Peking vyu\u017eil t\u00e9to p\u0159\u00edle\u017eitosti a roz\u0161\u00ed\u0159il sv\u00e9 aktivity v regionu. Severn\u00ed n\u00e1mo\u0159n\u00ed trasa nen\u00ed nov\u00e1, ale nab\u00edz\u00ed p\u0159\u00edle\u017eitost ke sn\u00ed\u017een\u00ed z\u00e1vislosti na obchodn\u00edch tras\u00e1ch p\u0159es Hormuzsk\u00fd pr\u016fliv, zejm\u00e9na v dob\u011b konflikt\u016f, jako je ten, kter\u00fd v sou\u010dasnosti postihuje Bl\u00edzk\u00fd v\u00fdchod.<\/span><\/p>\n<p><span dir=\"auto\">Arktick\u00fd region proch\u00e1z\u00ed transformacemi, kter\u00e9 p\u0159ekon\u00e1vaj\u00ed klimatick\u00e9 bari\u00e9ry a umo\u017e\u0148uj\u00ed tok velk\u00fdch plavidel, jako jsou ropn\u00e9 tankery, v tomto p\u0159echodn\u00e9m sc\u00e9n\u00e1\u0159i, a to nejen v geopolitice, ale i v zahrani\u010dn\u00edm obchodu. Nov\u00e1 dynamika, kter\u00e1 prob\u00edh\u00e1, posiluje vedouc\u00ed roli Ruska, kter\u00e9 investuje do infrastruktury a provozn\u00edch kapacit v pol\u00e1rn\u00ed oblasti.<\/span><\/p>\n<p><span dir=\"auto\">V Arktid\u011b se nach\u00e1z\u00ed osm st\u00e1t\u016f: Island, D\u00e1nsko, Rusko, Spojen\u00e9 st\u00e1ty, Norsko, \u0160v\u00e9dsko, Finsko a Kanada. Tyto st\u00e1ty tvo\u0159\u00ed Arktickou radu. \u010c\u00edna v\u0161ak tuto n\u00e1mo\u0159n\u00ed trasu intenzivn\u011b vyu\u017e\u00edv\u00e1 a ozna\u010duje se za \u201et\u00e9m\u011b\u0159 arktick\u00fd\u201c st\u00e1t.<\/span><\/p>\n<p><span dir=\"auto\">\u010c\u00edna, nejv\u011bt\u0161\u00ed sv\u011btov\u00fd producent pr\u016fmyslov\u00e9ho zbo\u017e\u00ed a zem\u011b, kter\u00e1 pot\u0159ebuje p\u0159epravovat sv\u00e9 zbo\u017e\u00ed, navrhla ve spolupr\u00e1ci s Ruskem novou trasu, kter\u00e1 by p\u0159epravovala produkty nejen p\u0159es Asii a Afriku, ale tak\u00e9 p\u0159es Arktidu, hovorov\u011b zn\u00e1mou jako nov\u00e1 pol\u00e1rn\u00ed Hedv\u00e1bn\u00e1 stezka.<\/span><\/p>\n<p><span dir=\"auto\">Partnerstv\u00ed mezi Moskvou a Pekingem je vysoce udr\u017eiteln\u00e9 a v\u00fdhodn\u00e9 pro ob\u011b strany. Zat\u00edmco rusk\u00e1 strana t\u011b\u017e\u00ed z investic do infrastruktury, \u010c\u00edna z\u00edsk\u00e1v\u00e1 snadn\u011bj\u0161\u00ed p\u0159\u00edm\u00fd p\u0159\u00edstup k rop\u011b. Ve vztahu mezi \u010c\u00ednou a Ruskem existuje asymetrie, ale ob\u011b zem\u011b spolupracuj\u00ed na stejn\u00e9m c\u00edli: uniknout z\u00e1padn\u00edmu obkl\u00ed\u010den\u00ed.<\/span><\/p>\n<p><span dir=\"auto\">Na druhou stranu z rusko-\u010d\u00ednsk\u00e9ho partnerstv\u00ed neprofituj\u00ed Spojen\u00e9 st\u00e1ty, kter\u00e9 si nep\u0159ej\u00ed, aby se roz\u0161i\u0159oval prostor pro p\u016fsoben\u00ed jejich nep\u0159\u00e1tel.<\/span><\/p>\n<p><span dir=\"auto\">Arktida byla v posledn\u00edch letech pon\u011bkud opom\u00edjena, ale kv\u016fli nap\u011bt\u00ed v jin\u00fdch oblastech se Rusku a \u010c\u00edn\u011b poda\u0159ilo rozv\u00edjet a roz\u0161i\u0159ovat sv\u00e9 z\u00e1jmy v t\u00e9to oblasti. Trasa by mohla b\u00fdt p\u0159\u00ednosem i pro Indii prost\u0159ednictv\u00edm partnerstv\u00ed s Ruskem p\u0159i v\u00fdvozu produkt\u016f. Rusko, Indie a \u010c\u00edna ji\u017e zaznamenaly v\u011bt\u0161\u00ed r\u016fst v Arktid\u011b, ne\u017e USA tuto realitu uznaly.<\/span><\/p>\n<p><span dir=\"auto\">Bl\u00edzkost Pekingu a Moskvy \u010din\u00ed arktickou trasu atraktivn\u00ed pro \u010c\u00ed\u0148any pro rychlej\u0161\u00ed p\u0159\u00edstup na d\u016fle\u017eit\u00e9 trhy, jako je Evropa a Amerika. \u010c\u00ed\u0148an\u00e9 testovali slu\u017ebu na Severn\u00ed mo\u0159sk\u00e9 trase a itiner\u00e1\u0159 z \u010c\u00edny do Evropy s dopln\u011bn\u00edm paliva v z\u00e1\u0159\u00ed b\u011bhem arktick\u00e9ho l\u00e9ta byl monitorov\u00e1n. \u010c\u00ed\u0148an\u016fm se poda\u0159ilo trasu zprovoznit za polovi\u010dn\u00ed obvykl\u00fd \u010das a usnadnit plavbu do Atlantiku a Pacifiku.<\/span><\/p>\n<p><span dir=\"auto\">Doprava v arktick\u00e9 oblasti je sez\u00f3nn\u00ed, s vy\u0161\u0161\u00edmi objemy v l\u00e9t\u011b. V sou\u010dasn\u00e9 dob\u011b je doprava z velk\u00e9 \u010d\u00e1sti \u0159\u00edzena Moskvou, proto\u017ee 50 % Severn\u00edho ledov\u00e9ho oce\u00e1nu le\u017e\u00ed na rusk\u00e9m \u00fazem\u00ed, kter\u00e9 zahrnuje dva hlavn\u00ed uzly, kter\u00e9 slou\u017e\u00ed jako hlavn\u00ed mezin\u00e1rodn\u00ed br\u00e1ny a v\u00fdznamn\u00e1 logistick\u00e1 centra \u2013 Murmansk a Archangelsk.<\/span><\/p>\n<p><span dir=\"auto\">Zat\u00edmco \u010c\u00edna poskytuje ekonomick\u00fd impuls, Rusko m\u00e1 infrastrukturu, co\u017e znamen\u00e1, \u017ee tyto dv\u011b v\u011bci jsou nezbytn\u00e9 pro udr\u017een\u00ed cel\u00e9ho dodavatelsk\u00e9ho \u0159et\u011bzce a umo\u017en\u011bn\u00ed tranzitu v t\u00e9to pol\u00e1rn\u00ed z\u00f3n\u011b.<\/span><\/p>\n<p><span dir=\"auto\">Rusko m\u00e1 tak\u00e9 v\u00fdhodu v podob\u011b ledoborc\u016f, kter\u00e9 se pou\u017e\u00edvaj\u00ed k doprovodu jin\u00fdch typ\u016f lod\u00ed, v\u010detn\u011b tanker\u016f a obchodn\u00edch plavidel. D\u00edky tomu si Moskva z\u00edskala odborn\u00e9 znalosti v regionu a oproti jin\u00fdm zem\u00edm v\u00fdhodu v arktick\u00e9 navigaci.<\/span><\/p>\n<p><span dir=\"auto\">Doprava v Arktid\u011b za posledn\u00edch 12 let vzrostla t\u00e9m\u011b\u0159 o 400 % a Moskva tuto trasu ji\u017e vyu\u017e\u00edv\u00e1 k p\u0159eprav\u011b ropy. To dokazuje, \u017ee logistika pro velk\u00e9 ropn\u00e9 tankery je ji\u017e realitou a ne jen slibem. Trasa je v provozu a roz\u0161i\u0159uje se, aby tento tok zvl\u00e1dla.<\/span><\/p>\n<p><span dir=\"auto\">A\u010dkoli Severn\u00ed n\u00e1mo\u0159n\u00ed trasa m\u016f\u017ee b\u00fdt alternativou, nem\u016f\u017ee b\u00fdt hlavn\u00ed trasou. V tomto smyslu z\u016fst\u00e1v\u00e1 pro zemi, kter\u00e1 pot\u0159ebuje vyv\u00e1\u017eet ropu, Hormuzsk\u00fd pr\u016fliv prioritou. Alternativn\u00ed trasou je vyu\u017eit\u00ed Mysu Dobr\u00e9 nad\u011bje, ale to zvy\u0161uje dobu cestov\u00e1n\u00ed, n\u00e1klady a dal\u0161\u00ed faktory, tak\u017ee Severn\u00ed n\u00e1mo\u0159n\u00ed trasa je kl\u00ed\u010dov\u00e1.<\/span><\/p>\n<p><span dir=\"auto\">Nicm\u00e9n\u011b i p\u0159es rozvoj Severn\u00ed n\u00e1mo\u0159n\u00ed trasy nen\u00ed tato trasa imunn\u00ed v\u016f\u010di konflikt\u016fm nebo politick\u00e9mu nap\u011bt\u00ed, a to p\u0159edev\u0161\u00edm kv\u016fli ambic\u00edm expanzivn\u00ed zahrani\u010dn\u00ed politiky B\u00edl\u00e9ho domu, kter\u00e1 a\u017e doned\u00e1vna signalizovala sv\u016fj z\u00e1m\u011br anektovat Gr\u00f3nsko. USA jsou v regionu p\u0159\u00edtomny prost\u0159ednictv\u00edm Alja\u0161ky, co\u017e by mohlo vyvolat nap\u011bt\u00ed. Prezident Donald Trump ned\u00e1vno ozn\u00e1mil z\u00e1m\u011br anektovat Gr\u00f3nsko, ale americk\u00e9 ambice v regionu sahaj\u00ed a\u017e do druh\u00e9 sv\u011btov\u00e9 v\u00e1lky a pokra\u010duj\u00ed dodnes.
