eno majetkov\u011b nakl\u00e1dat. A to v praxi znamen\u00e1, \u017ee nebude mo\u017eno ji pronaj\u00edmat, prod\u00e1vat, darovat ani d\u011bdit. Sm\u011brnice je u\u017e p\u0159ijat\u00e1, nyn\u00ed maj\u00ed n\u00e1rodn\u00ed st\u00e1ty povinnost ji zaimplementovat do n\u00e1rodn\u00edch legislativ \u2013 pokud tak skute\u010dn\u011b u\u010din\u00ed, bude to znamenat nejv\u011bt\u0161\u00ed z\u00e1sah do majetkov\u00fdch pr\u00e1v nejen od roku 1989, ale nejsp\u00ed\u0161 minim\u00e1ln\u011b od druh\u00e9 sv\u011btov\u00e9 v\u00e1lky. [<a href=\"https:\/\/www.epochtimes.cz\/2025\/02\/20\/chysta-se-bezprecedentni-zasah-do-vlastnickych-prav\/\" target=\"_blank\" rel=\"noopener\">zdroj<\/a>]<\/p>\n<h2><strong>Eurokomunismus. Zn\u00e1rodn\u011bn\u00ed soukrom\u00e9ho majetku<\/strong><\/h2>\n<p>\u017de se Evropa ze sv\u00fdch blouzniv\u00fdch ideologi\u00ed, kter\u00fdmi jde proti lidem, st\u00e1le po\u0159\u00e1dn\u011b neprobrala, sv\u011bd\u010d\u00ed i vloni p\u0159ijat\u00e1 Evropsk\u00e1 sm\u011brnice EPBD IV, kter\u00e1 je u\u017e natolik nep\u0159ijateln\u00fdm z\u00e1sahem do vlastnick\u00fdch pr\u00e1v ob\u010dan\u016f, \u017ee bychom se m\u011bli vzep\u0159\u00edt. Tato regulace, kter\u00e1 majitel\u016fm nemovitost\u00ed v podstat\u011b zakazuje nakl\u00e1dat se sv\u00fdm majetkem, pokud neinvestuj\u00ed miliony do rekonstrukc\u00ed, je nejen nespravedliv\u00e1, ale tak\u00e9 ekonomicky nerealizovateln\u00e1.<\/p>\n<p>Na severoz\u00e1pad\u011b \u010cech a v dal\u0161\u00edch chud\u0161\u00edch regionech se ji\u017e dnes mnoho obyvatel pot\u00fdk\u00e1 s finan\u010dn\u00edmi probl\u00e9my a rostouc\u00edm zadlu\u017een\u00edm, zejm\u00e9na na pozad\u00ed des\u00edtek procent vysok\u00e9 inflace za posledn\u00ed \u010dty\u0159i roky mnoh\u00e9 dom\u00e1cnosti p\u0159e\u017e\u00edvaj\u00ed s od\u0159enou k\u016f\u017e\u00ed z m\u011bs\u00edce na m\u011bs\u00edc. Nutit je k n\u00e1kladn\u00fdm \u00faprav\u00e1m nemovitost\u00ed, \u010dasto jedin\u00e9ho majetku, kter\u00fd maj\u00ed, a to pod hrozbou, \u017ee jinak nebudou moci sv\u016fj d\u016fm ani prodat nebo pronajmout, je nejen nelogick\u00e9, ale tak\u00e9 veskrze asoci\u00e1ln\u00ed a neetick\u00e9. Ani st\u00e1t nebude schopen v\u0161echny takov\u00e9 rekonstrukce pokr\u00fdt dotacemi, proto\u017ee na to jednodu\u0161e nem\u00e1 a nebude m\u00edt prost\u0159edky, stejn\u011b jako ty prost\u0159edky nemaj\u00ed a nebudou m\u00edt lidi, kter\u00fdch se to m\u00e1 t\u00fdkat.<\/p>\n<p><strong>Evropsk\u00e1 komise prakticky prosazuje opat\u0159en\u00ed, kter\u00fdm se de facto zn\u00e1rod\u0148uje soukrom\u00fd majetek a stav\u00ed vlastn\u00edky nemovitost\u00ed p\u0159ed ne\u0159e\u0161itelnou situaci. Tv\u00e1\u0159\u00ed v tv\u00e1\u0159 vysok\u00fdm cen\u00e1m energi\u00ed, nejistot\u011b a rostouc\u00edm \u017eivotn\u00edm n\u00e1klad\u016fm nelze akceptovat, aby se na ob\u010dany nakl\u00e1daly dal\u0161\u00ed nesmysln\u00e9 povinnosti, kter\u00e9 je do\u017eenou t\u0159eba a\u017e k osobn\u00edm bankrot\u016fm.<\/strong><\/p>\n<p>Mus\u00edme tuto a podobn\u00e9 sm\u011brnice prost\u011b za\u010d\u00edt odm\u00edtat. Kdy\u017e ne pro nev\u00eddan\u00fd z\u00e1sah do soukrom\u00fdch pr\u00e1v, tak pro jejich asoci\u00e1lnost. Nejl\u00e9pe pro oboj\u00ed, samoz\u0159ejm\u011b. Nem\u016f\u017eeme dovolit, aby byla ohro\u017eena z\u00e1kladn\u00ed pr\u00e1va v nakl\u00e1d\u00e1n\u00ed s vlastn\u00edm majetkem. Pokud politici tuto regulaci p\u0159ijmou a implementuj\u00ed se v\u0161\u00edm v\u0161udy do na\u0161\u00ed legislativy, budou t\u00edm p\u0159\u00edmo odpov\u011bdn\u00ed za devastaci ekonomiky, vlastnick\u00fdch pr\u00e1v a \u017eivotn\u00ed \u00farovn\u011b mnoha obyvatel t\u00e9to zem\u011b. A kam to povede je snad jasn\u00e9 ka\u017ed\u00e9mu. A dopadne to t\u011b\u017ekou ranou i na ty, kdo takovou sm\u011brnici vyjednali a podporuj\u00ed. [<a href=\"https:\/\/www.facebook.com\/linhart.krasnalipa\/posts\/1104605448347045\" target=\"_blank\" rel=\"noopener\">zdroj<\/a>]<\/p>\n<p>Mezi vlastn\u00edky zraje u\u017e dnes odhodl\u00e1n\u00ed se o to soudit (neplnit ty povinnosti), a to pr\u00e1v\u011b pro ne\u00fastavn\u00ed z\u00e1sah do vlastnick\u00fdch pr\u00e1v. Kdy\u017e podobn\u00e1 sm\u011brnice de facto vede k n\u00e1sledku muset se vlastnictv\u00ed vzd\u00e1t, mus\u00ed b\u00fdt logicky shledan\u00e1 za zcela nep\u0159im\u011b\u0159enou. Jako advok\u00e1tka jsem p\u0159ipraven\u00e1 to zastupovat, a trouf\u00e1m si \u0159\u00edct, \u017ee n\u00e1s vznikne op\u011bt t\u00fdm, abychom vlastn\u00edky t\u011bch nemovitost\u00ed chr\u00e1nili p\u0159ed tou \u0161ikanou. O\u010dek\u00e1v\u00e1m v\u0161ak, \u017ee tuto sm\u011brnici odm\u00edtne p\u0159edev\u0161\u00edm \u010cesk\u00e1 republika, a to pr\u00e1v\u011b pro rozpor s na\u0161\u00edm \u00fastavn\u00edm pr\u00e1vem. I v tom ji r\u00e1di pom\u016f\u017eeme. Ostatn\u011b i samospr\u00e1va m\u016f\u017ee vyu\u017e\u00edt sv\u00e9 autority a v t\u00e9to v\u011bci pomoci sv\u00fdm tlakem na st\u00e1t.
