{"id":65640,"date":"2024-11-06T00:36:37","date_gmt":"2024-11-05T23:36:37","guid":{"rendered":"https:\/\/www.infokuryr.cz\/n\/?p=65640"},"modified":"2024-11-05T17:00:19","modified_gmt":"2024-11-05T16:00:19","slug":"zbynek-fiala-cina-se-chce-vyhnout-obchodni-valce-s-eu","status":"publish","type":"post","link":"https:\/\/www.infokuryr.cz\/n\/2024\/11\/06\/zbynek-fiala-cina-se-chce-vyhnout-obchodni-valce-s-eu\/","title":{"rendered":"Zbyn\u011bk Fiala: \u010c\u00edna se chce vyhnout obchodn\u00ed v\u00e1lce s EU"},"content":{"rendered":"<div id=\"fb-root\"><\/div>\n<p><strong>\u010cesk\u00e1 delegace v Pekingu vyslechla v\u00fdzvu k aktivn\u011bj\u0161\u00ed obran\u011b vlastn\u00edho pr\u016fmyslu spolu s nab\u00eddkou pos\u00edlit spolupr\u00e1ci s \u010c\u00ednou v oblastech obchodu, investic a nov\u00e9 energetiky.<\/strong><\/p>\n<p>Delegace \u010desk\u00e9ho ministerstva obchodu na \u00farovni vrchn\u00edho \u0159editele sekce fond\u016f EU Mariana Piechy, kter\u00e1 pr\u00e1v\u011b jednala v\u00a0Pekingu, byla prvn\u00ed p\u0159\u00edle\u017eitost\u00ed pro \u010d\u00ednsk\u00e9 partnery, jak trochu komunikovat obavy z\u00a0hroz\u00edc\u00ed obchodn\u00ed v\u00e1lky EU a \u010c\u00edny.<\/p>\n<p>Podle ofici\u00e1ln\u00ed zpr\u00e1vy \u010c\u00edna vyz\u00fdv\u00e1 \u010deskou vl\u00e1du, aby se aktivn\u011b pod\u00edlela na \u0159e\u0161en\u00ed obchodn\u00edho sporu s Evropskou uni\u00ed o elektromobily, uv\u00e1d\u00ed prohl\u00e1\u0161en\u00ed zve\u0159ejn\u011bn\u00e9 v ned\u011bli na internetov\u00fdch str\u00e1nk\u00e1ch \u010d\u00ednsk\u00e9ho ministerstva obchodu.<\/p>\n<p><a href=\"https:\/\/www.mofcom.gov.cn\/xwfb\/bldhd\/art\/2024\/art_3b5b89104ba34fad95e5d0870904f73c.html\">https:\/\/www.mofcom.gov.cn\/xwfb\/bldhd\/art\/2024\/art_3b5b89104ba34fad95e5d0870904f73c.html<\/a><\/p>\n<p>EU minul\u00fd t\u00fdden rozhodla o uvalen\u00ed cel a\u017e do v\u00fd\u0161e 45 % na elektromobily z\u00a0\u010c\u00edny. Nov\u00e1 celn\u00ed bari\u00e9ra vznikla zv\u00fd\u0161en\u00edm dosavadn\u00ed desetiprocentn\u00ed sazby o mocn\u00fdch 35,3 procenta. \u010c\u00ednsk\u00e1 vl\u00e1da to neakceptuje, sd\u011blil n\u00e1m\u011bstek \u010d\u00ednsk\u00e9ho ministra obchodu Ling Ji b\u011bhem setk\u00e1n\u00ed s \u010deskou delegac\u00ed. Zpr\u00e1vu ihned p\u0159evzal Bloomberg.<\/p>\n<p><a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2024-11-03\/china-urges-czech-government-to-help-resolve-ev-spat-with-eu%20\">https:\/\/www.bloomberg.com\/news\/articles\/2024-11-03\/china-urges-czech-government-to-help-resolve-ev-spat-with-eu<\/a><\/p>\n<p>\u010c\u00edna se z\u00e1rove\u0148 podivuje \u010desk\u00e9 pasivit\u011b, se kterou p\u0159ij\u00edm\u00e1me zni\u010duj\u00edc\u00ed \u00fatok na n\u00e1\u0161 pr\u016fmysl. N\u011bmeck\u00e1 vl\u00e1da aktivn\u011b h\u00e1j\u00ed svou automobilovou v\u00fdrobu, na kterou jsme \u00fazce nav\u00e1z\u00e1ni, a tak spolu se slovensk\u00fdm a ma\u010farsk\u00fdm veden\u00edm pat\u0159ila k\u00a0p\u011btici t\u011bch, kdo hlasovali proti tomuto drastick\u00e9mu ochran\u00e1\u0159sk\u00e9mu opat\u0159en\u00ed EU. P\u0159ekvapuje proto, \u017ee, \u010cesko se jen zdr\u017eelo hlasov\u00e1n\u00ed a nepomohlo k zablokov\u00e1n\u00ed n\u00e1vrhu, kter\u00fd podporuje z\u00a027 \u010dlensk\u00fdch st\u00e1t\u016f jen 10. Tak\u017ee nakonec celn\u00ed bitva vzpl\u00e1la, p\u0159esto\u017ee drtivou v\u011bt\u0161inu EU d\u011bs\u00ed.<\/p>\n<p>Podstata sporu je p\u0159itom jednoduch\u00e1. My jsme v\u017edycky tvrdili, \u017ee trh je svat\u00fd, proto\u017ee vyhr\u00e1v\u00e1 ten lep\u0161\u00ed a\u00a0produktivn\u011bj\u0161\u00ed. To ale plat\u00ed jen kdy\u017e vyhr\u00e1v\u00e1me my. Kdy\u017e vyhr\u00e1v\u00e1 \u010c\u00edna, je to nef\u00e9r a s\u00a0voln\u00fdm trhem se kon\u010d\u00ed.<\/p>\n<p>N\u011bmecko pova\u017euje\u00a0prohibitivn\u00ed cla na elektrick\u00e1 auta dov\u00e1\u017een\u00e1 z\u00a0\u010c\u00edny za \u00fatok na sv\u00e9 v\u00fdznamn\u00e9 trhy a v\u00a0nemal\u00e9 m\u00ed\u0159e i na svoji zahrani\u010dn\u00ed produkci. Rozpory mezi \u010dlensk\u00fdmi st\u00e1ty EU nakonec dos\u00e1hly toho, \u017ee proclen\u00ed bude diferencovan\u00e9, tak\u017ee plnou r\u00e1nu na komoru m\u00e1 dostat jen \u010d\u00ednsk\u00e1 st\u00e1tn\u00ed SAIC (ke kter\u00e9 pat\u0159\u00ed i MG). Soukrom\u00e1 Geely (vlastn\u00edk i \u0161v\u00e9dsk\u00e9ho Volva) m\u00e1 platit nav\u00edc jen polovinu maxim\u00e1ln\u00ed dopl\u0148kov\u00e9 sazby, nejv\u011bt\u0161\u00ed \u010d\u00ednsk\u00fd v\u00fdvozce BYD je\u0161t\u011b o chlup m\u00ed\u0148 (17 %) a \u0161anghajsk\u00e9 z\u00e1vody Muskovy Tesly jen 7,8 procenta.<\/p>\n<p>Uveden\u00e1 ofici\u00e1ln\u00ed zpr\u00e1va z\u00a0pekingsk\u00e9ho jedn\u00e1n\u00ed pracovn\u00ed delegace \u010desk\u00e9ho MPO vyzn\u00edv\u00e1 docela pozitivn\u011b, nebo\u0165 sou\u010dasn\u011b uv\u00e1d\u00ed, \u017ee \u010c\u00edna je podle n\u00e1m\u011bstka \u010d\u00ednsk\u00e9ho ministra Ling Ji ochotna pos\u00edlit spolupr\u00e1ci s \u010deskou stranou v oblastech obchodu, investic a nov\u00e9 energetiky a roz\u0161\u00ed\u0159it dovoz high-tech v\u00fdrobk\u016f a za\u0159\u00edzen\u00ed z \u010cesk\u00e9 republiky.<\/p>\n<p>\u010c\u00ednsk\u00e9 zastoupen\u00ed p\u0159i setk\u00e1n\u00ed s\u00a0\u010deskou delegac\u00ed bylo vst\u0159\u00edcn\u00e9 tak\u00e9 v\u00a0tom sm\u011bru, \u017ee respektovalo Piechovo n\u011bkdej\u0161\u00ed postaven\u00ed n\u00e1m\u011bstka ministra (ne\u017e se tyhle funkce rozdaly kamar\u00e1d\u016fm z\u00a0vl\u00e1dn\u00edch stran).<\/p>\n<p>Evropsk\u00fd zmaten\u00fd Green Deal st\u0159\u00edl\u00ed proti\u010d\u00ednsk\u00fdmi cly do vlastn\u00edho kolene. Cel\u00e1 evropsk\u00e1 strategie elektrifikace je postavena na tom, \u017ee kol\u00edsav\u00e9 obnoviteln\u00e9 zdroje mus\u00ed m\u00edt n\u011bjakou stabilizuj\u00edc\u00ed protiv\u00e1hu, kterou mohou b\u00fdt tak\u00e9 baterie elektrick\u00fdch aut. P\u0159edstavuj\u00ed nap\u0159\u00edklad nejdostupn\u011bj\u0161\u00ed cestu, jak odstranit sou\u010dasnou pravidelnou pohromu pro sol\u00e1ry, kterou p\u0159edstavuj\u00ed hodiny z\u00e1porn\u00e9 ceny elekt\u0159iny.<\/p>\n<p>Kdy\u017e n\u00e1hodou o v\u00edkendu v\u00a0poledne po\u0159\u00e1dn\u011b zasv\u00edt\u00ed, v\u00fdkupn\u00ed cena elekt\u0159iny se fakticky prom\u011bn\u00ed v\u00a0mastnou pokutu za v\u00fdrobu. P\u0159itom by sta\u010dilo, kdyby v\u00a0tu chv\u00edli nastoupila elektrick\u00e1 auta a za\u010dala ods\u00e1vat p\u0159ebytek proudu sv\u00fdmi nab\u00edje\u010dkami. A kdyby pak ve\u010der, kdy zase trh zahlt\u00ed \u0161pi\u010dkov\u00e1 popt\u00e1vka, stejn\u00e1 auta uc\u00e1kla do s\u00edt\u011b trochu proudu ze sv\u00fdch baterek, mohla by o\u0159ezat i cenov\u00fd v\u00fdkyv vzh\u016fru.\u00a0 Z\u00a0n\u00e1v\u0161t\u011bvy v\u00a0mladoboleslavsk\u00fdch z\u00e1vodech v\u00edm, \u017ee \u0160koda s\u00a0takovou funkc\u00ed sv\u00fdch aut v\u00fdhledov\u011b po\u010d\u00edt\u00e1. Kapacity baterek n\u00e1rodn\u00ed flotily elektromobil\u016f budou v\u017edy n\u00e1sobn\u011b p\u0159evy\u0161ovat nejv\u011bt\u0161\u00ed pr\u016fmyslov\u00e9 akumul\u00e1tory pro energetiku.<\/p>\n<p>Ale pochopiteln\u011b jen tehdy, kdy\u017e je takov\u00fdch aut dost. Proto byl vynalezen bi\u010d na evropsk\u00e9 automobilky v\u00a0podob\u011b limit\u016f uhl\u00edkov\u00fdch emis\u00ed pro vyr\u00e1b\u011bn\u00e9 flotily. Pouh\u00fdmi spalovac\u00edmi motory u\u017e tyto po\u017eadavky splnit nelze, jen rostouc\u00edm pod\u00edlem elektrick\u00fdch aut. Jen\u017ee p\u0159echod na novou technologii je drah\u00fd. Proto automobilky za\u010daly s\u00a0drah\u00fdmi modely, aby si na nov\u00e9 v\u00fdrobn\u00ed programy a linky vyd\u011blaly. Ale proto si je teaka tak m\u00e1lo lid\u00ed m\u016f\u017ee dovolit.<\/p>\n<p>A\u017e masov\u00e1 v\u00fdroba elektrick\u00fdch aut bude levn\u011bj\u0161\u00ed, proto\u017ee je vlastn\u011b docela jednoduch\u00e1. Na \u0161asi se nas\u00e1z\u00ed bateriov\u00fd blok, n\u011bco zavinut\u00fdch a nata\u017een\u00fdch dr\u00e1t\u016f a software. P\u0159esn\u00e9 stroj\u00edrenstv\u00ed motor\u016f a p\u0159evodovek u\u017e nen\u00ed zapot\u0159eb\u00ed.<\/p>\n<p>Automobilky to odstartovaly nejdra\u017e\u0161\u00edmi modely, proto\u017ee stejn\u011b nikdo jin\u00fd, ne\u017e ti nejbohat\u0161\u00ed, si nemohou dovolit celou s\u00e9rku, kter\u00e1 tomu d\u00e1v\u00e1 pln\u00fd smysl. Tvo\u0159\u00ed ji jak to auto, tak sol\u00e1ry na st\u0159e\u0161e a nab\u00edje\u010dka v\u00a0gar\u00e1\u017ei rodinn\u00e9ho domu, kter\u00e9 je doma \u201ezadarmo\u201c spolehliv\u011b nakrm\u00ed. Zvl\u00e1\u0161\u0165 kdy\u017e denn\u00ed cesty moc nep\u0159esahuj\u00ed \u010desk\u00fd pr\u016fm\u011br p\u00e1r des\u00edtek kilometr\u016f.<\/p>\n<p>Dal\u0161\u00ed v\u00fdhodou elektromobility bude snaz\u0161\u00ed integrace funkc\u00ed autonomn\u00edho \u0159\u00edzen\u00ed. A\u017e se jednou obejdou bez volantu, budou je moci po\u017e\u00edvat i vy\u0161eptal\u00ed d\u016fchodci. To je potenci\u00e1l n\u00e1r\u016fstu popt\u00e1vky, ani\u017e by poklesla bezpe\u010dnost silni\u010dn\u00ed dopravy na \u00farove\u0148 asistovan\u00e9 sebevra\u017edy. Dokonce i v\u00a0\u010cesku u\u017e jde do sn\u011bmovny novela, kter\u00e1 m\u00e1 r\u016fznou m\u00edru autonomn\u00edho \u0159\u00edzen\u00ed zav\u00e9st do platn\u00fdch p\u0159edpis\u016f.<\/p>\n<p><a href=\"https:\/\/autosap.cz\/aktualita\/novela-o-autonomnich-vozidlech-krok-k-sirsimu-vyuziti-autonomnich-technologii-na-nasich-silnicich\/\">https:\/\/autosap.cz\/aktualita\/novela-o-autonomnich-vozidlech-krok-k-sirsimu-vyuziti-autonomnich-technologii-na-nasich-silnicich\/<\/a><\/p>\n<p>Jen\u017ee tohle v\u0161echno bude d\u00e1vat smysl, a\u017e bude t\u011bch elektrick\u00fdch aut mnohon\u00e1sobn\u011b v\u00edc ne\u017e dnes. Zat\u00edm jsme hluboko pod deseti procenty, co\u017e je d\u00e1no t\u00edm, \u017ee \u010desk\u00e1 vl\u00e1da sleduje jin\u00e9 c\u00edle. Vid\u00ed s\u00a0nelibost\u00ed, \u017ee obnoviteln\u00e9 zdroje bez v\u00fdkyv\u016f mohou p\u0159edstavovat \u00a0\u0161\u00ed\u0159e vyu\u017eiteln\u00fd zdroj, nejen mal\u00fd dopln\u011bk energetick\u00e9 v\u00fdroby, za kter\u00fd jsou dnes vyd\u00e1v\u00e1ny. Jakmile by se OZE za\u010daly v\u00edce prosazovat, mohly by posilovat touhu po nez\u00e1vislosti na centr\u00e1ln\u00edch dodavatel\u00edch elekt\u0159iny. A to je docela nebezpe\u010dn\u00e9 svobodov\u00e1n\u00ed, kter\u00e9 rozvrac\u00ed \u00fasp\u011b\u0161n\u00fd model \u0159\u00edzen\u00e9ho drancov\u00e1ni pen\u011b\u017eenek ob\u010dan\u016f.<\/p>\n<p>Proto se u n\u00e1s pokrytecky prosazuje \u201etechnologick\u00e1 neutralita\u201c ve vztahu k\u00a0automobilov\u00e9 v\u00fdrob\u011b. Znamen\u00e1 to nep\u0159\u00edpustnost v\u00fdznamn\u011bj\u0161\u00edch podpor elektrick\u00fdm aut\u016fm. Nen\u00ed z\u00e1jem o to, aby se mohla d\u0159\u00edve rozjet v\u00fdroba pro masov\u00e9 u\u017eivatele (jako v\u00a0\u010c\u00edn\u011b). Rad\u011bji deset let po\u010dk\u00e1me, jak dopadne sout\u011b\u017e elektrick\u00fdch aut s t\u011bmi vod\u00edkov\u00fdmi, pro kter\u00e9 zat\u00edm nen\u00ed k\u00a0dispozici jedin\u00e1 funk\u010dn\u00ed ve\u0159ejn\u00e1 plni\u010dka. Jsme prost\u011b tr\u017en\u00ed a\u017e do roztrh\u00e1n\u00ed t\u011bla.<\/p>\n<p>Z po\u010d\u00e1te\u010dn\u00edho nep\u0159\u00e1telstv\u00ed k elektromobilit\u011b se vyl\u00edhlo z\u00e1konit\u00e9 zaost\u00e1v\u00e1n\u00ed. Aby n\u00e1s \u010c\u00edna nespl\u00e1chla \u00fapln\u011b, tak se te\u010f obrn\u00edme cly, za kter\u00e1 si koup\u00edme ztracen\u00fd \u010das na doh\u00e1n\u011bn\u00ed. Jen\u017ee konkurence neulehne ke sp\u00e1nku, aby na n\u00e1s po\u010dkala. Jej\u00ed technologick\u00e1 p\u0159evaha je\u0161t\u011b naroste. Evrop\u0161t\u00ed a ameri\u010dt\u00ed z\u00e1kazn\u00edci mohou m\u00edt \u010d\u00ednsk\u00e1 auta prakticky zak\u00e1zan\u00e1, ale jsou tu p\u0159ece vyno\u0159uj\u00edc\u00ed se trhy Glob\u00e1ln\u00edho Jihu, kde ekonomiky rostou rychleji ne\u017e na nasycen\u00fdch star\u00fdch trz\u00edch a vznik\u00e1 tam nov\u00e1 st\u0159edn\u00ed t\u0159\u00edda, kter\u00e1 ztracenou popt\u00e1vku snadno nahrad\u00ed.<\/p>\n<p>Ale i kdy\u017e se star\u00e1me jen o sv\u00e9, neznamen\u00e1 to, \u017ee ochran\u00e1\u0159stv\u00ed je v\u017edycky \u0161patn\u00e9. M\u016f\u017ee b\u00fdt, \u017ee jde o n\u00e1stroj z\u00a0krabi\u010dky posledn\u00ed z\u00e1chrany pro budoucnost dom\u00e1c\u00edho pr\u016fmyslu. Jen to nen\u00ed v\u0161el\u00e9k, je to pouh\u00fd pokus o p\u0159enesen\u00ed rizik jinam. Zkou\u0161\u00edme je p\u0159esunout tam, kde bychom si s\u00a0nimi um\u011bli l\u00e9pe poradit.<\/p>\n<p>Ochran\u00e1\u0159stv\u00ed v\u0161ak nesm\u00ed znamenat uzav\u0159en\u00ed, to se osv\u011bd\u010dilo jenom v\u00a0hrob\u011b.
