Rod\u00ed se m\u00e9n\u011b \u010desk\u00fdch d\u011bt\u00ed a tak prakticky jedin\u00fdm zdrojem, jak vyrovn\u00e1vat p\u0159irozen\u00e9 \u00fabytky obyvatelstva je p\u0159\u00edchod migrant\u016f. Na\u0161t\u011bst\u00ed ale o jin\u00e9 imigranty, ne\u017eli o ty, kte\u0159\u00ed p\u0159ich\u00e1zej\u00ed z Ukrajiny, nemus\u00edme m\u00edt z\u00e1jem.<\/p>\n<p>V sou\u010dasn\u00e9 dob\u011b je u n\u00e1s 350 tis\u00edc Ukrajinc\u016f, sp\u00ed\u0161e mlad\u0161\u00edch nebo dokonce velmi mlad\u00fdch, maj\u00edc\u00edch p\u0159ed sebou des\u00edtky let pracovn\u00ed \u010dinnosti. A tedy p\u0159\u00edjm\u016f vyd\u011blan\u00fdch pro sebe, ale tak\u00e9 pro \u010desk\u00fd st\u00e1t.<\/p>\n<p>Na druh\u00e9 stran\u011b u\u017e dnes tito lid\u00e9 mus\u00ed n\u011bkde bydlet. Tak\u017ee bohat\u00ed Ukrajinci bydl\u00ed nadstandardn\u011b v bytech s vysok\u00fdmi n\u00e1jmy a naprost\u00e1 v\u011bt\u0161ina dal\u0161\u00edch bydl\u00ed, \u0159ekl bych, r\u016fzn\u011b. \u010casto sd\u00edlej\u00ed n\u00e1jmy, ale v z\u00e1sad\u011b zvy\u0161uj\u00ed popt\u00e1vku po bydlen\u00ed a tedy i ceny n\u00e1jm\u016f a ceny byt\u016f zejm\u00e9na ve velk\u00fdch \u010desk\u00fdch m\u011bstech.<\/p>\n<p>Stejn\u011b tak ceny byt\u016f, zejm\u00e9na v Praze, zvy\u0161uj\u00ed zahrani\u010dn\u00ed pracovn\u00edci nadn\u00e1rodn\u00edch a zahrani\u010dn\u00edch firem, kter\u00e9 v \u010cesku p\u016fsob\u00ed. Tyto firmy tak\u00e9 sv\u00fdm zam\u011bstnanc\u016fm jako benefit plat\u00ed podstatnou \u010d\u00e1st n\u00e1jm\u016f a t\u00edmto zp\u016fsobem pochopiteln\u011b tak\u00e9 zvy\u0161uj\u00ed ceny n\u00e1jm\u016f a ceny byt\u016f zejm\u00e9na v Praze.<\/p>\n<p>P\u0159ed ka\u017ed\u00fdmi volbami se politick\u00e9 strany trumfuj\u00ed v bombastick\u00fdch heslech o tom, kolik des\u00edtek tis\u00edc byt\u016f v tom p\u0159\u00ed\u0161t\u00edm volebn\u00edm obdob\u00ed postav\u00ed. Samoz\u0159ejm\u011b, \u017ee je to le\u017e jako v\u011b\u017e. Proto\u017ee, pokud neexistuje z\u00e1konn\u00e1 norma (\u010di normy), kter\u00e1 by vhodn\u00fdm zp\u016fsobem upravovala mo\u017enosti v\u00fdstavby n\u00e1jemn\u00edch komun\u00e1ln\u00edch, dru\u017estevn\u00edch a dal\u0161\u00edch byt\u016f, pak m\u016f\u017eu sl\u00edbit cokoliv. Ale takov\u00fd slib nelze dodr\u017eet.<\/p>\n<p>P\u0159ed p\u00e1r dny se na jednom ze server\u016f objevil rozhovor s \u0161\u00e9fem v\u00edde\u0148sk\u00e9 organizace zaji\u0161\u0165uj\u00edc\u00ed v\u00fdstavbu nov\u00fdch m\u011bstsk\u00fdch byt\u016f ve V\u00eddni a jejich \u00fadr\u017ebu. Na tyto v\u00edde\u0148sk\u00e9 zku\u0161enosti upozor\u0148uji od za\u010d\u00e1tku 90. let, kdy jsem jako \u010dlen pra\u017esk\u00e9ho zastupitelstva za\u010dal pravideln\u011b nav\u0161t\u011bvovat v\u00edde\u0148skou radnici. Studoval jsem na tamn\u00ed radnici nejr\u016fzn\u011bj\u0161\u00ed str\u00e1nky \u017eivota V\u00eddn\u011b, po\u010d\u00ednaje likvidac\u00ed odpadu, m\u011bstskou hromadnou dopravou a\u017e po podporu cestovn\u00edho ruchu. Ale nejv\u00edce m\u011b zaujala pr\u00e1v\u011b bytov\u00e1 politika. U\u017e tehdy m\u011blo m\u011bsto V\u00edde\u0148 ve vlastnictv\u00ed 220 tis\u00edc byt\u016f. A dal\u0161\u00edch 200 tis\u00edc byt\u016f vzniklo, samoz\u0159ejm\u011b s podporou m\u011bsta a pod jeho vlivem, na b\u00e1zi neziskov\u00fdch dru\u017estev. M\u016f\u017eeme \u0159\u00edci, \u017ee nejm\u00e9n\u011b polovina v\u00edde\u0148sk\u00e9 populace \u017eije v n\u011bjak\u00e9 form\u011b bydlen\u00ed, kter\u00e9 je podporov\u00e1no m\u011bstem. Tedy z m\u011bstsk\u00fdch pen\u011bz. Nemluv\u011b o tom, \u017ee V\u00edde\u0148\u00e1ci, ale tak\u00e9 v\u00edde\u0148sk\u00e9 firmy, plat\u00ed nevysokou zvl\u00e1\u0161tn\u00ed da\u0148, ur\u010denou jako zdroj pro v\u00fdstavbu nov\u00fdch n\u00e1jemn\u00edch byt\u016f.<\/p>\n<p>Kdy\u017e jsem se seznamoval s detaily bytov\u00e9 politiky ve V\u00eddni, bylo mi \u0159e\u010deno, \u017ee ka\u017ed\u00fd rok se m\u011bstu vrac\u00ed 7 tis\u00edc voln\u00fdch byt\u016f. Lid\u00e9, kte\u0159\u00ed tam bydleli, bu\u010f ode\u0161li za prac\u00ed jinam anebo bydl\u00ed ve sv\u00e9m anebo ode\u0161li p\u0159irozenou cestou ze sv\u011bta. A 7 tis\u00edc byt\u016f je pak obsazov\u00e1no na z\u00e1klad\u011b ur\u010dit\u00fdch krit\u00e9ri\u00ed, tak\u017ee nov\u00e1 bytov\u00e1 v\u00fdstavba n\u00e1jemn\u00edch byt\u016f nemus\u00ed b\u00fdt uskute\u010d\u0148ov\u00e1na v n\u011bjak\u00fdch z\u00e1vratn\u00fdch po\u010dtech.<\/p>\n<p>Prost\u011b, b\u011b\u017en\u00fd V\u00edde\u0148\u00e1k se zhruba za rok a p\u016fl po pod\u00e1n\u00ed sv\u00e9 \u017e\u00e1dosti na radnici dostane k prvot\u0159\u00eddn\u00edmu n\u00e1jemn\u00edmu bytu, kter\u00fd m\u00e1 velmi slu\u0161n\u00e9 parametry. N\u00e1jemn\u00e9 si pochopiteln\u011b m\u016f\u017ee ur\u010dit s\u00e1m vlastn\u00edk, tedy de facto m\u011bsto V\u00edde\u0148, tak\u017ee je regulovan\u00e9 na \u00farovni na\u0161ich cca 160 K\u010d\/m2.<\/p>\n<p>\u010cl\u00e1nek na zm\u00edn\u011bn\u00e9m serveru byl nazv\u00e1n: \u201eV\u00edde\u0148sk\u00fd z\u00e1zrak. Levn\u00e9 bydlen\u00ed do roka a p\u016fl pro ka\u017ed\u00e9ho\u201c.<\/p>\n<p>Samoz\u0159ejm\u011b, \u017ee i my bychom mohli m\u00edt podobnou situaci v oblasti bydlen\u00ed, jako je ve V\u00eddni a v jin\u00fdch velk\u00fdch rakousk\u00fdch m\u011bstech. Je pravda, \u017ee ve V\u00eddni vl\u00e1dnou od doby zah\u00e1jen\u00ed velkorys\u00e9 bytov\u00e9 v\u00fdstavby n\u00e1jemn\u00edch byt\u016f p\u0159ed 100 lety, prakticky nep\u0159etr\u017eit\u011b, s v\u00fdjimkou let 1938 \u2013 1945, kdy Rakousko bylo p\u0159i\u010dlen\u011bno k tzv. Velkon\u011bmeck\u00e9 \u0159\u00ed\u0161i, soci\u00e1ln\u00ed demokrat\u00e9.<\/p>\n<p>Mnohokr\u00e1t v nejr\u016fzn\u011bj\u0161\u00edch volebn\u00edch programech pro komun\u00e1ln\u00ed volby v Praze ale tak\u00e9 pro volby v celost\u00e1tn\u00edm m\u011b\u0159\u00edtku, jsem do program\u016f \u010cSSD prosazoval \u0159e\u0161en\u00ed, kter\u00e9 by v podstat\u011b p\u0159ijalo v pln\u00e9m rozsahu v\u00edde\u0148sk\u00fd model bytov\u00e9 v\u00fdstavby. Jde o to, vytvo\u0159it segment n\u00e1jemn\u00edch byt\u016f pro ob\u010dany, kte\u0159\u00ed nedosahuj\u00ed se sv\u00fdmi p\u0159\u00edjmy na hypot\u00e9\u010dn\u00ed financov\u00e1n\u00ed. A t\u011bchto ob\u010dan\u016f bude s ohledem na zpev\u0148uj\u00edc\u00ed se krit\u00e9ria bank pro z\u00edsk\u00e1n\u00ed hypot\u00e9\u010dn\u00edho financov\u00e1n\u00ed st\u00e1le v\u00edce.<\/p>\n<p>V minul\u00e9m volebn\u00edm obdob\u00ed jsem inspiroval bytov\u00e9ho odborn\u00edka \u010cSSD, Ivana P\u0159ikryla, ke zpracov\u00e1n\u00ed dvou n\u00e1vrh\u016f z\u00e1kon\u016f, kter\u00fdmi by se mohla podstatn\u00fdm zp\u016fsobem b\u011bhem n\u011bkolika let zm\u011bnit situace na trhu s bydlen\u00edm. Jeden n\u00e1vrh z\u00e1kona sm\u011b\u0159oval k omezen\u00ed tzv. Bed and Breakfast (airbnb), co\u017e je forma p\u0159echodn\u00e9ho ubytov\u00e1n\u00ed, kterou lze charakterizovat jako nekalou sout\u011b\u017e v\u016f\u010di ubytovac\u00edm za\u0159\u00edzen\u00edm hotelov\u00e9ho typu. To v\u0161ak nen\u00ed v tuto chv\u00edli p\u0159edm\u011bt, o kter\u00e9m chci ps\u00e1t. Nicm\u00e9n\u011b, pokud by se tato slu\u017eba nap\u0159. v Praze zlikvidovala, na trhu by se okam\u017eit\u011b objevily tis\u00edce voln\u00fdch byt\u016f, co\u017e by zah\u00fdbalo s cenami n\u00e1jm\u016f sm\u011brem dol\u016f.<\/p>\n<p>Chci upozornit sp\u00ed\u0161e na druh\u00fd n\u00e1vrh z\u00e1kona, zpracovan\u00fd doktorem P\u0159ikrylem a pot\u00e9 korigovan\u00fd ministerstvem pro m\u00edstn\u00ed rozvoj, kter\u00fd pro\u0161el ve sn\u011bmovn\u011b u\u017e i druh\u00fdm \u010dten\u00edm. P\u0159i formulaci zad\u00e1n\u00ed tohoto z\u00e1kona jsme vych\u00e1zeli jednak z v\u00edde\u0148sk\u00fdch zku\u0161enost\u00ed, ale tak\u00e9 ze zku\u0161enost\u00ed britsk\u00fdch. Pokud by tento z\u00e1kon b\u00fdval pro\u0161el t\u0159et\u00edm \u010dten\u00edm ve sn\u011bmovn\u011b a prosm\u00fdkl by se i Sen\u00e1tem, bylo by mo\u017en\u00e9 za\u010d\u00edt stav\u011bt levn\u00e9 n\u00e1jemn\u00ed byty ve velk\u00e9m rozsahu. P\u0159edpokl\u00e1dalo by to, tak jako ve V\u00eddni, vytvo\u0159en\u00ed neziskov\u00fdch subjekt\u016f, dru\u017estev \u010di spole\u010dnost\u00ed, kter\u00e9 by ve spolupr\u00e1ci s obcemi za\u010daly stav\u011bt byty. Tyto neziskov\u00e9 subjekty by z\u00edskaly od obc\u00ed zdarma pozemky na bytovou v\u00fdstavbu. Od bank by z\u00edskaly \u00fav\u011bry a mohly by stav\u011bt nap\u0159. podle unifikovan\u00fdch projekt\u016f a tedy levn\u011b. Samoz\u0159ejm\u011b, \u017ee develope\u0159i, kte\u0159\u00ed jsou mocnou silou v t\u00e9to zemi, okam\u017eit\u011b vyc\u00edtili nebezpe\u010d\u00ed tohoto z\u00e1kona pro n\u011b. V\u017edy\u0165 oni by r\u00e1di stav\u011bli i byty, kter\u00e9 by obce pot\u00e9 pronaj\u00edmaly. Ale stav\u011bli by byty za tr\u017en\u00ed ceny. Princip neziskov\u00e9ho subjektu spo\u010d\u00edv\u00e1 v tom, \u017ee nestav\u00ed bytov\u00fd d\u016fm pro zisk. Po postaven\u00ed bytov\u00e9ho domu neziskov\u00fdm subjektem (dru\u017estvem) by anuita cel\u00e9ho projektu (tedy spl\u00e1tky \u00fav\u011br\u016f a \u00farok\u016f bance) byly hrazeny z p\u0159ijat\u00e9ho n\u00e1jemn\u00e9ho. Tak\u017ee z\u00e1jmem obc\u00ed by muselo b\u00fdt \u201edodat\u201c co nejspolehliv\u011bj\u0161\u00ed n\u00e1jemn\u00edky, kte\u0159\u00ed budou schopni a ochotni platit de facto regulovan\u00e9 n\u00e1jemn\u00e9.<\/p>\n<p>V Brit\u00e1nii je takov\u00fdmto zp\u016fsobem stav\u011bno ro\u010dn\u011b p\u0159es 50 tis\u00edc komun\u00e1ln\u00edch byt\u016f. A to dlouh\u00e1 l\u00e9ta. Tak\u017ee popt\u00e1vka v ur\u010dit\u00e9m segmentu britsk\u00e9 spole\u010dnosti pokud jde o bydlen\u00ed, je uspokojena. A samoz\u0159ejm\u011b, kdo chce sv\u00e9 bydlen\u00ed, m\u00e1 mo\u017enost pou\u017e\u00edt vlastn\u00edch prost\u0159edk\u016f, hypot\u00e9\u010dn\u00edho financov\u00e1n\u00ed a bydlet ve vlastn\u00edm.<\/p>\n<p>Tato vl\u00e1da probl\u00e9my bydlen\u00ed v\u016fbec ne\u0159e\u0161\u00ed. Asi nejv\u00fdrazn\u011bj\u0161\u00ed aktivita ministra Barto\u0161e, tedy mj. ministra po bytovou politiku, spo\u010d\u00edvala v tom, \u017ee nav\u0161t\u00edvil p\u0159ed \u010dasem Izrael, aby se pou\u010dil, jak to tam d\u011blaj\u00ed s konop\u00edm. To je jist\u011b chv\u00e1lyhodn\u00e1 iniciativa pro jist\u00fd segment z\u00e1jemc\u016f o tuto lehkou drogu. Ale probl\u00e9my bydlen\u00ed to ne\u0159e\u0161\u00ed. Upozor\u0148uji pana ministra, ale mysl\u00edm, \u017ee je to zbyte\u010dn\u00e9, \u017ee v poslaneck\u00e9 sn\u011bmovn\u011b v archivu je zaparkov\u00e1n n\u00e1vrh z\u00e1kona, spojen\u00fd s b\u00fdval\u00fdm poslancem Birkem, kter\u00fd se v\u011bnoval udr\u017eiteln\u00e9 v\u00fdstavb\u011b komun\u00e1ln\u00edch n\u00e1jemn\u00edch byt\u016f. Sta\u010d\u00ed ho jen opr\u00e1\u0161it a v ma\u0161li\u010dk\u00e1ch odn\u00e9st do poslaneck\u00e9 sn\u011bmovny. Pan ministr Barto\u0161 nam\u00edsto toho p\u0159i\u0161el do poslaneck\u00e9 sn\u011bmovny s takov\u00fdmi h\u00e1motinami v oblasti bydlen\u00ed, \u017ee rozum z\u016fstal st\u00e1t.
