Paroubek p\u0159edstavil pl\u00e1n, co s bydlen\u00edm"},"content":{"rendered":"<div id=\"fb-root\"><\/div>\n<p><strong>Na tiskov\u00e9 konferenci \u010cSSD po\u0159\u00e1dan\u00e9 v tomto t\u00fddnu volebn\u00ed l\u00eddr t\u00e9to strany pro volby do EP Ji\u0159\u00ed Paroubek vyhl\u00e1sil programov\u00e9 z\u00e1m\u011bry strany v oblasti bytov\u00e9 v\u00fdstavby. Tyto z\u00e1m\u011bry se t\u00fdkaj\u00ed p\u0159edev\u0161\u00edm v\u011bkov\u00e9 skupiny lid\u00ed mezi 25 \u2013 35 lety, tedy lid\u00ed vesm\u011bs poprv\u00e9 zakl\u00e1daj\u00edc\u00edch rodinu a sh\u00e1n\u011bj\u00edc\u00edch byt.<\/strong><\/p>\n<p>Ji\u0159\u00ed Paroubek v \u00favodu tiskov\u00e9 konference \u010cSSD p\u0159edstavil anal\u00fdzu sou\u010dasn\u00e9 situace mlad\u00fdch \u010cech\u016f, pokud jde o n\u00e1jemn\u00ed bydlen\u00ed.<\/p>\n<p>Za n\u00e1jemn\u00ed byt 60 m2 vynalo\u017e\u00ed t\u00e9m\u011b\u0159 40 % z medi\u00e1nu pr\u016fm\u011brn\u00e9 mzdy. Zaplat\u00ed tedy ze sv\u00e9ho p\u0159\u00edjmu v\u00edce, ne\u017e ve v\u011bt\u0161in\u011b zem\u00ed EU. Tedy pokud vezmeme medi\u00e1n mzdy t\u00e9to v\u011bkov\u00e9 skupiny u n\u00e1s 46 000 K\u010d (je pot\u0159eba podotknout, \u017ee na tuto \u010d\u00e1stku nedosahuj\u00ed dv\u011b t\u0159etiny mlad\u00fdch lid\u00ed).<\/p>\n<p>Podle poradensk\u00e9 a auditorsk\u00e9 firmy Delloite \u010dinil v I. \u010dtvrtlet\u00ed pr\u016fm\u011brn\u00fd n\u00e1jem v \u010cR t\u00e9m\u011b\u0159 300 K\u010d za m2. Tzn., \u017ee pr\u016fm\u011brn\u00e9 m\u011bs\u00ed\u010dn\u00ed n\u00e1jemn\u00e9 za byt 60 m2 je t\u00e9m\u011b\u0159 cca 18 000 K\u010d. A existuj\u00ed samoz\u0159ejm\u011b rozd\u00edly podle lokalit. V Praze je v\u00fd\u0161e n\u00e1jmu na m2 cca 500 K\u010d a v Brn\u011b cca 400 K\u010d za m2.<\/p>\n<p>\u010cist\u00e1 mzda mlad\u00fdch bezd\u011btn\u00fdch lid\u00ed se v \u010cesku pohybuje v pr\u016fm\u011bru kolem 36 000 K\u010d. Z toho plyne, \u017ee mlad\u00ed lid\u00e9 zaplat\u00ed za bydlen\u00ed polovinu sv\u00e9ho \u010dist\u00e9ho p\u0159\u00edjmu.<\/p>\n<p>Pro srovn\u00e1n\u00ed \u010cSSD uv\u00e1d\u00ed, \u017ee v sousedn\u00edm N\u011bmecku je medi\u00e1n mzdy u mlad\u00fdch lid\u00ed 102 000 K\u010d m\u011bs\u00ed\u010dn\u011b. A za byt 70 m2 bez poplatk\u016f zaplat\u00ed t\u00e9m\u011b\u0159 600 eur, tj. asi 15 000 korun. Za poplatky pak mohou mlad\u00ed N\u011bmci zaplatit dal\u0161\u00edch cca 200 eur, tedy asi 5000 korun.<\/p>\n<p>Z toho plyne, \u017ee mlad\u00ed N\u011bmci zaplat\u00ed za n\u00e1jemn\u00e9 p\u011btinu sv\u00e9ho hrub\u00e9ho p\u0159\u00edjmu. Tedy o polovinu m\u00e9n\u011b ne\u017e mlad\u00ed \u010ce\u0161i.<\/p>\n<p>V Rakousku je situace obdobn\u00e1. Medi\u00e1n mzdy mlad\u00fdch Raku\u0161an\u016f \u010din\u00ed cca 90 000 K\u010d, je tedy ni\u017e\u0161\u00ed ne\u017eli v N\u011bmecku. Pr\u016fm\u011brn\u00e9 n\u00e1jemn\u00e9 ke konci roku 2023 \u010dinilo 634 eur, tedy 15 850 K\u010d. Z hrub\u00e9ho p\u0159\u00edjmu tak mlad\u00ed Raku\u0161an\u00e9 zaplat\u00ed za bydlen\u00ed cca 18 %.<\/p>\n<p>Pod\u00edvejme se na situaci ve Francii. Tam je medi\u00e1n mzdy u mlad\u00fdch lid\u00ed 77 700 K\u010d a n\u00e1jemn\u00e9 bez poplatk\u016f u nevybaven\u00fdch byt\u016f dosahuje necel\u00fdch 17 000 K\u010d. V Pa\u0159\u00ed\u017ei jsou pochopiteln\u011b ceny n\u00e1jemn\u00e9ho podstatn\u011b vy\u0161\u0161\u00ed ne\u017eli v ostatn\u00ed Francii.<\/p>\n<p><a href=\"https:\/\/stranapro.cz\/\"><img decoding=\"async\" loading=\"lazy\" class=\"wp-image-40285 aligncenter\" src=\"http:\/\/www.infokuryr.cz\/n\/wp-content\/uploads\/2023\/11\/11pro-300x79.png\" alt=\"\" width=\"668\" height=\"176\" srcset=\"https:\/\/www.infokuryr.cz\/n\/wp-content\/uploads\/2023\/11\/11pro-300x79.png 300w, https:\/\/www.infokuryr.cz\/n\/wp-content\/uploads\/2023\/11\/11pro.png 363w\" sizes=\"(max-width: 668px) 100vw, 668px\" \/><\/a><\/p>\n<p>To ov\u0161em neznamen\u00e1, \u017ee je to v\u0161ude tak jako v uveden\u00fdch t\u0159ech zem\u00edch z\u00e1padn\u00ed Evropy. Tedy, \u017ee mlad\u00ed lid\u00e9 zaplat\u00ed vesm\u011bs p\u011btinu sv\u00e9ho pr\u016fm\u011brn\u00e9ho p\u0159\u00edjmu za n\u00e1jemn\u00e9, zopakoval Ji\u0159\u00ed Paroubek.<\/p>\n<p>V prvn\u00edm p\u0159\u00edpad\u011b, tedy u soukrom\u00e9 v\u00fdstavby prvn\u00edho bydlen\u00ed mlad\u00fdch lid\u00ed, navrhuje \u010cSSD, aby t\u011bmto ob\u010dan\u016fm st\u00e1t poskytoval bez\u00faro\u010dn\u00e9 \u00fav\u011bry do 2 milion\u016f K\u010d se splatnost\u00ed na 20 let. Z t\u011bchto \u00fav\u011br\u016f by bylo po\u0159\u00edzeno prvn\u00ed bydlen\u00ed rodiny, a\u0165 u\u017e v\u00fdstavbou nov\u00e9ho domu, \u010di bytu anebo rekonstrukc\u00ed ji\u017e existuj\u00edc\u00edho bytu. \u00dav\u011bry m\u016f\u017ee poskytovat bu\u010f st\u00e1tn\u00ed instituce \u2013 N\u00e1rodn\u00ed rozvojov\u00e1 banka (NRB) anebo na z\u00e1klad\u011b smlouvy uzav\u0159en\u00e9 s NRB b\u011b\u017en\u00e9 komer\u010dn\u00ed banky v r\u00e1mci nab\u00eddky v\u011bj\u00ed\u0159e mo\u017enost\u00ed financov\u00e1n\u00ed bytov\u00e9 v\u00fdstavby, jen\u017e poskytuj\u00ed. P\u0159itom z\u00e1ruka \u00fav\u011bru by se uskute\u010dnila nemovitost\u00ed, je\u017e je financov\u00e1na z \u00fav\u011bru.<\/p>\n<p>Zdrojem financov\u00e1n\u00ed by byl Evropsk\u00fd fond obnovy anebo obecn\u011b evropsk\u00e9 fondy, ze kter\u00fdch by byla poskytov\u00e1na dotace N\u00e1rodn\u00ed rozvojov\u00e9 bance. V prvn\u00edch, \u0159ekn\u011bme, 6 \u2013 8 letech, by byla pot\u0159eba dotace NRB v rozsahu 5 \u2013 8 mld. ro\u010dn\u011b. Ze spl\u00e1tek \u00fav\u011br\u016f by se postupn\u011b vytv\u00e1\u0159el fond pro financov\u00e1n\u00ed v\u00fdstavby byt\u016f v dal\u0161\u00edch letech a po n\u011bjak\u00fdch 8 \u2013 10 letech by byly zdrojem financov\u00e1n\u00ed bytov\u00e9 v\u00fdstavby v r\u00e1mci tohoto programu ji\u017e jen spl\u00e1tky \u00fav\u011br\u016f.<\/p>\n<p>Okruh p\u0159\u00edjemc\u016f by tvo\u0159ili lid\u00e9 do 35 let, z nich\u017e alespo\u0148 jeden by byl ob\u010danem \u010cR.<\/p>\n<p><img decoding=\"async\" loading=\"lazy\" class=\"wp-image-52970 alignleft\" src=\"http:\/\/www.infokuryr.cz\/n\/wp-content\/uploads\/2024\/05\/rajch-pro-212x300.jpg\" alt=\"\" width=\"559\" height=\"791\" srcset=\"https:\/\/www.infokuryr.cz\/n\/wp-content\/uploads\/2024\/05\/rajch-pro-212x300.jpg 212w, https:\/\/www.infokuryr.cz\/n\/wp-content\/uploads\/2024\/05\/rajch-pro.jpg 556w\" sizes=\"(max-width: 559px) 100vw, 559px\" \/><\/p>\n<p>P\u0159i narozen\u00ed d\u00edt\u011bte, kter\u00e9 se narod\u00ed v dob\u011b platnosti smlouvy, by se rodin\u011b sn\u00ed\u017eil z\u00e1vazek poskytovateli \u00fav\u011bru, nap\u0159. o 50 tis\u00edc K\u010d za jedno d\u00edt\u011b.<\/p>\n<p>P\u0159\u00edjemci \u00fav\u011bru by se stali ob\u010dan\u00e9, jejich\u017e ro\u010dn\u00ed rodinn\u00fd p\u0159\u00edjem nep\u0159es\u00e1hne nap\u0159. dvojn\u00e1sobek ro\u010dn\u00edho pr\u016fm\u011brn\u00e9ho p\u0159\u00edjmu, poskytnut\u00e9ho v roce pod\u00e1n\u00ed \u017e\u00e1dosti o \u00fav\u011br.<\/p>\n<p>Tuto v\u00fd\u0161i p\u0159\u00edjm\u016f lze podle Paroubka doladit podle toho, jak\u00e1 bude v p\u0159\u00ed\u0161t\u00edch letech doln\u00ed mez po\u017eadavk\u016f hypot\u00e9\u010dn\u00edch bank na financov\u00e1n\u00ed bydlen\u00ed prost\u0159ednictv\u00edm hypot\u00e9k.<\/p>\n<p>Druhou mo\u017enost\u00ed, v tomto p\u0159\u00edpad\u011b k v\u00fdstavb\u011b n\u00e1jemn\u00edch byt\u016f, a tato mo\u017enost je podle Paroubka prakticky okam\u017eit\u011b dosa\u017eiteln\u00e1, je z\u00e1kon, kter\u00fd by umo\u017enil financov\u00e1n\u00ed v\u00fdstavby komun\u00e1ln\u00edch byt\u016f.<\/p>\n<p>N\u00e1vrh tohoto z\u00e1kona je ji\u017e na sv\u011bt\u011b p\u0159es t\u0159i roky. Byl zpracov\u00e1n odborn\u00edky \u010cSSD a korigov\u00e1n ministerstvem pro m\u00edstn\u00ed rozvoj. Tento n\u00e1vrh z\u00e1kona skon\u010dil po 2. \u010dten\u00ed ve sn\u011bmovn\u011b v roce 2021 po volb\u00e1ch do sn\u011bmovny ve sn\u011bmovn\u00edm archivu. N\u00e1vrh z\u00e1kona je podle Paroubka zpracov\u00e1n na z\u00e1klad\u011b britsk\u00fdch a rakousk\u00fdch zku\u0161enost\u00ed. Podstata n\u00e1vrhu spo\u010d\u00edv\u00e1 v tom, \u017ee neziskov\u00e9 subjekty, nap\u0159. spole\u010dnosti, ale i dru\u017estva, kter\u00e1 existuj\u00ed a spolupracuj\u00ed s obcemi, z\u00edskaj\u00ed od obc\u00ed zdarma pozemky ur\u010den\u00e9 pro bytovou v\u00fdstavbu. Tyto neziskov\u00e9 subjekty si vezmou od komer\u010dn\u00edch bank \u00fav\u011bry na v\u00fdstavbu komun\u00e1ln\u00edch byt\u016f, nap\u0159. s dobou splatnosti 20 let. P\u0159i\u010dem\u017e anuita takov\u00e9ho \u00fav\u011bru bude spl\u00e1cena z p\u0159ijat\u00e9ho n\u00e1jemn\u00e9ho.<\/p>\n<p>Jedin\u00fdm mo\u017en\u00fdm v\u00fddajem ze st\u00e1tn\u00edho rozpo\u010dtu by mohly b\u00fdt p\u0159\u00edpadn\u00e9 dotace na \u00faroky z \u00fav\u011bru, s nimi\u017e ov\u0161em zat\u00edm n\u00e1vrh z\u00e1kona nepo\u010d\u00edt\u00e1. Ale zd\u00e1 se to jako rozumn\u00e1 cesta ke zlevn\u011bn\u00ed \u00fav\u011br\u016f lidem na po\u0159\u00edzen\u00ed jejich komun\u00e1ln\u00edho bytu.<\/p>\n<p>N\u00e1vrh z\u00e1kona je mo\u017en\u00e9 bez v\u011bt\u0161\u00edch \u00faprav z archivu sn\u011bmovny vz\u00edt a uv\u00e9st do \u017eivota. Ze z\u00e1kona neplynou podle Paroubka v\u011bt\u0161\u00ed n\u00e1roky na financov\u00e1n\u00ed ze strany st\u00e1tu. Vlastn\u011b, v p\u0159\u00edpad\u011b, \u017ee nebudou poskytov\u00e1ny dotace na \u00faroky z \u00fav\u011br\u016f neziskov\u00fdm spole\u010dnostem spl\u00e1cej\u00edc\u00edm anuitn\u00ed spl\u00e1tky, nebyly by n\u00e1roky na st\u00e1tn\u00ed rozpo\u010det vlastn\u011b \u017e\u00e1dn\u00e9.<\/p>\n<p>Ve v\u00fdhod\u011b by zde byly obce, kter\u00e9 maj\u00ed k dispozici pozemky \u00fazemn\u00edm pl\u00e1nem ur\u010den\u00e9 k bytov\u00e9 v\u00fdstavb\u011b. D\u00e1le obce, kter\u00e9 maj\u00ed dokonce i p\u0159ipravenou projektovou dokumentaci k v\u00fdstavb\u011b bytov\u00fdch dom\u016f.<\/p>\n<p>\u00da\u0159ad pro zastupov\u00e1n\u00ed st\u00e1tu ve v\u011bcech majetkov\u00fdch by obc\u00edm, kter\u00e9 o to po\u017e\u00e1daj\u00ed, p\u0159evedl v\u0161echny pozemky ur\u010den\u00e9 \u00fazemn\u00edm pl\u00e1nem pro bytovou v\u00fdstavbu.<\/p>\n<p>Podobn\u00fdm zp\u016fsobem, jak to navrhla \u010cSSD, se v Anglii ka\u017edoro\u010dn\u011b stav\u00ed des\u00edtky tis\u00edc komun\u00e1ln\u00edch byt\u016f. Podle n\u00e1zoru \u010cSSD se takto m\u016f\u017ee v republice ka\u017edoro\u010dn\u011b postavit deset tis\u00edc komun\u00e1ln\u00edch byt\u016f pro pot\u0159eby obc\u00ed.
