A\u017e v samotn\u00e9m z\u00e1v\u011bru, p\u0159ed sv\u00fdm vyhazovem z funkce ministra, jsme se dozv\u011bd\u011bli, \u017ee MMR a st\u00e1t de facto z \u00fav\u011brov\u00fdch pen\u011bz, zap\u016fj\u010den\u00fdch z evropsk\u00fdch fond\u016f, z\u00edsk\u00e1 7 miliard K\u010d na v\u00fdstavbu n\u00e1jemn\u00edch byt\u016f.<\/strong><\/p>\n<p>Podle p\u0159edstavy MMR, by m\u011blo takto vzniknout 3500 byt\u016f. To samoz\u0159ejm\u011b nen\u00ed sice \u00fapln\u011b \u0161patn\u00e9 \u010d\u00edslo, ale 3500 byt\u016f znamen\u00e1, \u017ee na ka\u017ed\u00fd ze \u010dtrn\u00e1cti kraj\u016f, vyjdou finance na v\u00fdstavbu v\u00a0pr\u016fm\u011bru cca 250 byt\u016f, a to je sm\u011b\u0161n\u011b m\u00e1lo. Krom\u011b toho, jednou st\u00e1t bude muset tyto pen\u00edze tak\u00e9 do fond\u016f EU vr\u00e1tit. P\u0159ed t\u0159emi lety, z iniciativy poslanc\u016f \u010cSSD, byl p\u0159edlo\u017een sn\u011bmovn\u011b n\u00e1vrh z\u00e1kona, zpracovan\u00e9ho na z\u00e1klad\u011b britsk\u00fdch a rakousk\u00fdch zku\u0161enost\u00ed. Podle t\u00e9to pr\u00e1vn\u00ed normy by bylo mo\u017en\u00e9 stav\u011bt levn\u00e9 n\u00e1jemn\u00ed byty. D\u011blo by se tak prost\u0159ednictv\u00edm neziskov\u00fdch subjekt\u016f, vytv\u00e1\u0159en\u00fdch obcemi a spolupracuj\u00edc\u00edch s\u00a0obcemi. N\u00e1vrh z\u00e1kona, nyn\u00ed zaparkovan\u00fd ve sn\u011bmovn\u00edm archivu, po\u010d\u00edt\u00e1 s\u00a0t\u00edm, \u017ee by obce poskytly neziskov\u00fdm subjekt\u016fm zdarma pozemky ur\u010den\u00e9 pro bytovou v\u00fdstavbu. Neziskov\u00e9 subjekty by si vzaly dlouhodob\u00e9 \u00fav\u011bry na v\u00fdstavbu komun\u00e1ln\u00edch byt\u016f od komer\u010dn\u00edch bank, nap\u0159. s\u00a0dobou splatnosti dvaceti let \u010di del\u0161\u00ed. Anuita \u00fav\u011br\u016f by byla spl\u00e1cena z\u00a0p\u0159ijat\u00e9ho n\u00e1jemn\u00e9ho. A o rozd\u011blov\u00e1n\u00ed byt\u016f by rozhodovala obec, kter\u00e1 by tak mohla uspokojit p\u0159edev\u0161\u00edm sv\u00e9 nal\u00e9hav\u00e9 person\u00e1ln\u00ed pot\u0159eby. Tedy, byty by mohly z\u00edskat l\u00e9ka\u0159i, obecn\u011b zdravotn\u00edci, u\u010ditel\u00e9 \u010di policist\u00e9 anebo mlad\u00e9 rodiny ad.. Obecn\u011b profese, kter\u00e9 obec na sv\u00e9m \u00fazem\u00ed velmi postr\u00e1d\u00e1.<\/p>\n<p>V\u00a0m\u00e9di\u00edch \u010dteme alarmuj\u00ed zpr\u00e1vy o tom, \u017ee na konci leto\u0161n\u00edho druh\u00e9ho kvart\u00e1lu st\u00e1l pr\u016fm\u011brn\u00fd byt v\u00a0\u010cesku, podle spole\u010dnosti Deloitte, t\u00e9m\u011b\u0159 102 tis\u00edc korun za metr \u010dtvere\u010dn\u00ed. Za sedmdes\u00e1ti metrov\u00fd byt tak kupci zaplatili v\u00edce ne\u017e 7 milion\u016f korun. Predikce \u010cNB je takov\u00e1, \u017ee tento byt by st\u00e1l na konci p\u0159\u00ed\u0161t\u00edho roku zhruba o 800 tis\u00edc K\u010d v\u00edce. N\u011bkter\u00e9 soukrom\u00e9 bankovn\u00ed domy, p\u0159edpokl\u00e1daj\u00ed dokonce je\u0161t\u011b vy\u0161\u0161\u00ed n\u00e1r\u016fst cen byt\u016f.<\/p>\n<p>Na po\u0159\u00edzen\u00ed byt\u016f na hypot\u00e9ku tak dos\u00e1hne jenom velmi mal\u00e1 \u010d\u00e1st \u010desk\u00e9 spole\u010dnosti. A velk\u00e1 v\u011bt\u0161ina zejm\u00e9na mlad\u0161\u00edch lid\u00ed je prakticky vy\u0159azena z\u00a0mo\u017enosti z\u00edskat nov\u00fd byt. V\u00fdchodisko by m\u011blo b\u00fdt v\u00a0tom, uv\u00e9st do \u017eivota z\u00e1kon o financov\u00e1n\u00ed komun\u00e1ln\u00ed bytov\u00e9 v\u00fdstavby, kter\u00fd je ji\u017e p\u0159es 3 roky zaparkov\u00e1n ve sn\u011bmovn\u00edm archivu.<\/p>\n<p>Je t\u0159eba dodat, \u017ee n\u00e1vrh z\u00e1kona, zpracovan\u00fd odborn\u00edky \u010cSSD byl korigov\u00e1n tehdej\u0161\u00edm Ministerstvem pro m\u00edstn\u00ed rozvoj, v\u00a0\u010dele s\u00a0pan\u00ed Dost\u00e1lovou.<\/p>\n<p>Podobn\u00fdm zp\u016fsobem, jak to p\u0159edpokl\u00e1d\u00e1 n\u00e1vrh z\u00e1kona, se nap\u0159. v\u00a0Anglii dlouhodob\u011b a ka\u017edoro\u010dn\u011b stav\u00ed des\u00edtky tis\u00edc byt\u016f. Mou p\u0159edstavou bylo a z\u016fst\u00e1v\u00e1 (pat\u0159il jsem k\u00a0inspir\u00e1tor\u016fm vzniku zm\u00edn\u011bn\u00e9ho n\u00e1vrhu z\u00e1kona), \u017ee takto m\u016f\u017ee b\u00fdt u n\u00e1s stav\u011bno nap\u0159. deset tis\u00edc levn\u00fdch komun\u00e1ln\u00edch byt\u016f ro\u010dn\u011b k\u00a0vyu\u017eit\u00ed pro ob\u010dany obc\u00ed. N\u011bkter\u00e9 obce maj\u00ed vlastn\u00ed pozemky ur\u010den\u00e9 pro bytovou v\u00fdstavbu. V\u00a0p\u0159\u00edpad\u011b jin\u00fdch obc\u00ed dr\u017e\u00ed tyto pozemky, vhodn\u00e9 pro bytovou v\u00fdstavbu, \u00da\u0159ad pro zastupov\u00e1n\u00ed st\u00e1tu ve v\u011bcech majetkov\u00fdch. Ten by na po\u017e\u00e1d\u00e1n\u00ed obc\u00ed, m\u011bl p\u0159ev\u00e9st v\u0161echny pozemky, ur\u010den\u00e9 \u00fazemn\u00edm pl\u00e1nem pro bytovou v\u00fdstavbu na obce. Schv\u00e1len\u00edm a uplatn\u011bn\u00edm tohoto n\u00e1vrhu z\u00e1kona, kter\u00fd uv\u00edzl ve sn\u011bmovn\u011b v\u00a0z\u00e1v\u011bru minul\u00e9ho volebn\u00edho obdob\u00ed p\u0159ed t\u0159et\u00edm \u010dten\u00edm, by se\u00a0uspokojila velk\u00e1 popt\u00e1vka po levn\u00fdch komun\u00e1ln\u00edch bytech. A masivn\u011bj\u0161\u00ed v\u00fdstavba levn\u00fdch byt\u016f by mohla tak\u00e9 srazit cenu nov\u011b stav\u011bn\u00fdch byt\u016f. Tu de facto ur\u010duj\u00ed velc\u00ed develope\u0159i, v\u00a0podstat\u011b oligopoln\u00edm zp\u016fsobem. Tedy s mimo\u0159\u00e1dn\u011b velk\u00fdmi mar\u017eemi nad po\u0159izovac\u00edmi n\u00e1klady.<\/p>\n<p>Je z\u0159ejm\u00e9, \u017ee p\u0159ijet\u00ed takov\u00e9ho n\u00e1vrhu z\u00e1kona je v\u00a0z\u00e1jmu \u0161irok\u00fdch vrstev ob\u010dan\u016f, ale nikoliv velk\u00fdch developer\u016f. Ti by r\u00e1di stav\u011bli i komun\u00e1ln\u00ed byty pro obce za \u201esv\u00e9\u201c, monopoln\u011b vysok\u00e9 ceny. A st\u00e1t by platil jako mourovat\u00fd, po koupi enormn\u011b drah\u00fdch byt\u016f obcemi, by er\u00e1r platil p\u0159\u00edsp\u011bvky na n\u00e1jemn\u00e9 n\u00e1jemn\u00edk\u016fm, kte\u0159\u00ed by nem\u011bli na n\u00e1jem v\u00a0takto drah\u00fdch bytech. Anebo je zde druh\u00e1 alternativa, \u017ee by to v\u0161echno (tedy monopoln\u011b vysok\u00e9 ceny) zaplatily developer\u016fm obce a neprom\u00edtaly by to v pln\u00e9m rozsahu do n\u00e1jemn\u00e9ho.
