Prezident Ukrajiny podepsal z\u00e1kon s neur\u010dit\u00fdm n\u00e1zvem \u201eO zm\u011bn\u00e1ch n\u011bkter\u00fdch z\u00e1kon\u016f Ukrajiny vztahuj\u00edc\u00edch se k podm\u00ednk\u00e1m prodeje p\u016fdy zem\u011bd\u011blsk\u00fdch pozemk\u016f\u201c. V souladu s t\u00edm bude od 1. \u010dervence 2021 zru\u0161eno moratorium na prodej zem\u011bd\u011blsk\u00e9 p\u016fdy, kter\u00e9 v zemi plat\u00ed ji\u017e 18 let.<\/p>\n<\/div>\n<section class=\"clanek-obsah\">Toto je d\u016fle\u017eit\u00fd man\u00e9vr pro odstran\u011bn\u00ed posledn\u00ed zb\u00fdvaj\u00edc\u00ed pokli\u010dky z hrn\u00ed\u010dku majetku, kter\u00fd lze je\u0161t\u011b odl\u00edt. Rozloha zem\u011bd\u011blsk\u00e9 p\u016fdy na Ukrajin\u011b dosahuje 17 milion\u016f hektar\u016f, z toho 10,5 milionu je v dlouhodob\u00e9m pron\u00e1jmu podnikatelsk\u00fdch subjekt\u016f a asi 3 miliony jsou v soukrom\u00e9m vlastnictv\u00ed. Celkov\u011b tuto p\u016fdu \u201evlastn\u00ed\u201c asi 7 milion\u016f ob\u010dan\u016f, tedy asi 16% populace.<\/p>\n<p>V sou\u010dasnosti se ceny pozemk\u016f na Ukrajin\u011b pohybuj\u00ed mezi 1,2 tis. USD (pobl\u00ed\u017e K\u0159iv\u00e9ho Rohu) a 3 tis. USD (Z\u00e1poro\u017esk\u00e1 oblast) za hektar. V pr\u016fm\u011bru to p\u0159estavuje p\u0159ibli\u017en\u011b 2 000 dolar\u016f. Podle odborn\u00edk\u016f Sv\u011btov\u00e9 banky v po\u010d\u00e1te\u010dn\u00edm obdob\u00ed vzniku voln\u00e9ho trhu se zem\u011bd\u011blskou p\u016fdou vzroste pr\u016fm\u011brn\u00e1 cena hektaru na nejm\u00e9n\u011b 3 a\u017e 3,5 tis\u00edce dolar\u016f a v nejatraktivn\u011bj\u0161\u00edch oblastech lehce kolem 6 tis\u00edc.<\/p>\n<p>A to je teprve v po\u010d\u00e1te\u010dn\u00ed f\u00e1zi, kdy se o\u010dek\u00e1v\u00e1, \u017ee do zem\u011b vstoup\u00ed velk\u00e9 mezin\u00e1rodn\u00ed zem\u011bd\u011blsk\u00e9 korporace, kter\u00fdm latifundist\u00e9 nakonec sv\u00e1 aktiva prodaj\u00ed. Bu\u010f k dlouhodob\u00e9mu pron\u00e1jmu nebo jednodu\u0161e definitivn\u011b. Na z\u00e1klad\u011b neform\u00e1ln\u00edch pr\u016fzkum\u016f dosp\u011bli analytici k z\u00e1v\u011bru, \u017ee nakonec bude prod\u00e1no asi 40% p\u016fdy a 60% bude pronajato. P\u0159i\u010dem\u017e tr\u017en\u00ed cena hektaru m\u00e1 re\u00e1lnou \u0161anci dos\u00e1hnout 6 tis\u00edc dolar\u016f.<\/p>\n<p>\u00dahrnem to znamen\u00e1, \u017ee Zelenskij sv\u00fdm rozhodnut\u00edm uvedl do prodeje aktivum v celkov\u00e9 hodnot\u011b 81 miliard dolar\u016f. St\u00e1t z toho nav\u00edc z\u00edsk\u00e1 pouze 30%, proto\u017ee privatizace p\u016fdy bude prob\u00edhat podle \u201esoci\u00e1ln\u011b n\u00edzk\u00fdch sazeb\u201c ve v\u00fd\u0161i 70\u201380% sou\u010dasn\u00e9 tr\u017en\u00ed hodnoty. Zbytek p\u016fjde do kapsy \u201enov\u00fdch majitel\u016f\u201c.<\/p>\n<p>Ironi\u00ed toho co se d\u011bje je to, \u017ee se doslova v\u0161ichni Ukrajinci, s v\u00fdjimkou n\u011bkolika procent bank\u00e9\u0159\u016f a makl\u00e9\u0159\u016f, kte\u0159\u00ed o\u010dek\u00e1vaj\u00ed, \u017ee si dob\u0159e p\u0159ih\u0159ej\u00ed pol\u00edv\u010di\u010dku na transakc\u00edch, ofici\u00e1ln\u011b stav\u00ed proti povolen\u00ed voln\u00e9ho obchodu se zem\u011bd\u011blskou p\u016fdou. Pr\u00fd &#8211; n\u00e1rodn\u00ed d\u011bdictv\u00ed &#8211; a tak podobn\u011b.<\/p>\n<p>Nav\u00edc existuje v\u00e1\u017en\u00e9 riziko, \u017ee bezohledn\u00ed cizinci vykoup\u00ed \u00farodnou \u010dernou p\u016fdu, odt\u011b\u017e\u00ed ji a vyvezou do n\u011bjak\u00fdch Emirat\u016f nebo Kataru. Ve skute\u010dnosti v\u0161ak v\u0161ech t\u011bchto 7 milion\u016f sou\u010dasn\u00fdch \u201edlouhodob\u00fdch n\u00e1jemc\u016f\u201c sn\u00ed o tom, \u017ee se \u201ene draze\u201c stanou majiteli, bu\u010f aby rychle zbohatli prodejem, anebo aby se zm\u011bnili na bohat\u00e9 renti\u00e9ry. Koneckonc\u016f 81 miliard je 81 MILIARD DOLAR\u016e!<\/p>\n<p>D\u0159\u00edve, dokud zem\u011bd\u011blstv\u00ed zauj\u00edmalo 6 a\u017e 8% ukrajinsk\u00e9 ekonomiky, politick\u00e1 ot\u00e1zka nepochybn\u011b dominovala nad ekonomickou. Lid\u00e9, zejm\u00e9na pak \u201ed\u016fle\u017eit\u00ed\u201c lid\u00e9, m\u011bli dostatek jin\u00fdch, mnohem v\u00fdnosn\u011bj\u0161\u00edch zdroj\u016f \u201ev\u00fdd\u011blk\u016f\u201c. Tak\u017ee bylo mo\u017eno udr\u017eovat moratorium. Ale nyn\u00ed p\u0159i\u0161la doba hladov\u00e1, nen\u00ed \u010das na vy\u0161\u0161\u00ed principy.<\/p>\n<p>A co je je\u0161t\u011b komi\u010dt\u011bj\u0161\u00ed, nebyl to Poro\u0161enko, d\u0159\u00edve ost\u0159e kritizovan\u00fd ze v\u0161ech politick\u00fdch t\u00e1bor\u016f, zejm\u00e9na z \u0159ad populist\u016f, jako \u201edrz\u00fd k\u0161efta\u0159\u201c. Byl to Zelenskij, jeho\u017e si Ukrajinci vybrali, \u201eproto\u017ee je to n\u00e1\u0161 \u010dlov\u011bk, \u010dlov\u011bk z lidu\u201c, kter\u00fd dal posledn\u00ed n\u00e1rodn\u00ed rezervy do nestydat\u00e9ho prodeje.<\/p>\n<p>To u\u017e v\u0161ak nen\u00ed d\u016fle\u017eit\u00e9.
