U\u017e m\u00e1me za sebou t\u00e9m\u011b\u0159 rok a p\u016fl volebn\u00edho obdob\u00ed sou\u010dasn\u00e9 vl\u00e1dy, ale s prvn\u00ed malou vla\u0161\u0165ovi\u010dkou v bytov\u00e9 oblasti te\u010f p\u0159i\u0161lo Barto\u0161ovo ministerstvo pro m\u00edstn\u00ed rozvoj (MMR). Tento skv\u011bl\u00fd ministr slavnostn\u011b v t\u011bchto dnech ozn\u00e1mil, \u017ee na tento \u00fa\u010del, tedy na v\u00fdstavbu n\u00e1jemn\u00edch, p\u0159ev\u00e1\u017en\u011b tedy komun\u00e1ln\u00edch byt\u016f, slavn\u011b vybojoval \u010d\u00e1stku 800 mil. K\u010d.<\/strong><\/p>\n<p>Kdy\u017e vezmu cenu toho nejmen\u0161\u00edho vhodn\u00e9ho bytu\u2078 (nap\u0159. 2+1) pro mlad\u00e9 rodiny, tak s\u00a0jist\u00fdm podcen\u011bn\u00edm m\u016f\u017eeme hovo\u0159it o cen\u011b cca 2,5 mil. K\u010d za byt. Z\u00e1le\u017e\u00ed samoz\u0159ejm\u011b na lokalit\u011b a p\u0159edpokl\u00e1d\u00e1m, \u017ee obce by daly pozemky vhodn\u00e9 pro tuto v\u00fdstavbu zdarma. Tak\u017ee Barto\u0161 m\u00e1 pravdu, kdy\u017e odhaduje po\u010det bytov\u00fdch jednotek, kter\u00e9 budou z\u00a0t\u00e9to dotace postaveny, na 300. A vzhledem k\u00a0tomu, \u017ee te\u010f zve\u0159ejnil n\u011bjak\u00fd n\u00e1vrh, chv\u00edli bude trvat, ne\u017e se ujasn\u00ed pravidla, tak prvn\u00ed z\u00a0t\u011bchto byt\u016f budou p\u0159ed\u00e1ny nov\u00fdm n\u00e1jemn\u00edk\u016fm n\u011bkdy za t\u0159i roky. Tedy u\u017e v\u00a0nov\u00e9m volebn\u00edm obdob\u00ed.<\/p>\n<p>Barto\u0161ovo ministerstvo pracuje s\u00a0touto dotac\u00ed velmi komplikovan\u011b. Dotaci mohou \u017eadatel\u00e9 z\u00edskat maxim\u00e1ln\u011b na \u010dtvrtinu n\u00e1kladu. To znamen\u00e1, \u017ee si mus\u00ed zajistit bankovn\u00ed \u00fav\u011br t. \u010d. s\u00a0\u00farokovou sazbou cca 8%. Prom\u00edtnout anuitu takov\u00e9 v\u00fdstavby do ceny n\u00e1jemn\u00e9ho je prakticky nemo\u017en\u00e9. Anebo je to mo\u017en\u00e9 za p\u0159edpokladu, \u017ee st\u00e1t bude od sam\u00e9ho za\u010d\u00e1tku srozum\u011bn, \u017ee n\u00e1jemn\u00edci budou dost\u00e1vat od st\u00e1tu, jak jinak p\u0159\u00edsp\u011bvky na bydlen\u00ed. Aby to bylo m\u00e1lo komplikovan\u00e9, vymyslelo ministerstvo pod moudr\u00fdm veden\u00edm I. Barto\u0161e tak\u00e9 \u00fav\u011br, kter\u00fd pokryje pr\u00fd a\u017e 90% n\u00e1klad\u016f stavby. Tedy p\u0159edpokl\u00e1d\u00e1m, \u017ee \u00fav\u011br bude bez\u00faro\u010dn\u00fd nebo s\u00a0minim\u00e1ln\u00ed \u00farokovou sazbou. A pak u\u017e tedy investor bu\u010f vlo\u017e\u00ed vlastn\u00ed pen\u00edze anebo si p\u016fj\u010d\u00ed. Pen\u00edze v\u0161ak st\u00e1t bude poskytovat v\u00a0re\u017eimu EU \u201ede minimis\u201c, tedy v\u00a0re\u017eimu podpory mal\u00e9ho rozsahu. V n\u011bm\u017e m\u016f\u017ee jedna firma z\u00edskat maxim\u00e1ln\u011b 200 tis\u00edc eur b\u011bhem t\u0159\u00ed let, co\u017e je v\u00a0p\u0159epo\u010dtu cca 4,7 mil. K\u010d. Nechci b\u00fdt zl\u00fd, ale cena bytu 2+kk na slu\u0161n\u00e9m pra\u017esk\u00e9m s\u00eddli\u0161ti b\u00fdv\u00e1 o n\u011bco vy\u0161\u0161\u00ed.<\/p>\n<p>Pan ministr a jeho lid\u00e9 by se m\u011bli pod\u00edvat, jak to s\u00a0tou v\u00fdstavbou n\u00e1jemn\u00edch byt\u016f d\u011blaj\u00ed v\u00a0Rakousku, N\u011bmecku nebo v\u00a0Brit\u00e1nii, kde jim to tak p\u011bkn\u011b \u0161lape. Ale pro\u010d d\u011blat chyby jako d\u011blaj\u00ed v\u00a0t\u011bchto zem\u00edch, \u017ee, pane minist\u0159e? Prost\u011b ministr Barto\u0161 a jeho ans\u00e1mbl na \u0159\u00edzen\u00e9m ministerstvu se pohybuj\u00ed v\u00a0ideologii 90.let, kter\u00e1 se s\u00a0podez\u0159en\u00edm d\u00edvala na v\u00fdstavbu n\u00e1jemn\u00edch byt\u016f obcemi v\u00a0z\u00e1padn\u00ed Evrop\u011b, jako na n\u011bco, co je reliktem socialismu.<\/p>\n<p>\u010casto jsem sl\u00fdch\u00e1val, zejm\u00e9na od koleg\u016f z\u00a0ODS na pra\u017esk\u00e9 radnici, kdy\u017e jsem byl \u010dlenem pra\u017esk\u00e9ho zastupitelstva, kr\u00e1snou v\u011btu, kter\u00e1 v\u0161e charakterizuje: \u201eKdy\u017e to d\u011blaj\u00ed na Z\u00e1pad\u011b \u0161patn\u011b, pro\u010d bychom to m\u011bli d\u011blat \u0161patn\u011b my?\u201c. V\u00a0Brit\u00e1nii se stav\u00ed ka\u017edoro\u010dn\u011b p\u0159es 50 tis\u00edc komun\u00e1ln\u00edch byt\u016f, v\u00a0rakousk\u00e9 V\u00eddni je za devades\u00e1t let jejich v\u00fdstavby p\u0159es 220 tis\u00edc komun\u00e1ln\u00edch byt\u016f. A podobn\u00e9 je to ve velk\u00fdch n\u011bmeck\u00fdch m\u011bstech. A \u017e\u00e1dn\u00fd \u201ere\u00e1ln\u00fd socialismus\u201c tam nenastal. Prost\u011b m\u011bsta jen usm\u011br\u0148uj\u00ed n\u00e1jemn\u00e9 u sv\u00fdch ob\u010dan\u016f, kte\u0159\u00ed nemaj\u00ed tak vysok\u00e9 p\u0159\u00edjmy, aby si mohli dovolit platit tr\u017en\u00ed n\u00e1jemn\u00e9 anebo hypot\u00e9ku.<\/p>\n<p>P\u0159ed t\u0159emi lety jsem se spolu s\u00a0jedn\u00edm expertem z\u00a0\u010cSSD pro oblast bydlen\u00ed z\u00fa\u010dastnil prac\u00ed na p\u0159\u00edprav\u011b n\u00e1vrhu z\u00e1kona o financov\u00e1n\u00ed komun\u00e1ln\u00ed bytov\u00e9 v\u00fdstavby. Tento n\u00e1vrh vych\u00e1zel ze zm\u00edn\u011bn\u00fdch z\u00e1padoevropsk\u00fdch zku\u0161enost\u00ed a p\u0159edlo\u017eil ho do sn\u011bmovny poslanec \u010cSSD Birke. Bohu\u017eel, n\u00e1vrh z\u00e1kona, kter\u00fd pro\u0161el prvn\u00edm a druh\u00fdm \u010dten\u00edm, se u\u017e nedostal t\u011bsn\u011b p\u0159ed volbami do t\u0159et\u00edho \u010dten\u00ed, a tedy z\u016fstal jen mezi sn\u011bmovnou nevy\u0159\u00edzen\u00fdmi tisky z\u00e1kon\u016f. Je to \u0161koda. Tento z\u00e1kon vych\u00e1zel z\u00a0toho, \u017ee budou vytv\u00e1\u0159eny neziskov\u00e9 spole\u010dnosti pro bydlen\u00ed. Ty dostanou od obc\u00ed zad\u00e1n\u00ed a vedle toho tak\u00e9 zdarma pozemky na v\u00fdstavbu n\u00e1jemn\u00edch byt\u016f. Neziskov\u00e9 spole\u010dnosti si pak vezmou \u00fav\u011bry a tyto \u00fav\u011bry budou postupn\u011b spl\u00e1cet z\u00a0p\u0159ijat\u00e9ho n\u00e1jemn\u00e9ho. P\u0159edpokl\u00e1d\u00e1no bylo, \u017ee k\u00a0v\u00fdstavb\u011b n\u00e1jemn\u00edch byt\u016f podle tohoto z\u00e1kona, m\u016f\u017ee doj\u00edt v\u00a0typizovan\u00fdch objektech a to vlastn\u011b celoplo\u0161n\u011b. Nen\u00ed probl\u00e9m vyprojektovat 10 \u2013 15 komun\u00e1ln\u00edch dom\u016f r\u016fzn\u00fdch velikost\u00ed pro r\u016fzn\u011b velk\u00e9 obce tak, aby v\u00fdstavba nebyla sice na jedn\u00e9 stran\u011b f\u00e1dn\u00ed, ale na druh\u00e9 stran\u011b aby nebyla p\u0159\u00edli\u0161 uniformn\u00ed. Pro\u010d zbyte\u010dn\u011b utr\u00e1cet za nov\u00e9 projekty. Konec konc\u016f je mo\u017en\u00e9 dnes vyu\u017e\u00edt p\u0159i v\u00fdstavb\u011b dom\u016f dal\u0161\u00ed metodu, jak to \u010din\u00ed nap\u0159. v\u00a0americk\u00e9 Kalifornii, kde se vyu\u017e\u00edv\u00e1 p\u0159i v\u00fdstavb\u011b bytov\u00fdch dom\u016f metoda 3D tisku.<\/p>\n<p>Prost\u011b domy s\u00a0n\u00e1jemn\u00edmi byty se daj\u00ed po\u0159\u00eddit i levn\u011b, zejm\u00e9na tehdy, d\u00e1-li se \u0161ance m\u00edstn\u00edm investor\u016fm. A obce by tak m\u011bly k\u00a0dispozici n\u00e1jemn\u00ed byty pro sv\u00e9 pot\u0159eby.<\/p>\n<p>Nemysl\u00edm si, \u017ee Barto\u0161\u016fv n\u00e1vrh je dlouhodob\u011b udr\u017eiteln\u00fd a \u017ee je dobr\u00fd. Je snad dobr\u00fd jen v\u00a0tom, \u017ee p\u0159in\u00e1\u0161\u00ed t\u00e9ma n\u00e1jemn\u00edch byt\u016f do ve\u0159ejn\u00e9 diskuse. Tedy kone\u010dn\u011b. Snem velk\u00fdch developer\u016f je ov\u0161em zmocnit se tak\u00e9 v\u00fdstavby komun\u00e1ln\u00edch n\u00e1jemn\u00edch byt\u016f. Velc\u00ed develope\u0159i by ov\u0161em vesele stav\u011bli za sou\u010dasn\u00e9 velk\u00e9 pen\u00edze, za kter\u00e9 se dnes byty tak\u00e9 stav\u00ed. A n\u00e1jemn\u00edci z\u00a0n\u00edzko- i st\u0159edn\u011bp\u0159\u00edjmov\u00fdch vrstev by tak od za\u010d\u00e1tku byli postaveni p\u0159ed t\u011b\u017eko \u0159e\u0161iteln\u00fd \u00fakol, zaplatit tr\u017en\u00ed n\u00e1jemn\u00e9. Obce by to musely \u0159e\u0161it bu\u010f p\u0159\u00edm\u00fdmi dotacemi anebo n\u00e1jemn\u00edci by museli od po\u010d\u00e1tku po\u010d\u00edtat s\u00a0t\u00edm, \u017ee jim n\u00e1jemn\u00e9 bude dotov\u00e1no p\u0159\u00edsp\u011bvky na bydlen\u00ed od st\u00e1tu. A tak by v\u00a0z\u00e1sad\u011b nerentabiln\u00ed bytovou v\u00fdstavbu, prost\u0159ednictv\u00edm velk\u00fdch developer\u016f zaplatil st\u00e1t.<\/p>\n<p>Algoritmus postupu z\u00a0n\u00e1vrhu z\u00e1kona, p\u0159edlo\u017een\u00e9ho poslancem Birkem v\u00a0minul\u00e9m volebn\u00edm obdob\u00ed do sn\u011bmovny v\u0161ak s finan\u010dn\u00edm zat\u00ed\u017een\u00edm st\u00e1tu ani obc\u00ed v\u016fbec nepo\u010d\u00edt\u00e1.<\/p>\n<p>Dost dob\u0159e nech\u00e1pu, pro\u010d po tomto n\u00e1vrhu z\u00e1kona, kter\u00fd je v\u00a0ma\u0161li\u010dk\u00e1ch p\u0159ipraven v\u00a0archivu poslaneck\u00e9 sn\u011bmovny ministr Barto\u0161 nes\u00e1hl.
