Rada pro zahrani\u010dn\u00ed vztahy zve\u0159ejnila \u010dl\u00e1nek shrnuj\u00edc\u00ed typick\u00fd z\u00e1padn\u00ed postoj k t\u00e9to ot\u00e1zce:<\/span><\/p>\n<p><em><span>\u201eKolos\u00e1ln\u00ed \u010d\u00ednsk\u00e9 investice do infrastruktury by mohly zah\u00e1jit novou \u00e9ru obchodu a r\u016fstu pro ekonomiky v Asii i mimo ni. Skeptici se ale ob\u00e1vaj\u00ed, \u017ee \u010c\u00edna p\u0159ipravuje dluhovou past na p\u016fj\u010dov\u00e1n\u00ed si vl\u00e1d.<\/span><\/em><\/p>\n<p><span>Ano, samoz\u0159ejm\u011b je to \u201edluhov\u00e1 past\u201c. Ka\u017ed\u00fd dluh je past. Byl by hrozn\u00fd nesmysl, kdyby \u010c\u00edna pro z\u00e1bavu p\u016fj\u010dovala tuny dolar\u016f bankrotuj\u00edc\u00edm zem\u00edm t\u0159et\u00edho sv\u011bta. Bylo by tak\u00e9 naivn\u00ed tvrdit, \u017ee \u010c\u00edna nal\u00e9v\u00e1 celou svou ekonomiku, nemluv\u011b o t\u0159ech desetilet\u00edch r\u016fstu, do tohoto masivn\u00edho infrastrukturn\u00edho projektu z dobroty sv\u00e9ho srdce. T\u00edm ne\u0159\u00edk\u00e1m, \u017ee BRI\u00a0<\/span><em><span>nen\u00ed<\/span><\/em><span>\u00a0u\u017eite\u010dn\u00fd projekt, proto\u017ee je to ur\u010dit\u011b skv\u011bl\u00fd a u\u017eite\u010dn\u00fd projekt, kter\u00fd bude m\u00edt dlouhodob\u00e9 d\u016fsledky, kter\u00e9 jsou oboustrann\u011b v\u00fdhodn\u00e9 pro celou planetu.<\/span><\/p>\n<p><span>(A n\u011bkter\u00e9 potenci\u00e1ln\u00ed negativn\u00ed d\u016fsledky, ale k tomu se dostaneme pozd\u011bji.)<\/span><\/p>\n<p><strong>\u010cl\u00e1nek CFR pokra\u010duje:<\/strong><\/p>\n<p><em><span>\u201e\u2026Spojen\u00e9 st\u00e1ty sd\u00edlej\u00ed obavy n\u011bkter\u00fdch lid\u00ed v Asii, \u017ee BRI by mohla b\u00fdt trojsk\u00fdm kon\u011bm pro region\u00e1ln\u00ed rozvoj a vojenskou expanzi vedenou \u010c\u00ednou. Prezident Joe Biden si zachoval skeptick\u00fd postoj sv\u00fdch p\u0159edch\u016fdc\u016f k jedn\u00e1n\u00ed Pekingu, ale Washington se sna\u017eil nab\u00eddnout z\u00fa\u010dastn\u011bn\u00fdm vl\u00e1d\u00e1m atraktivn\u011bj\u0161\u00ed ekonomickou vizi.<\/span><\/em><\/p>\n<p><span>K dne\u0161n\u00edmu dni se do projektu zapojilo p\u0159es 150 zem\u00ed, kter\u00e9 p\u0159edstavuj\u00ed dv\u011b t\u0159etiny sv\u011btov\u00e9 populace a 40 procent celosv\u011btov\u00e9ho HDP. Krom\u011b toho \u010c\u00edna obchoduje s 234 zem\u011bmi a \u00fazem\u00edmi, z nich\u017e se 174 m\u00e1 \u010c\u00edna obchodn\u00ed p\u0159ebytek. To p\u0159edstavuje nejv\u011bt\u0161\u00ed obchodn\u00ed imp\u00e9rium ve sv\u011btov\u00e9 historii.<\/span><\/p>\n<p><span>Mnoho analytik\u016f se domn\u00edv\u00e1, \u017ee Z\u00e1pad, a zejm\u00e9na Amerika, nem\u00e1 z\u00e1jem se p\u0159ipojit k BRI a \u017ee Z\u00e1pad je v\u016f\u010di projektu nep\u0159\u00e1telsk\u00fd. Tato hypot\u00e9za v\u0161ak p\u0159in\u00e1\u0161\u00ed n\u011bkter\u00e9 v\u00e1\u017en\u00e9 probl\u00e9my.<\/span><\/p>\n<p><span>Za prv\u00e9, Spojen\u00e9 st\u00e1ty jsou nejd\u016fle\u017eit\u011bj\u0161\u00edm exportn\u00edm partnerem \u010c\u00edny s ro\u010dn\u00edm objemem obchodu p\u0159es 600 miliard dolar\u016f. P\u0159i pohledu na na\u0161i prvn\u00ed mapu jasn\u011b vid\u00edme, \u017ee americko-\u010d\u00ednsk\u00e1 lodn\u00ed trasa p\u0159epravuje nejv\u011bt\u0161\u00ed objem kontejner\u016f na sv\u011bt\u011b. USA se nemusej\u00ed zavazovat k v\u00fdstavb\u011b nov\u00fdch p\u0159\u00edstav\u016f a \u200b\u200bdok\u016f, proto\u017ee jsou ji\u017e hlavn\u00edm m\u00edstem p\u0159epravy \u010d\u00ednsk\u00e9ho zbo\u017e\u00ed a infrastruktura a obchodn\u00ed cesty jsou ji\u017e dob\u0159e rozvinut\u00e9.<\/span><\/p>\n<p><span>Druh\u00fd bod, kter\u00fd vych\u00e1z\u00ed z geografie a m\u011bl by b\u00fdt z\u0159ejm\u00fd, je ten, \u017ee Spojen\u00e9 st\u00e1ty se nemohou p\u0159ipojit k silni\u010dn\u00edm a \u017eelezni\u010dn\u00edm projekt\u016fm BRI, proto\u017ee Severn\u00ed Amerika je odd\u011blena od \u010c\u00edny a Evropy dv\u011bma velk\u00fdmi oce\u00e1ny.<\/span><\/p>\n<h4 class=\"wp-block-heading has-medium-font-size\"><span style=\"font-size: 18pt;\">EVROPA JE Z\u00c1PADN\u00cd DESTINAC\u00cd BRI<\/span><\/h4>\n<p><span>Dva nejv\u011bt\u0161\u00ed p\u0159\u00edstavy v Evrop\u011b jsou v Rotterdamu a o n\u011bco ji\u017en\u011bji je p\u0159\u00edstav Antverpy v Belgii. Z\u00e1padn\u00ed koncov\u00e9 body Belt and Road se setk\u00e1vaj\u00ed v p\u0159\u00edstavech Rotterdam a Antverpy.<\/span><\/p>\n<p><span>Podle zpr\u00e1vy\u00a0<\/span><em><span>Clingendaela<\/span><\/em><span>\u00a0, zn\u00e1m\u00e9ho tak\u00e9 jako Nizozemsk\u00fd institut pro mezin\u00e1rodn\u00ed vztahy:<\/span><\/p>\n<p><em><span>\u201eV\u00fdznam \u010d\u00ednsk\u00e9ho n\u00e1kladu pro p\u0159\u00edstav Rotterdam a nizozemskou ekonomiku v\u00fdrazn\u011b vzrostl. Krom\u011b dovozu a v\u00fdvozu jde tak\u00e9 o tranzitn\u00ed a reexportn\u00ed toky. Tento n\u00e1r\u016fst se neodr\u00e1\u017e\u00ed v podobn\u00e9m n\u00e1r\u016fstu dopadu \u010d\u00ednsk\u00fdch logistick\u00fdch aktivit v Nizozemsku.\u00a0<\/span><\/em><em><span>Existuje velk\u00fd rozd\u00edl mezi objemem tok\u016f hlubinn\u00fdch kontejner\u016f spojen\u00fdch s \u010c\u00ednou v p\u0159\u00edstavu Rotterdam (55% pod\u00edl) a m\u00edrou zapojen\u00ed \u010d\u00ednsk\u00fdch st\u00e1tn\u00edch podnik\u016f do infrastruktury rotterdamsk\u00e9ho kontejnerov\u00e9ho termin\u00e1lu (8,2% pod\u00edl ). Vlajkov\u00fd projekt bilater\u00e1ln\u00ed spolupr\u00e1ce byl zasv\u011bcen\u00fdmi lidmi i pozorovateli v\u00edt\u00e1n jako p\u0159\u00edklad \u00fasp\u011bchu v r\u00e1mci \u010d\u00ednsk\u00e9 iniciativy Belt and Road Initiative (BRI).<\/span><\/em><\/p>\n<p><span>\u010c\u00ednsk\u00e9 spole\u010dnosti investuj\u00ed 350 milion\u016f eur do p\u0159\u00edstavn\u00edch za\u0159\u00edzen\u00ed do roku 2026 a dal\u0161\u00edch 200 milion\u016f eur do souvisej\u00edc\u00edch projekt\u016f, jako jsou hotely. Pireus je tak\u00e9 d\u016fle\u017eit\u00fdm uzlem pro koridor Indie-St\u0159edn\u00ed v\u00fdchod-Evropa (IMEC).<\/span><\/p>\n<p><span>IMEC je mnohostrann\u00e1 iniciativa, jej\u00edm\u017e c\u00edlem je o\u017eivit star\u00e9 obchodn\u00ed cesty a vytvo\u0159it nov\u00e9 ekonomick\u00e9 vazby mezi regiony historicky propojen\u00fdmi prost\u0159ednictv\u00edm obchodu, kultury a kooperativn\u00ed diplomacie. Koridor, kter\u00fd byl zah\u00e1jen v z\u00e1\u0159\u00ed 2023, m\u00e1 za c\u00edl vytvo\u0159it komplexn\u00ed dopravn\u00ed s\u00ed\u0165 \u017eelezni\u010dn\u00edch, silni\u010dn\u00edch a n\u00e1mo\u0159n\u00edch tras spojuj\u00edc\u00edch Indii, Bl\u00edzk\u00fd v\u00fdchod a Evropu.
