Zn\u00e1me podrobnosti a je to proces WEF podle hesla, \u017ee nebudeme nic vlastnit a budeme \u0161\u0165astn\u00ed!<\/h4>\n<p>Obrovsk\u00fd poprask mezi nic netu\u0161\u00edc\u00edmi majiteli nemovitost\u00ed a rovn\u011b\u017e mezi na\u0161imi \u010dten\u00e1\u0159i vyvolal p\u0159ed p\u00e1r dny po\u0159ad\u00a0<strong>[<a href=\"https:\/\/href.li\/?https:\/\/www.youtube.com\/watch?v=uh894X58Ap8\" target=\"_blank\" rel=\"nofollow noopener\">1<\/a>]<\/strong>\u00a0na R\u00e1diu Universum, kde se moder\u00e1torka Martina Koci\u00e1nov\u00e1 bavila s p\u0159edsedkyn\u00ed odborn\u00e9 sekce \u00fazemn\u00edho a region\u00e1ln\u00edho rozvoje Hospod\u00e1\u0159sk\u00e9 komory \u010cesk\u00e9 republiky Hanou Landovou.<\/p>\n<p>Diskuse se t\u00fdkala nov\u00e9 evropsk\u00e9 sm\u011brnice EPBD IV schv\u00e1len\u00e9 Evropskou komis\u00ed vloni v kv\u011btnu 2024 a nyn\u00ed b\u011b\u017e\u00ed dvoulet\u00e1 lh\u016fta pro implementaci sm\u011brnice do z\u00e1kon\u016f a pr\u00e1v n\u00e1rodn\u00edch st\u00e1t\u016f v EU, tedy stejn\u011b tak v \u010cR i na Slovensku. Tato \u0161\u00edlen\u00e1 sm\u011brnice novelizovan\u00e1 z p\u0159edchoz\u00ed sm\u011brnice EPBD III toti\u017e na\u0159izuje sch\u00e9ma, \u017ee do roku 2050 mus\u00ed b\u00fdt v\u0161echny budovy a byty v EU ur\u010den\u00e9 pro trval\u00e9 bydlen\u00ed bezemisn\u00ed. Pln\u00e1 nesest\u0159\u00edhan\u00e1 verze po\u0159adu s Hanou Landovou je\u00a0<strong><a href=\"https:\/\/href.li\/?https:\/\/www.youtube.com\/watch?v=uh894X58Ap8\" target=\"_blank\" rel=\"nofollow noopener\">zde<\/a><\/strong>.<\/p>\n<p><strong>Sm\u011brnice jako by z oka vypadla Evropsk\u00e9mu ekonomick\u00e9mu f\u00f3ru (WEF) Klause Schwaba, proto\u017ee pr\u00e1v\u011b WEF tla\u010d\u00ed politiku bezemisn\u00ed budoucnosti<\/strong>\u00a0a v\u00fdsledkem je takov\u00fd teror sm\u011brem k majitel\u016fm nemovitost\u00ed, \u017ee re\u00e1ln\u011b povede k nucen\u00fdm prodej\u016fm hluboko pod cenou, proto\u017ee sm\u011brnice zakazuje prodeje emisn\u00edch nemovitost\u00ed. Poj\u010fme si ale celou v\u011bc rozebrat.<\/p>\n<h6><span style=\"font-size: 18pt;\">Sm\u011brnice o energetick\u00e9 n\u00e1ro\u010dnosti budov ve 4. verzi je zlo\u010dinem proti vlastn\u00edk\u016fm nemovitost\u00ed za b\u00edl\u00e9ho dne!<\/span><\/h6>\n<p>Sm\u011brnice\u00a0<em>Energy Performance of Buildings Directive (2010\/31\/EU)<\/em>\u00a0<strong>[<a href=\"https:\/\/href.li\/?https:\/\/energy.ec.europa.eu\/topics\/energy-efficiency\/energy-efficient-buildings\/energy-performance-buildings-directive_en\" target=\"_blank\" rel=\"nofollow noopener\">2<\/a>]<\/strong>\u00a0jinak zkr\u00e1cen\u011b naz\u00fdvan\u00e1 jako EPBD IV stanovuje pro vlastn\u00edky nemovitost\u00ed ur\u010den\u00fdch k trval\u00e9mu bydlen\u00ed povinnost uv\u00e9st stavbu v horizontu do roku 2050 v n\u011bkolika etap\u00e1ch do tzv. bezemisn\u00edho stavu. Probl\u00e9m p\u0159itom nen\u00ed v nov\u00fdch budov\u00e1ch, kter\u00e9 se dnes stav\u00ed, ty u\u017e jsou na sm\u011brnici bu\u010f p\u0159ipraveny, anebo dokonce bezemisn\u00ed stav spl\u0148uj\u00ed. A poj\u010fme si ocitovat \u010dl\u00e1nek 5 z \u010desk\u00e9 verze\u00a0<strong>[<a href=\"https:\/\/href.li\/?https:\/\/eur-lex.europa.eu\/legal-content\/CS\/TXT\/?uri=CELEX:32024L1275\" target=\"_blank\" rel=\"nofollow noopener\">3<\/a>]<\/strong>\u00a0t\u00e9to sm\u011brnice:<\/p>\n<p><span style=\"font-size: 14pt;\"><strong>\u010cl\u00e1nek 5<\/strong><\/span><\/p>\n<h6><span style=\"font-size: 18pt;\">Stanoven\u00ed minim\u00e1ln\u00edch po\u017eadavk\u016f na energetickou n\u00e1ro\u010dnost<\/span><\/h6>\n<p>1. \u010clensk\u00e9 st\u00e1ty p\u0159ijmou opat\u0159en\u00ed nezbytn\u00e1 k zaji\u0161t\u011bn\u00ed toho, aby minim\u00e1ln\u00ed po\u017eadavky na energetickou n\u00e1ro\u010dnost budov nebo ucelen\u00fdch \u010d\u00e1st\u00ed budov byly stanoveny za \u00fa\u010delem dosa\u017een\u00ed alespo\u0148 n\u00e1kladov\u011b optim\u00e1ln\u00edch \u00farovn\u00ed a tam, kde je to relevantn\u00ed, p\u0159\u00edsn\u011bj\u0161\u00edch referen\u010dn\u00edch hodnot, jako jsou po\u017eadavky na budovy s t\u00e9m\u011b\u0159 nulovou spot\u0159ebou energie a po\u017eadavky na budovy s nulov\u00fdmi emisemi. Energetick\u00e1 n\u00e1ro\u010dnost se vypo\u010dte v souladu s metodou uvedenou v \u010dl\u00e1nku 4. N\u00e1kladov\u011b optim\u00e1ln\u00ed \u00farovn\u011b se vypo\u010dtou v souladu se srovn\u00e1vac\u00edm metodick\u00fdm r\u00e1mcem uveden\u00fdm v \u010dl\u00e1nku 6.<\/p>\n<p>\u010clensk\u00e9 st\u00e1ty p\u0159ijmou opat\u0159en\u00ed nezbytn\u00e1 k zaji\u0161t\u011bn\u00ed toho, aby byly stanoveny minim\u00e1ln\u00ed po\u017eadavky na energetickou n\u00e1ro\u010dnost pro prvky budovy, je\u017e jsou sou\u010d\u00e1st\u00ed obvodov\u00e9ho pl\u00e1\u0161t\u011b budovy a je\u017e maj\u00ed v\u00fdznamn\u00fd dopad na energetickou n\u00e1ro\u010dnost obvodov\u00e9ho pl\u00e1\u0161t\u011b, pokud jsou vym\u011b\u0148ov\u00e1ny nebo instalov\u00e1ny dodate\u010dn\u011b, s c\u00edlem dos\u00e1hnout alespo\u0148 n\u00e1kladov\u011b optim\u00e1ln\u00edch \u00farovn\u00ed. \u010clensk\u00e9 st\u00e1ty mohou stanovit po\u017eadavky na prvky budov na \u00farovni, kter\u00e1 by usnadnila \u00fa\u010dinnou instalaci n\u00edzkoteplotn\u00edch syst\u00e9m\u016f vyt\u00e1p\u011bn\u00ed v renovovan\u00fdch budov\u00e1ch.<\/p>\n<p>P\u0159i stanovov\u00e1n\u00ed po\u017eadavk\u016f mohou \u010dlensk\u00e9 st\u00e1ty rozli\u0161ovat mezi nov\u00fdmi a st\u00e1vaj\u00edc\u00edmi budovami a mezi r\u016fzn\u00fdmi kategoriemi budov.<\/p>\n<p>V t\u011bchto po\u017eadavc\u00edch je t\u0159eba br\u00e1t v \u00favahu optim\u00e1ln\u00ed kvalitu vnit\u0159n\u00edho prost\u0159ed\u00ed, aby se zamezilo nep\u0159\u00edzniv\u00fdm \u00fa\u010dink\u016fm, nap\u0159\u00edklad nedostate\u010dn\u00e9mu v\u011btr\u00e1n\u00ed, jako\u017e i m\u00edstn\u00ed podm\u00ednky a ur\u010den\u00e9 vyu\u017eit\u00ed i st\u00e1\u0159\u00ed budovy.<\/p>\n<p>\u010clensk\u00e9 st\u00e1ty pravideln\u011b p\u0159ezkoum\u00e1vaj\u00ed sv\u00e9 minim\u00e1ln\u00ed po\u017eadavky na energetickou n\u00e1ro\u010dnost nejm\u00e9n\u011b jednou za p\u011bt let a v p\u0159\u00edpad\u011b pot\u0159eby je aktualizuj\u00ed, aby odr\u00e1\u017eely technick\u00fd pokrok v sektoru budov, v\u00fdsledky v\u00fdpo\u010dtu n\u00e1kladov\u011b optim\u00e1ln\u00edch \u00farovn\u00ed podle \u010dl\u00e1nku 6 a aktualizovan\u00e9 vnitrost\u00e1tn\u00ed c\u00edle a politiky v oblasti energetiky a klimatu.<\/p>\n<p>2. \u010clensk\u00e9 st\u00e1ty mohou p\u0159izp\u016fsobit po\u017eadavky uveden\u00e9 v odstavci 1, pokud jde o budovy \u00fa\u0159edn\u011b chr\u00e1n\u011bn\u00e9 na celost\u00e1tn\u00ed, region\u00e1ln\u00ed \u010di m\u00edstn\u00ed \u00farovni jako sou\u010d\u00e1st vymezen\u00e9ho prost\u0159ed\u00ed nebo vzhledem k jejich zvl\u00e1\u0161tn\u00ed architektonick\u00e9 nebo historick\u00e9 hodnot\u011b, pokud by spln\u011bn\u00ed n\u011bkter\u00fdch po\u017eadavk\u016f nep\u0159ijateln\u011b zm\u011bnilo jejich charakter nebo vzhled.<\/p>\n<p>3. \u010clensk\u00e9 st\u00e1ty se mohou rozhodnout, \u017ee nestanov\u00ed nebo nebudou uplat\u0148ovat po\u017eadavky uveden\u00e9 v odstavci 1 u t\u011bchto kategori\u00ed budov:<\/p>\n<p>a) budovy ve vlastnictv\u00ed ozbrojen\u00fdch sil nebo \u00fast\u0159edn\u00edch vl\u00e1dn\u00edch instituc\u00ed, kter\u00e9 slou\u017e\u00ed \u00fa\u010del\u016fm n\u00e1rodn\u00ed obrany, s v\u00fdjimkou jednotliv\u00fdch obytn\u00fdch nebo kancel\u00e1\u0159sk\u00fdch budov pro ozbrojen\u00e9 s\u00edly a dal\u0161\u00ed zam\u011bstnance org\u00e1n\u016f n\u00e1rodn\u00ed obrany;<\/p>\n<p>b) budovy u\u017e\u00edvan\u00e9 jako m\u00edsta bohoslu\u017eeb a pro n\u00e1bo\u017eensk\u00e9 \u00fa\u010dely;<\/p>\n<p>c) do\u010dasn\u00e9 budovy s dobou u\u017e\u00edv\u00e1n\u00ed dva roky nebo m\u00e9n\u011b, pr\u016fmyslov\u00e9 provozy, d\u00edlensk\u00e9 provozovny a neobytn\u00e9 zem\u011bd\u011blsk\u00e9 budovy s n\u00edzkou spot\u0159ebou energie a neobytn\u00e9 zem\u011bd\u011blsk\u00e9 budovy pou\u017e\u00edvan\u00e9 odv\u011btv\u00edm, na kter\u00e9 se vztahuje celost\u00e1tn\u00ed odv\u011btvov\u00e1 dohoda o energetick\u00e9 n\u00e1ro\u010dnosti;<\/p>\n<p>d) obytn\u00e9 budovy, kter\u00e9 jsou u\u017e\u00edv\u00e1ny nebo ur\u010deny k u\u017e\u00edv\u00e1n\u00ed bu\u010f krat\u0161\u00edmu ne\u017e \u010dty\u0159i m\u011bs\u00edce v roce, nebo alternativn\u011b po omezenou \u010d\u00e1st roku a jejich\u017e odhadovan\u00e1 spot\u0159eba energie je ni\u017e\u0161\u00ed ne\u017e 25 % ze spot\u0159eby, k n\u00ed\u017e by do\u0161lo p\u0159i celoro\u010dn\u00edm u\u017e\u00edv\u00e1n\u00ed;<\/p>\n<p>e) samostatn\u011b stoj\u00edc\u00ed budovy s celkovou u\u017eitnou podlahovou plochou men\u0161\u00ed ne\u017e 50 m2.<\/p>\n<h6><span style=\"font-size: 18pt;\">Pokud budete jezdit na chalupu moc \u010dasto, budete muset roubenku zateplit, vybavit tepeln\u00fdm \u010derpadlem, sol\u00e1ry, plastov\u00fdmi okny\u2026<\/span><\/h6>\n<p>V\u00fd\u0161e uveden\u00fd \u010dl\u00e1nek sm\u011brnice tedy uv\u00e1d\u00ed, \u017ee pouze vojensk\u00e9, c\u00edrkevn\u00ed a neobytn\u00e9 zem\u011bd\u011blsk\u00e9 budovy budou vyjmuty z p\u016fsobnosti sm\u011brnice. A pokud jde o obytn\u00e9 budovy, tak tady za\u010d\u00edn\u00e1 to skute\u010dn\u00e9 a d\u011bsiv\u00e9 peklo.\u00a0<strong>P\u00edsmeno \u201cd\u201d toti\u017e uv\u00e1d\u00ed, \u017ee majitel budovy, kter\u00e1 je obydlena v \u00fahrnu krat\u0161\u00edm ne\u017e\u00a04 m\u011bs\u00edce (120 dn\u016f), nebude muset budovu rekonstruovat na bezemisn\u00ed.<\/strong>\u00a0Druhou mo\u017enost\u00ed je, \u017ee budova bude pou\u017e\u00edv\u00e1na po jinou ur\u010denou dobu roku, ale odhadovan\u00e1 spot\u0159eba energi\u00ed v budov\u011b je ni\u017e\u0161\u00ed ne\u017e 25% z celkov\u00e9 spot\u0159eby, ke kter\u00e9 by do\u0161lo p\u0159i trval\u00e9m bydlen\u00ed po dobu cel\u00e9ho roku. Jen\u017ee, tato sm\u011brnice se m\u016f\u017ee st\u00e1t \u010dasovanou bombou. Pokud jde o 4 m\u011bs\u00edce v roce, jedn\u00e1 se o 120 dn\u00ed v pr\u016fm\u011bru. Pokud ale jezd\u00edte na chalupu ka\u017ed\u00fd t\u00fdden a celoro\u010dn\u011b, tak to vych\u00e1z\u00ed na zhruba 104 dn\u00ed.<\/p>\n<p>A pokud je chalupa obydlena o letn\u00edch i zimn\u00edch pr\u00e1zdnin\u00e1ch, tak limit 120 dn\u00ed okam\u017eit\u011b p\u0159ekro\u010d\u00edte a za\u010dne se na v\u00e1s vztahovat sm\u011brnice EPBD IV. A nepom\u016f\u017ee v\u00e1m ani ta druh\u00e1 mo\u017enost, tedy vyk\u00e1zat na budov\u011b, \u017ee nespot\u0159ebujete v\u00edce ne\u017e 25% energi\u00ed za rok, proto\u017ee p\u0159i pravideln\u00e9m vyu\u017e\u00edv\u00e1n\u00ed objektu k rekreaci se do \u010dtvrtinov\u00e9 ro\u010dn\u00ed spot\u0159eby spolehliv\u011b nevejdete a p\u0159ekro\u010d\u00edte ji.<\/p>\n<h6><span style=\"font-size: 18pt;\">Pokud v chalup\u011b trvale bydl\u00ed va\u0161i rodi\u010de \u010di prarodi\u010de, bude se renovace budovy vztahovat i na n\u011b<\/span><\/h6>\n<p>A u\u017e v\u016fbec zde nemluv\u00edme o t\u00e9 nej\u010dast\u011bj\u0161\u00ed variant\u011b, \u017ee chalupa \u010di domek je obydlen celoro\u010dn\u011b va\u0161imi rodi\u010di \u010di prarodi\u010di, a i kdy\u017e pro v\u00e1s m\u00e1 objekt charakter rekrea\u010dn\u00edho za\u0159\u00edzen\u00ed, tak z hlediska sm\u011brnice jde o objekt trval\u00e9ho bydlen\u00ed va\u0161ich rodi\u010d\u016f \u010di prarodi\u010d\u016f. A ani banky nepomohou, proto\u017ee star\u00fdm lidem na vesnici v rodinn\u00fdch domech a chalup\u00e1ch u\u017e kv\u016fli st\u00e1\u0159\u00ed t\u011bchto osob a jejich n\u00edzk\u00fdm d\u016fchod\u016fm \u017e\u00e1dn\u00e1 banka hypot\u00e9ku neposkytne.<\/p>\n<h6><span style=\"font-size: 18pt;\">V nejhor\u0161\u00edm p\u0159\u00edpad\u011b p\u016fjdou zazd\u00edt m\u00edstnosti a okna v dom\u011b s c\u00edlem zmen\u0161it u\u017eitnou podlahovou plochu pod 50 metr\u016f \u010dtvere\u010dn\u00edch<\/span><\/h6>\n<p>V \u010dl\u00e1nku 5 je ale mo\u017en\u00e1 mal\u00e1 nad\u011bje, jak sm\u011brnici obej\u00edt, i kdy\u017e opravdu \u0161\u00edlen\u00e1 nad\u011bje. Proto\u017ee sm\u011brnice EPBD IV zakazuje prodej i pron\u00e1jem byt\u016f a budov, kter\u00e9 nebudou m\u00edt etalon energetick\u00e9 n\u00e1ro\u010dnosti stavby. A jak zazn\u011blo v po\u0159adu, pr\u00fd se zva\u017euje, \u017ee nep\u016fjdou takov\u00e9 objekty ani d\u011bdit.<\/p>\n<h6><span style=\"font-size: 18pt;\">Ne v\u0161ude a ne v\u0161echno p\u016fjde vy\u0159e\u0161it zazd\u011bn\u00edm, n\u011bkdo bude nucen prodat nemovitost n\u011bkomu, kdo povinnost renovace vezme na sebe<\/span><\/h6>\n<p>V praxi by to m\u011blo fungovat tak, \u017ee pokud se rozhodnete prodat stavbu bez etalonu, tedy\u00a0<em>de jure<\/em>\u00a0spadaj\u00edc\u00ed pod etalon G, tak potom uveden\u00ed budovy do souladu s EPBD IV mus\u00ed na sebe vz\u00edt kupuj\u00edc\u00ed.\u00a0<strong>A to znamen\u00e1, \u017ee kupuj\u00edc\u00ed bude na sebe muset vz\u00edt obrovsk\u00e9 n\u011bkolikamilionov\u00e9 rekonstruk\u010dn\u00ed b\u0159emeno, kter\u00e9 n\u00e1kladov\u011b m\u016f\u017ee klidn\u011b i p\u0159es\u00e1hnout prodejn\u00ed cenu nemovitosti<\/strong>, kter\u00e1 ale sama o sob\u011b bude velmi n\u00edzk\u00e1.<\/p>\n<p>Proto\u017ee budova s etalonem G bude neprodejn\u00e1. Tedy s v\u00fdjimkou \u010dlov\u011bka, kter\u00fd ji od v\u00e1s koup\u00ed a p\u0159evezme z\u00e1vazek rekonstrukce na sebe. A takov\u00fd \u010dlov\u011bk v\u00e1m za takovou nemovitost d\u00e1 sm\u011b\u0161n\u011b pen\u00edze. Je\u0161t\u011b od n\u011bj usly\u0161\u00edte, \u017ee ho ta rekonstrukce vyjde na tolik pen\u011bz, \u017ee byste mu mo\u017en\u00e1 mohli n\u011bco naopak doplatit, kdy\u017e to od v\u00e1s koup\u00ed. Vlastnictv\u00ed nemovitost\u00ed se v d\u016fsledku t\u00e9to sm\u011brnice stanou velmi drahou a n\u00e1kladnou z\u00e1le\u017eitost\u00ed jen pro nejbohat\u0161\u00ed lidi a samoz\u0159ejm\u011b pro korporace, banky a firmy specializuj\u00edc\u00ed se na vykupov\u00e1n\u00ed byt\u016f a dom\u016f za pakatel od nemajetn\u00fdch vlastn\u00edk\u016f, kte\u0159\u00ed nebudou m\u00edt pen\u00edze na rekonstrukci.<\/p>\n<p>Jedinou nad\u011bj\u00ed je odchod z Evropsk\u00e9 unie. Tato svinstva toti\u017e vymysleli s c\u00edlem, aby na\u0161li z\u00e1minku, jak donutit lidi k prodej\u016fm \u201c<em>neekologick\u00fdch<\/em>\u201d nemovitost\u00ed za pakatel nejbohat\u0161\u00edm lidem, elit\u00e1m, korporac\u00edm, pota\u017emo nadn\u00e1rodn\u00edm fond\u016fm. A to je sionisticko-mesianistick\u00fd proces, kter\u00fd jde ruku v ruce s n\u00e1vratem nacistick\u00fdch proces\u016f \u0159\u00edzen\u00ed v Evrop\u011b.
